HomeMy Public PortalAbout1994-09-22 Budget HearingI y'[ COUNCIL MINUTES BUDGET HEARING - SEPTEMBER 22, 1994 A Budget Hearing of the Bal Harbour Village Council was held on Thursday, September 22, 1994, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order by Mayor Spiegel at 5:16 p.m. The roil was called and those present were: Mayor Estelle Spiegel Assistant Mayor Matthew B. Blanki Councilman James E. Boggess Councilman Andrew R. Hirschl Councilman Sol M. Taplin Also present: Edward A. Gross, Village Manager Jeangtte Horton, Village Clerk Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. Discussion of Millage Rate - Percentage Greater than Rolled -Back Rate: Mayor Spiegel announced that the millage rate is 20.2 percent greater than the rolled -back rate. 3. Discussion of Proposed Millage Rate: Mayor Spiegel explained the proposed millage rate for the upcoming fiscal year is 3.04 mills. 4. Resolution - Adopting Millage Rate: A Resolution adopting the final millage rate was read, in full, by the Village Clerk. Mayor Spiegel then opened a Public Hearing for comments. Mara Marchessault, 162 Park Drive, questioned what is the fund balance in the General Fund. Mr. Walker explained there is a balance of three million dollars accumulated over a number of years. He further explained that some of the funds are encumbrered, which reduces the balance available. Ms. Marchessault then questioned why the Village is proposing an increase instead of borrowing against fund balance. Mr. Gross explained this Village has always worked on a pay as you go bases, therefore reserves are set up to take care of future needs. He continued to explain the different future needs of the Village. Ms. Marchessault then proceeded to question if the Village had settled any lawsuits, as well as the funds spent on the amphitheater litigation. Ms. Marchessault was directed to see the Village Manager in reference to the lawsuit, and the funds spent on the amphitheater litigation. Assistant Mayor Blank arrived during the reading of Resolution No. 503. Budget Hearing 9/22/94 IRS Raj Singh, 53 Camden Drive, stated he objected to the statement in the budget letter. That last year the Budget Committee recommended the expense for amphitheater litigation be cut from the budget, and taken from fund balance. He further stated in his opinion, at this time, phase two of the landscape project should be postponed. He then proceeded to question the Security District budget. Mr. Weiss advised Mr. Singh to make a public record request to the Village. There being no further comments Mayor Spiegel closed the Public Hearing. A motion was offered by Councilman Taplin and seconded by Assistant Mayor Blank to adopt this Resolution. The motion carried with the vote as followed: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye; thus becoming RESOLUTION NO. 503 RESOLUTION OF BAL HARBOUR VILLAGE ADOPTING A;, FINAL MILLAGE RATE FOR FISCAL YEAR 1994/95; PROVIDING FOR AN EFFECTIVE DATE. 6. Ordinance /Public Hearings - Adoption of Proposed Budgets: General Fund: An Ordinance adopting the General Fund Budget for Fiscal Year 1994/95 was read, by title, by the Village Clerk. The Village Clerk then proceeded to explain the changes in the budget. The total General Fund Budget would be $4,267,758. She continued to explain the change occurs in department 511, which are funding of Keys to the Village and for Craig Smith as authorized by Council action at their September 19th meeting. She further explained Dues and Subscriptions have been reduced by $1,290. A motion was offered by Councilman Boggess and seconded by Councilman Hirschl to amend the General Fund Bud-get as defined by the Village Clerk. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Council Taplin aye. Mayor Spiegel then opened the Public Hearing for comments. There being none, the Public Hearing was closed. A motion was offered by Councilman Boggess and seconded by Assistant Mayor Blank to enact the Ordinance as amended. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye, thus becoming ORDINANCE NO. 392 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A Budget Hearing 9/22/94 2 a 199 BUDGET FOR THE PERIOD OF OCTOBER 1, 1994 TO SEPTEMBER 30, 1995 IN THE AMOUNT OF $4,267,758; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Water Department An Ordinance adopting the Water Department Budget for Fiscal Year 1994/95 was read, by title, by the Village Clerk. Mayor Spiegel then opened the Public Hearing for comments. There being none, the Public Hearing was closed. A motion was offered by Assistant Mayor Blank and seconded by Councilman Taplin to enact this Ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye, thus becoming ORDINANCE NO. 393 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE WATER DEPARTMENT FOR THE PERIOD OF OCTOBER 11 1994 TO SEPTEMBER 309 1995 IN THE AMOUNT OF $915,653; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Sanitary Sewer Department An Ordinance adopting the Sanitary Sewer Department Budget for Fiscal Year 1994/95 was read, by title, by the Village Clerk. Mayor Spiegel then opened the Public Hearing for comments. There being none, the Public Hearing was closed. A motion was offered by Councilman Boggess and seconded by Councilman Hirschl to enact this Ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye, thus becoming> ORDINANCE NO. 394 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE SANITARY SEWER DEPARTMENT FOR THE PERIOD OF OCTOBER 11 1994 TO SEPTEMBER 30, 1995 IN THE AMOUNT OF $726,226; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. Department of Tourism An Ordinance adopting the Department of Tourism Budget for the Fiscal Year 1994/95 was read, by title, by the Village Clerk. Mayor Spiegel then opened the Public Hearing for comments. Councilman Boggess commented the Village has budgeted 1.5 million for capital outlay, but no specific recommendation has been made by the Resort Tax Committee. Therefore he is comfortable approving Budget Hearing 9/22/94 3 GVu this budget as it is, but this does not mean the funds has to be spent that way. There being no further comments, the Public Hearing was closed. A motion was offered by Councilman Hirschl and seconded by Councilman Taplin to enact this Ordinance. The motion carried with the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye; Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin aye, thus becoming ORDINANCE NO. 395 ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER, 1,1994 TO SEPTEMBER 30, 1995 IN THE AMOUNT OF $3,249,589; AUTHORIZING EXPENDITURES; ESTABLISHING AN EFFECTIVE DATE. 7. Ad-journ: There being no further business to come before the Council, a motion was offered by.Councilman Boggess and seconded by Councilman Taplin to adjourn.
