Councilmen Byork, Liewer, Malchow, Morris, Rowe answered the roll call. Also present were City Manager Wright and City Attorney Cayer. Councilmen Byork, Liewer, Malchow, Morris, Rowe °~, answered the roll call. Also present were- City Manager Wright and City Attorney Cayer. It was moved by Councilman Liewer, seconded by Councilman Malchow, and carried, that the minutes of the adjourned regular meeting of January 2, 1874, and regular meeting of January 2, 1874, be approved as written. At the request of the Mayor, Councilman Liewer read a resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING KENNETH F. THOMPSON FOR HIS OUTSTANDING CITIZEN- SHIP AND COMMUNITY CIVIC CONCERN." It was moved by Councilman Liewer, seconded by Council- man Morris, and carried, that the resolution be adopted. Mr. Thompson was present to accept the resolution. MANAGEMENT STUDIES AND REPORTS A progress report on the preparation of the ~~t~~~~.-~ General Plan and an analysis of the State '~~~ ~~'.~~ ~ a ~~°-~~ ~[~ mandated elements was presented by the City ;~r~~-~=~_~~.t~: rr3? ~~ Manager . The Manager reviewed the Planning Cr„k,, -~ Commission's recommendation that the City Council ~~r=~~~A~: approve a proposal from Owen Menard ~ Associates for the preparation of certain General Plan elements as described in the report. The report was accompanied by the General Plan Scope of Responsibility and Cost Analysis, General Plan Work Program and proposal submitted by Owen Menard & Associates. The problems encountered by the P].a.nning Departmerar in preparing the General Plan and related elements was discussed among the Council, Planning Commission Chairman and Secretary, and it was moved by Councilman Morris, seconded by Councilman Liewer, that the Council concur in the recommendatior~~ of the Planning Commission for the retention of Owen Menard & Associates as consu~+~=ant and a~atr}.or3.~e the Mayor to sign a contract that is approved by the City Attorney. A report on an alley improvement program was .~-~-L~`~y .~`~q? , -~`~v presented by the City Manager with the recommendation that the Council consider preparation of Plans and Specifications for the reconstruction of alleys within the City, using a combination of Gas Tax and Revenue Sharing funds. FINANCE REPORT RESOLUTION N0. 74-5 entitled: "A RESOLUTION OF THE I~es4 74_.5 CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND Derr~xads APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. The Manager requested. that Warrant No. 6767 be deleted. It was moved by Councilman Liewer, seconded by Councilman Rowe, that '"-' the Resolution be adopted. At the request of Councilman Rowe, warrants deleted from Resolution No. 74-4 on January 2, 1974, were added for payment to Neptune Meter Company-and Hersey Company, in the amount of $2454.90 each. CITY CLERK'S AGENDA ~ ~ It was moved by Councilman Liewer, seconded by ~-~`~ ~~-~~~~e~~~ 4 Councilman Morris, and carried, that- the requests la„cenµ~'~ ~h~1.~t?~~ from the following organizations for renewal of exempt licenses for salvage pickup be approved: The Gos~,el Army, Deseret Industries, The Rescue Army, and St. Vincent de Paul Society. It was moved by Councilman Morris, seconded by Easter Sear ~~oc Councilman Liewer, and carried, that the request fund dra.~re from the Easter Seal Society for permission to 3/5 to 4/4/74 conduct its annual fund drive from March 5 to April 4, 1974, be approved. It was moved by Councilman Malchow, seconded by Gong-out--off'-b~ Councilman Morris, and carried, that the application permit apprca~,ec of James E. Rowe, dba Princess Beauty Supply, 38P9 389 Century Century Boulevard, for a special permit to conduct a going-out-of-business sale, be approved. Councilman Rowe abstained from voting. It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the claim for damages filed by Southern California Edison r-- Company be denied and referred to the City's insurance carrier. COUNCIL AGENDA Mayor Byork read a letter from Mr. Van Nation expressing appreciation for the recognition given him at the December 18, 1973, Council meeting. Claim for d denied -~ So., C: Edison Co. Nation ~..~ ~~.- •~ .,4 ~7~ Discussion re old The Mayor i.nfarmed the Council that the Board P.E. station of Directors of the Rotary Club has suggested the possibility of placing the old Pacific Electric station in the City park, and Council- man Morris suggested that the proposal. be referred to the Recreation Commission. Councilman Liewer askpc~ that the matter of large trucks being parked on vacant lots be investigated. Councilman Malchow asked that the vacant lot north of 11414 Atlantic Avenue be cleaned. Proposition 1 - The City Attorney stated that he had filed with impartial analysis the City Clerk the impartial analysis of filed Proposition 1 which will be on the ballot on March 5, 1974.
