moved by Councilman Liewer, seconded by Councilman
Morris, that Resolution No. 74-1 be adopted.

seconded by Councilman Liewer, that Resolution
No. 74-2 be adopted.

Water line pres. The Manager presented a report on water line
referred to staff. projects for Imperial Highway and Long Beach
Boulevard (Projects Nos. 2-209-734 and 736) and
recommended that the Council approve the plans
and specifications for said projects and authorize
a call for bids at 10 a.m. on January 29, 1974
After discussing the need for the water line projects
and the feasibility of the work being done by City
forces, at the- suggestion of the City Manager, it
was moved by Councilman Morris, seconded by
Councilman Liewer, and carried, that the Council
request a staff review of project costs with use
of City forces.
A report on use of tranquilizer guns by the
Res. 74-3 Southern California Humane Society in the control
Approving and of wild dogs was presented by the City Manager
requesting use of with the recommendation that the Council consider
tranquilizer guns adoption of RESOLUTION N0. 74-3 entitled: "A

FINANCE REPORT
RESOLUTION N0. 74-4 entitled: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING
AND APPROVING THE DEMANDS PRESENTED AND ORDERING
WARRANTS DRAWN THEREFOR," was presented.
Councilman Morris questioned two warrants for
payment of water meters and referred to Code
Section 32.52 relating to installation of water
meters. He expressed concern about continuing
the meter installation program at this time and
raised the question of a moratorium on such
installation. The purpose of metering, costs of
labor and material and subsequent recovery of
costs from the water users was discussed with the
Director of Public Works .
r-, Councilman Rowe commented on purchase orders
for the two warrants in question, dated three
days apart, each for seventy water meters, and
it was moved by Councilman Rowe, seconded by
Councilman Morris, that Resolution No. 74-4 be
adopted with the deletion of Warrants Nos.
6675 and 6659, payable to Neptune Meter Company
and Hersey Company, respectively, in the amount
of $2454.90 each. Councilman Rowe also requested
a written opinion from the City Attorney as to
whether the two purchase orders are a violation
of the law.
In discussing the water meter installation
provisions of the City Code (Section 32.52), the
City Attorney indicated that as meters are being
installed only with changes of ownership a
moratorium, in effect, has been put on enforcement
of the ordinance. The matter of the two purchase
orders for meters and the reasons therefor were
discussed with the Public Works Director, and
the request for the Attorney's opinion was
clarified to indicate that he is to render an
opinion concerning the purchase orders and that
~,~,,, he may inquire through the City Manager and
Department Heads to get factual data.

Mr. Richard C. Waranius, 12410 Long Beach Boulevard,
recounted an instance where loss of water because
of a leaking pipe became apparent because of meter
readings and inquired if there was nat the possibility
of considerable loss of water because of undetected
leakage,

Department reports The Century Freeway progress report contained in
the information bulletin was read. It was moved
by Councilman Liewer, seconded by Councilman
Morris, and carried, that Information Bulletin
No. 74-1 be accepted and filed.

COUNCIL AGENDA
Safety of pedestrians crossing Century Boulevard
near the Lynwood Villa was discussed with various
suggestions being made to alleviate the hazard.
Mr. Richard Bowen, 3675 Cortland Street, spoke
about the traffic hazard and a recent accident
at that location.
PUBLIC BUSINESS
Res. commemorating Pastor McCaig, of St. Anne's Church, addressed
Drn Martin Luther the Council to present the request of the
Ong Lynwood Ministerial Association for public
recognition of Dr. Martin Luther King on the
occasion of hie birthday, January 15. It was
moved by Councilman Liewer, seconded by
Councilman Malchow, that a resolution entitled;
"RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD COMMEMORATING THE BIRTHDAY OF DR. MARTIN
LUTHER KING"' be adapted.

Discussion re Mr. George Higgins, 5300 Cortland Avenue, addressed
State re-rentals the Council regarding a substandard house on Lugo
Park Avenue which has been re-rented by the State,
and urged that demands be made upon the State
to correct the situation and to prevent further
instances of re-rentals. Mr. Higgins also suggested
that Department Heads be provided with Council
agenda information prior to the meetings.
Mr. Al Evans, 3615 Lugo inquired if there were
laws against writing on walls, buildings and
automobiles.
Mr. Archie Legg, 3671 Platt .Avenue, addressed the
Council regarding water metering and the assurance
at the time water meters were proposed that it
would not .increase the water rates.
