ADJOURNED REGULAR MEETING MARCH 28, 1974
The City Council of the City of Lynwood met in an adjourned
regular session with the members of the Board of Education
of the Lynwood Unified School District, in the Board Room
of the Lynwood Unified School District, 11331 Plaza, on ~;
the above date at 7:30 p.m. j
Councilmen Byork, Green, Liewer and Morris answered the
roll call. Councilman Rowe was absent.
Board of Education members Darton, Faist, Peppard, Pierce
and Waite were present.
It was moved by Councilman Byork, seconded by Councilman
Green, and carried, that Councilman Rowe's absence be
excused.
DISCUSSION
Joint Council School District's Tax Revenue Limit Election, June 4, 1974.
School Bd. Dr. Loutensock, School District Superintendent, presented
meeting a detailed report on the need for the revenue to be
derived from the tax increase, the most pressing need
being additional classrooms. In discussing the matter,
members of the City Council suggested that prior to the
election a list of priorities for use of the money be
presented to the voters and that it be made clear that
the money would be earmarked for buildings and none would
be used for salaries.
Lynwood Redevelopment Project - Education Center Property.
City Manager Wright presented a progress report on the "'~""
redevelopment project being undertaken by the Lynwood
Redevelopment Agency, and indicated that bond counsel
has been employed; that the firm of Wainwright & Ramsey
is now in the process of preparing the bond prospectus,
and that bond sales will be within the next sixty days.
Priorities for spending the money that the bonds will
develop will be considered then. Prior to that time
information will be developed in order that developers
can be solicited for proposals for the project area.
In discussing possible sites for relocation of the School
District offices, Dr. Loutensock suggested the possibility
of acquiring from the State the surplus property at the
Will Rogers School site for the district offices and the
relocation of both the School District and City corporation
yards. Alternative actions should the proposed freeway
not be completed were discussed.
Development of Park Area Adjacent to Lindbergh Elementary
School. Lynwood Recreation and Parks Director Don Snavely
reported on the status of the subject neighborhood park and
efforts that would be made to acquire funding for land
acquisition and improvement since funds under the Legacy
of Parks program have been withdrawn. After discussing
interim measures that can be taken, it was agreed that
City forces would grade and prepare the existing area for
use.
Summer Recreation Program. Mr. Snavely presented a detailed
report on operation of after-school and summed playgrounds
at elementary schools Because of funding, programs are

presently carried on in all but two of the elementary schools,
and after discussing the need for and advantages of
the program, Mayor Liewer asked that Mr. Snavely and
City Manager Wright provide the City Council with a
report on the program.
~-~- President Waite asked for oral communications. Mayor
Liewer called attention to the Spring Clean-up Program
°, commencing April 15. He also said that the Lynwood
Beautification Committee are looking toward working
with the schools again on a Walk-for Litter program.
Mayor Liewer announced that the Postmaster General
will be present at a luncheon at Bateman Hall on
May 10, and asked that the School Board be represented.
He asked that staff investigate getting a new aerial
map of the city, pursuant to a question from Dr. Waite
concerning an up-dated map.
Status of the proposed new County library facility was
discussed, as well as the possibility of the city and
school district operating a joint library system.
Dr. Loutensock commented on use by the City of the
Districts computer and stated that Mr. Skok and the
City Manager are exploring possible joint use.
Councilman Morris urged that the City Council act
at its next meeting to support the School District
tax override, possibly by mailing a flyer with
the water bills. Councilman Byork suggested taking
it up with legal counsel first.
It was moved by Councilman Green, seconded by Council-
man Morris, that the meeting adjourn to April 2,
1974, at 7:00 p.m.
