Councilmen Byork, Liewer, Malchow, Morris, Rowe answered the roll call. Also present were City Manager Wright and City Attorney Cayer. After discussing items appearing on the agenda for the regular meeting of February 5, 1974, it was moved by Councilman Morris, seconded by Councilman Liewer, and carried, that the meeting adjourn to executive session for matters of litigation. Following the executive session, it was moved by Councilman Morris, seconded by Councilman Liewer, and carried, that the meeting be adjourned. Councilmen Byork, Liewer, Malchow, Morris, Rowe """~ answered the roll call. Also present were City Manager Wright and City Attorney Coyer. It was moved by Councilman Liewer, seconded by Councilman Malchow, and carried, that the minutes of the adJourned regular meeting of January 15, 1974, regular meeting of January 15, 1974, and ad,~ourned regular meeting of January 22, 1974, be approved as written. The Mayor read a proclamation designating the week Na~::Yc~ns.,1 .J~~ior of February 17-24, 1974, as "National Junior Week." Week -~ 2/17-24 It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the proclamation be authorized. Miss Cathy Mahoney, representing raurt Madonna No. 1458 of the Junior Catholic Daughters of California, was present to accept the proclamation. AWARD OF BIDS ,.~, The Manager reported on bids received for water line'pro~ects on Imperial Highway and Long Beach Boulevard (Pro,~ects Nos. 2-209-?34 and 736}, and recommended that the bid be awarded to the low bidder, Earl J. McKinney Corporation for the bid price of $57,769.90. It was moved by Council- man Morris, seconded by Councilman Rowe, that the Council concur in the recommendation of the City Manager. MANAGEMENT STUDIES AND REPORTS The Manager reported on the recommendations of the committee appointed to review the city's expense reimbursement and travel policy, and presented RESOLUTION N0. 74-7 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ESTABLISHING A REIMBURSEMENT EXPENSE AND TRAVEL POLICY." It was moved by Councilman Malchow, seconded by Councilman Liewer, that Resolution No. 74-7 be adopted. Roll Call: Water Line bid- Esrl J „ McKinney Rea. 74-7 Expense reimburse- meat & travel policy Ayes: Councilmen Byork, Liewer, Malchow, Morris, Rowe Noes: None. Absent: None. Coverage under the City's general Liability insurance as to those employees using their own vehicles for City business was discussed, and it was agreed that the City Attorney and City Manager will discuss the question with the insurance company. It was also agreed that evidence of public liability coverage Proof of auto liability coverage 3r should be furnished to the City by those ,emp~o~r~es using their own veh~:~les for City business. The report was accompanied by a letter of intent for the City's participation in the program and the recommendation. that the Council authorize the Mayor to sign the letter of intento It was moved by Councilman Liewer, seconded by Councilman Morris, that the Council concur in the Manager's recommendation. Absent: None. of C Fall Festival A report on the request of the Lynwood Chamber of Commerce for use of the City park for its annual fall festival, as recommended for approval by the Recreation and Parks Commission, was presented by the City Manager. The Manager recommended that the Council consider the Parks and Recreation Commission recommendation to approve the Chamber of Commerce use of the park for 1974 Fall Festival during the dates of September 25-29, 1974® It was moved by Councilman Morris, seconded by Councilman Malchow, that the Council accept the recommendation and grant the Chamber of Commerce the use of the park for the Fall Festival. Mr. Bill. Greenawalt, Chamber Manager, was present to discuss the festival, particularly as to security to be provided. Roll Call: Ayes: Councilmen Byork, Liewer, Malchow, Morris. Noes: Councilman Rowe. Absent: None. snorkle Boom Mainto A report on the major overhaul and maintenance of the Fire Department snorkle boom, as provided in the 1973-74 Capital Budget was presented by the City Manager with the recommendation that the Council authorize the department to proceed with the necessary snorkle boom maintenance to meet CAL-OSHA standards. It was moved by Councilman Malchow, seconded by Councilman Liewer, that the Council concur in the recommendation. Roll call: Ayes: Councilmen Byork, Liewer, Malchow, Morris, Rowe. Noes: None. Absent: None. Aerial lift bid call The Manager reported on preparation of specifications 2/27/74, 11 a.m. for the acquisition of a hydraulically operated aerial lift (Project No. 5-184-732), and recommended that the Council approve the specifications and a call for bids to be received at 11 a.m. on February 27, 1874. It was moved by Councilman Morris, seconded by Councilman Malchow, and carried, that 37J r- the Council concur in the recommendations. The Manager reported that specifications for the slurry sealing of approximately 35 to 40 streets have been completed, (Project No. 3-182-731 (Bg) and recommended that the Council approve the specifications and authorize a call for bids at 2 p.m. on February 26, 1g74. It was moved by Councilman Liewer, seconded by Councilman Malchow, and carried, that the Council concur in the recommendations. Slurry Sealing bid call-2/26/74 at 2 p.m. A report on the annual weed abatement program was Res. 74-8 presented by the City Manager with the recommendation Intent to abate that Resolution No. 74-8 entitled: "RESOLUTION OF weeds INTENTION TO ABATE DRY AND DRYINt~ WEEDS ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD," be adopted. It was moved by Councilman Liewer, seconded by Councilman Morris, that Resolution No. 74-8 be adopted. The Mayor asked that those persons whose names he had furnished to the City Manager earlier, be notified of the public hearing to be held on the weed abatement program. A report on the sale of obsolete Water Department Sale of Obsolete billing equipment was made by the City Manager Equip~m~ent with the recommendation that the Council authorize the staff to proceed with the sale of the equipment in accordance with f~overnment Code requirements. Ayes: Councilmen Byork, Liewer, Malchow, Morris, Rowe. Noes: None. Absent: None. It was moved by Councilman Liewer, seconded by Councilman Morris, that the Council concur in the Manager's recommendation. Roll Call: FINANCE REPORT RESOLUTION N0. 74-g entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWINQ AND APPROVINQ THE DEMANDS PRESENTED AND ORDERINQ WARRANTS DRAWN THEREFOR,"was presented. DEPARTMENTAL REPORTS Res. 74-g Demands Rowe. In discussing items appearing on Information Department reports Bulletin No. 74-3, Counoilmen Morris, inquired if in the signal modification and safety lighting program for Atlantic Avenue, a three-way signal would be installed at Atlantic Avenue and Imperial ~~~() Three-way signal at Highway. After discussing the matter with the Imp. & Atlantic Public Works Director, it was moved by Councilman Rowe, seconded by Councilman Morris, that the Council order the Engineering Department to proceed with the reinstallation of the three-way turn signal at Imperial Highway and Atlantic Avenue, and conduct a traffic count at Imperial Highway and Duncan Avenue. In the discussion which followed, the PUblic Works Director explained that the Imperial Highway project had been turned over to the County pursuant to Council resolution, and in response to inquiries about problems arising from deviation from the County plan, it was agreed that the City Attorney would review the resolution. It was moved by Councilman Morris, seconded by safety fair - Councilman Liewer, and carried, that the request 3/1 & 2/74 from the Lynwood Woman's Club Juniors for permission to conduct a Safety Fair on March 1 and 2 on the Community Center parking lot be approved. Girl Scout calendar It was moved by Councilman Liewer, seconded by & cookie sales - Councilman Malchow, and carried, that the Council grant the request from the Greater Long Beach Girl Scout Council for permission to sell calendars and cookies on the dates requested furing 1974. L.A. Co. Probation The request from Los Angeles County Probation Dept Visto solicit Department Visto (Volunteers in Service to Others) request denied for exemption from license requirements to solicit material to assist needy people on probation was presented. It was moved by Councilman Liewer, seconded by Councilman Morris, and carried, that the application be denied for lack of s~~fficient information. Purple Heart Veterans The request from Purple Heart Veterans Services exempt request for exemption from L' icense requirements to solicit held over salvageable material was presented. Discussion re Mr. Jerry Wallace operator of a restaurant on Long reduction of floor Beach Boulevara, addressed the Council concerning space requirements reduction of the minimum square footage requirements for dance permits for a dance floor. After discussion of the existing requirements, it was moved by Councilman Liewer, seconded by Councilman Malchow, and carried, that the City Attorney be asked to draw an amendment to the dance ordinance for the proposed reduction of the minimum floor space requirements, and that he confer with the Police Chief, City Manager and Planning Secretary regarding such space requirements. It was moved by Councilman Morris, seconded by Councilman Liewer, and carried, that the meeting adjourn to executive session for discussion of a matter of litigation.
