ADJOURNED REGULAR MEETING DECEMBER 4, 1973
The City Council of the City of Lynwood met in
an adjourned regular session in the City Hall,
11330 Bullis Road, on above date at 7:00 p.m.
,~"" Mayor Byork in the chair.
Councilmen Byork, Liewer, Malchow, Morris and Rowe
answered the roll call.
City Manager Wright and City Attorney Cayer were
also present.
Items appearing on the agenda for the regular
meeting of December 4, 1973, were discussed.
Mayor Byork informed the Council that he has received
the resignation of Mr. Charles Wise, member of the
Real Estate Practices Commission.
The Mayor declared the meeting adjourned to executive
session for discussion of personnel matters.
Following the executive session, it was moved by
Councilman Morris, seconded by Councilman Liewer,
and carried, that the meeting be adjourned.

It was moved by Councilman Liewer, seconded by
Councilman Malchow, and carried, that the minutes
of the adjourned regular meeting of November 20,
1973, regular meeting of November 20, 1973, and

be approved as written.

PUBLIC HEARINGS
Hearing - Southeast The Mayor announced that the time had arrived for
Mosquito Abatement hearing arguments for and against making application

MANAGEMENT STUIIIES"AND REPORTS
A report on municipal energy conservation measures
was presented by the City Manager.
The Mayor read a proclamation urging all citizens
to take part in the national effort to eliminate
excessive use of fuel and energy by complying
with City, State and Federal requests to undertake
energy conservation measures.
It was moved by Councilman Liewer, seconded by
Councilman Morris, and carried, that the
proclamation be authorized.
A report on the offer of the Bonded Cattle Company
of Norwalk to lease 7$4.05 acre feet of water for
$45.00 per acre foot was presented by the City
Manager. with the recommendation that the Council
approve the water right transaction between
Bonded Cattle Company and the City of Lynwood
and authorize the Mayor to execute the necessary
agreement.

A report on illuminated street identification signs
and traffic signal improvement (Gas Tax Project No.
1$1) was presented by the City Manager. He
recommended that Council approve the plans and
specifications and authorize a call for bids at
10;00 a.m. on December 27, 1873.
After discussing the use of Gas Tax funds for
upgrading of streets and the advisability of adding
electrical signs at this time because of the energy
crisis, it was moved by Councilman Rowe, seconded
by Councilman Malchow, that the matter be taken under
advisement.

~ A report on renewal of the City's agreement with Animal Contract
the Southern California Humane Society for enforcement renewed
of the City's animal control regulations was presented
by the City Manager with the recommendation that the
Council authorize the Mayar to execute the agreement
extending the existing contract for an additional year.

be authorized.

Res. 73-100 RESOLUTION NO. 73-100 entitled: "A RESOLUTION OF

It was moved by Councilman Liewer, seconded by
Councilman Morr3.s, and carried, that the request of
the Lynwood DeMolay Chapter for permission to conduct
a Christmas Tree sales lot on the south side of
Imperial Highway between Stockwell and Alley Streets

Tt was moved by Councilman Morris, seconded by
Councilman Liewer, and carried, that the application
of Paul Vega for a special permit to conduct a
Chxbistmas Tree sales lot at 10001 Long Beach
Boulevard be approved.
The Council was informed tY~at Mr. Les Parker
does not wish to conduct the Christmas Tree sales
lot at 10605 Long Beach Boulevard for which
approval has been granted, and that Mr, Jason
Edwards has applied for a special permit for
the lot at that location. It was moved by Council-
man Morris, seconded by Councilman Liewer, and
carried, that Mr. Edwards' application be
approved.
It was moved by Councilman Morris, seconded by
,~-,- Councilman Ma.lchow, and carried, that the request

retarded children be approved with the stipulation
that he obtain an id.entl.fication card from the
Police Department prior to.~commencing solicitation

COUNCIL AGENDA
The question of waiver of fees by the Parks and
Recreation Commission for use of Recreation
facilities was raised by Councilman Rowe whose
motion to direct the City Manager to bill the
Chamber of Commerce for past use of the facilities
and that they be billed hereafter failed for lack
of a second.
Waiver of fees was discussed at length among the
Council, Recreation and Parks Director and City
Attorney with particular reference to Council
action taken in 1967 in regard to waiver of
fees.

excessive use of ambulance sirens.

PUBLIC BUSINESS FROM THE FLOOR
Mr. Archie Legg, 3671 Platt Avenue, urged that
enforcement of the ordinance be discussed if
there is no litigation pending.
