ADJOURNED REGULAR MEETING MARCH 19, 1974
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7:00 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe
answered the roll call.

Also present were City Manager Wright and City
Attorney Cayer.
After a brief discussion of the items appearing
on the agenda for the March 19, 1974, regular
meeting, it was moved by Councilman Morris, seconded Executive
by Councilman Byork, and carried that the meeting Session
adjourn to executive session for matters of
litigation.
Following the executive session, it was moved by
Councilman Green, seconded by Councilman Liewer,
and carried, that the meeting be adjourned.

Councilmen Byork, Green, Liewer, Morris, Rowe
answered the roll call.
Also present were City Manager Fright and City
Attorney Cayer°.
It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that the m~.nutes
of the adjourned regular meeting of March 12,
1974, be approved as written.
PUBLIC HEARINGS
Hearing - Appeal The hour of 7:30 p.m. having arrived, said. hour b~~n~~
of Planning Comm. the time fixed for public hearing on the appeal filed
decision (Mangold- by Russell Mangold of the Planning Commission
10821 L.B. Blvd. ) decision denying a variance to permit deviation
continued to from the requirements of Section 15.03 (a ) of
4/2/74 Ordinance No. 570 to permit the location of a
cocktail lounge on a portion of Lot 6, Tract 2784
(10821 Long Beach Boulevard), the Mayor declared
the public hearing open.
The Clerk informed the Council that notice of
public hearing had been published and posted as
required by law but that notice of the public
hearing had not been sent to Mr. Mangold by
mail.
Inasmuch as Mr. Mangold, the appellant, was not
present, it was moved by Councilman Morris, seconded
by Councilman Byork, and carried, that the hearing
be continued to the regular meeting of April. 2,
1974, at 7:30 p.m.
The City Clerk was instructed to inform Mr. Mangold
by letter of the date of the continued hearing,
and the Mayor informed those present that the hearing
had been continued to April 2, 1974, at 7:30 pom.
Hearing - Weed The Mayor announced that the time had arrived to
abatement program hear objections to the proposed abatement of weeds.
The Council was informed that notice of the public
hearing had been posted as required by law.
A report on the proposed weed abatement program was
presented by the City Manager.
The Mayor inquired if there were any present wishing
to speak in favor of or in opposition to said abatement
program. As there was no response, the Mayor declared
the public hearing closed.
In response to a question from Councilmaa:.clraen,
concerning inclusion of abandoned dwellings in the
weed abatement program, the Council was informed
that the question will be researched and if it is
possible to do so, those properties will be included
in a separate hearing.

RESOLUTION N0. 74-18 entitled: "A RESOLUTION PASSING
UPON OBJECTIONS AND DIRECTING THE SUPERINTENDENT OF
STREETS TO ABATE THE NUISANCE OF DRY AND DRYTNG WEEDS
THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF
LYNWOOD," was presented. It was moved by Councilman
Byork, seconded by Councilman Green, that Resolution
No. 74-18 be adopted.

Noes: None.
Absent: None.
MANAGEMENT STUDIES AND REPORTS
The Manager presented a report on the Spring Clean-up
program, and recommended that the period of April 1
to 5 be declared Spring Clean-up Week, with clean-up
to be carried out by City personnel by picking up
the material being discarded at the curb in front
of the property on the various regular refuse
pick up days. The method and cost of informing
the public about the collection schedule, comparison
of costs with the cost of bringing the refuse to
a central location as in recent clean-up programs,
and a possible change in dates was discussed.
Notification of the refuse collection program by
means of newspaper publicity was discussed, and
Mr. Jack Cleland of the Lynwood Press suggested
that two or three press releases would be
effective in informing the public.
Councilman Rowe suggested that signs placed on
City vehicles announcing the clean-up program
would be helpful.
It was suggested also that the County Sanitation
District be contacted about using their dump facilities
for handling the items collected.
It was moved by Councilman Morris, seconded by
Councilman Green, that the Spring Clean-up program
be carried out by City personnel on regular refuse
collection dates from April 15 to 20, 1974.
It was moved by Councilman Green, seconded by
Councilman Byork, and carried, that the motion
be amended to direct that the County Sanitation
District be contacted regarding the use of their
dump facilities.
All members voting aye on the first motion, the
Mayor declared the motion carried.
The report on the 1974 State Park Bond Act to be
voted on in June 1974, and the implementation plan
was presented by the City Manager with the
recommendation that the Council adopt RESOLUTION N0.
74-19 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD ENDORSING THE METHOD OF
ESTABLISHING A PRIORITY LIST OF EXPENDITURES AND
THE DISTRIBUTION OF FUNDS FROM THE STATE BEACH,
PARK, HISTORICAL, AND RECREATIONAL FACILITIES BOND
ACT OF 1974." It was moved by Councilman Green,
seconded by Councilman Rowe, that Resolution No.
74-19 be adopted.

Water Telemetering The Manager presented a report on plans and specifications
bid call - 4/11/74 for a water telemetering system and recommended that
11 a.m. the Council approve the plars and specifications for
Project No. 2-209-731 and authorize a call for bids
to be received at 11:00 a.m. on April 11, 1974.
It was moved by Councilman Green, seconded by
Councilman Byork, and carried, that plans and
specifications be approved and the bid call authorized.
Signal Mod, and The Manager presented a report on signal modification
Safety lighting and safety lighting on Atlantic Avenue from Abbott
Atlantic Ave Road to Arlington ( Gas Tax Prod ect 6-150-180 ) and
recommended that the Council approve the plans and
specifications and authorize a call for bids at
10:00 a.m. on April 10, 1974.
The necessity for and the cost of changing the
present equipment at the various intersections was
discussed with Public Works Director Alvarado.
It was moved by Councilman Green, seconded by
Councilman Byork, that the Council approve the
plans and specifications and authorize a call for
bids for signal modification and safety lighting
on Atlantic Avenue

Street signs & A report on installation of improved street
misc. traffic silts identification signs and improvement of traffic
bid call - 4/10/74 signals at 14 locations in the City was presented
11:00 a.m. by the City Manager with the recommendation that
the Council approve the plans and specifications
for street identification signs and traffic
signal improvement (Gas Tax Project No. 181)
and authorize a call for bids at 11:b0 a.m. on
April 10, 1974.
It was moved by Councilman Morris, seconded by
Councilman Green, that the Council concur in the
Manager's recommendation.

L.B. Blvd median Upon recommendation of the City Manager, it was
landscaping & moved by Councilman Morris, seconded by Council-
sprinklers man Rowe, and carried, that the Council approve
bid call - 4/9/74 plans and specifications far landscaping and
sprinkler system in the Long Beach Boulevard
median between Imperial Highway and Sanborn Avenue
(Gas Tax Project No. 169) and authorize a call for
bids at 10:00 aem. on April 9, 1974.
Tree removal, curb A report on the tree removal program was presented

It was moved by Councilman Green, seconded by Council-
man Morris, and carried, that the Council concur in
the Manager's recommendation.
Upon recommendation of the City Manager, it was moved
by Councilman Green, seconded by Councilman Byork,
and carried, that the Council set a public hearing
for April 16, 1974, at 7:30 p.m. to hear arguments
for and against the amendment of Ordinance No. 570
as it pertains to the use, keeping and control of
animals.
The Manager reported that negotiations for acquisition
of certain parcels of land for Long Beach Boulevard
widening have been unsuccessful and requested that
the Council authorize the City Attorney to proceed
with a condemnation action for parcels Nos. 4-17,
19, 20 and 22.
It was moved by Councilman Morris, seconded by
Councilman Green, and carried, that the Council
authorize the City Attorney to commence the requested
condemnation action.
FINANCE REPORT
RESOLUTION N0. 74-20 entitled: "A RESOLUTION OF
!!^~^ THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWTNG
AND APPROVING THE DEMANDS PRESENTED AND ORDERING
WARRANTS DRAWN THEREFOR," was presented. It was
moved by Councilman Byork, seconded by Council-
man Green, that Resolution No. 74-20 be adopted.

DEPARTMENTAL REPORTS
In discussing items appearing on Information Bulletin
No. 74-6 Mayor Liewer mentioned that the first press
conference will be held on March 25, 1874, at 4:30 p.m.,
and that there will be a joint Council/School Board
meeting on March 28, at 7:00 p.m.

Councilman Green. reported on a meeting he and Mayor
Liewer had with Chamber of Commerce representatives,
specifically about a sign to be placed on city-owned

which are abandoned on streets and alleys, and suggested
it might be a project which the Chamber of Commerce
