Councilmen Byork, Green, Liewer, Morris, Rowe answered the roll call. Also present were City Manager Wright and City Attorney Cayer. After discussion of agenda items for the April 16, 1974, meeting, it was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the meeting be adjourned. ty Clerk, City of Lynwood APPROVED MAY 7, 1974 Mayor of City of Lynwoo ~ - 22 REGULAR MEETING AFRIL 1.6, 1974 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris, Rowe answered the roll call. Also present were City Manager Wright and City Attorney Cayer~ It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the minutes of the adjourned regular meeting of April 2, 1974, and regular meeting of April 2, 1974, be approved as written. Unity Week M 4 The Mayor read a proclamation designating the week ay to 10 of May 4 to 10 as Unity Week. Tt was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the proclamation be authorized. Prayer Day Councilman Morris read a resolution entitled: April 30, 1974 A RESOLUTION OF THE CITY COUNCTL OF THE CITY OF LYNWOOD JOINING WITH THE LYNWOOD MINISTERIAL ASSOCIATION AND THE CONGRESS OF THE UNITED STATES IN PROCLAIMING APRIL 30, 1874, A DAY OF HUMILIATION, FASTING AND PRAYER. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the resolution be adopted. Councilman Morris informed the Council that the resolution had been presented to him by Pastor Kent Johnson of St. Paul's Lutheran Church who said that the Lynwood Ministerial Association is meeting on April 17 to formulate plans for observance of the day with a program in which the entire community can be i,nvo.l.ved. Councilman Green suggested that the use of Bateman Hall be offered for their observance. Mr. Jeff Compton, representing Lynwood Chamber of Commerce, presented to Mayor Liewer and Councilman Morris the first tickets to the Chamber of Commerce Annual Golf Tournament to be held on May 6, 1974. AWARD OF BIDS Street signs & A report on th traffic signal bid signs, traffic to C.T.&F, inc. 6-150-181, was recommendation low bidder, C. $43,250. The Manager presented a report on bid results for median landscaping and sprinkler system an Long Beach Boulevard, Gas Tax Project No. 6-150-169, and recommended that the Council award the bid to California Landscape, Inc. for the bid price of $10,100. Green, seconded by Council concur in the Green, Liewer, Morris, Rowe. Mr. Jack Cleland, representing the Lynwood Beautification Committee, presented the Committee's monthly award to Mr. Roy Biggins, manager of Security Pacific National Bank. He also announced that the homeowner's award had been made to Mr. and Mrs. Harvey Sprague who were unable to be present. PUBLIC HEARING The hour of 7:30 p.m. having arrived, said hour being the time fixed for public hearing on the proposed amendment of Zoning Ordinance No. 570 relating to the use, keeping and control of animals in residential zones, the Mayor declared the hearing open. The City Clerk informed the Council that notice of hearing had been published as required, and that no written protests had been received. The City Manager presented a report on the hearing before the Planning Commission and the Commission's recommendation that Ordinance No. 570 be amended. The Mayor inquired if anyone wished to speak in favor of the Ordinance. Mrs. Jackie Harper, 10721 San Miguel, spoke in favor of permitting those persons who care for their animals properly to have more than the number permitted by the proposed ordinance. Mr. Nick York, 10752 San Jose, spoke neither for nor against the proposed ordinance but urged that an anti-defecation ordinance be adopted as he had requested previously. Mr. Gene Wheeler, 10940 McNerney, spoke in opposition to the ordinance, specifically the change in the number of birds permitted as he currently has more birds that would be permitted under the proposed limitations. He was informed that this would become a pre-existing nonconforming use. The Mayor inquired if anyone wished to speak in opposition to the ordinance. Mrs. Bereen Potts, 10901 Pine, spoke in favor of limiting the number of dogs to 2 and stated that in her neighborhood there is an unoccupied house where there are presently nine dogs. L. B.Blvd. landscaping bid California landscape Hearing - amending Ord. 570 re animal control Mrs. Jackie Harper, 10721 San Miguel, again spoke to suggest ways of keeping unwanted dogs off ones yard. The Mayor inquired if there were any others wishing to be heard. As there was no response, he declared the hearing closed. Ord.. first read - An Ordinance entitled: "AN ORDINANCE OF THE CITY Amending Ord. 570 COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTION re animal control 15.25 AND 15.26 OF CHAPTER XV OF ORDINANCE N0. 570 (ZONING ORDINANCE) OF THE CITY OF LYNWOOD RELATING TO THE USE, KEEPING AND CONTROL O~ ANIMALS," was presented. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the ordinance be read by title only. MANAGEMENT STUDIES AND REPORTS Ord. first read - The City Manager presented a report on a revised Amending Code re ordinance relating to placing of newsracks within newsracks the City and presented for the Council's consideration an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REPEALING SECTION 28-6 AND ADDING SECTION 28-7 TO THE CITY CODE OF THE CITY OF LYNWOOD RELATING TO NEWSRACKS." It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the ordinance be read by title only. Res. 74-24 A report on allocation of funds under the Federal re allocation of Highway Act of 1973 was presented by the City Manager Federal Highway with the recommendation that RESOLUTION N0. 74-24 act Elands entitled: "A RESOLUTION OF THE CITY COUNCIL OF LYNWOOD ESTABLISHING AN ACCEPTABLE PROCEDURE FOR ALLOCATION OF 1973 HIGHWAY ACT FUNDS," be adopted. It was moved by Councilman Morris, seconded by Councilman Byork, that Resolution No. 74-24 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Rowe. Noes: None. Absent: None. Res. 74-29 The Manager presented a report on ballot propositions Opposing Prop. 5 to be voted on at the June 4, 1974, election. The on June 4, 1974, report was accompanied by RESOLUTION N0. 74-29 ballot entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD URGING OPPOSITION TO PROPOSITION 5 ON THE JUNE 4, 1974, BALLOT," (urging opposition to Proposition 5 which revises current gas tax ~,. restrictions to permit gas tax revenues to be used for building mass transit systems). It was moved by Councilman Morris, seconded by Council- man Rowe, that Resolution No. 74-2g be adopted. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Rowe. Noes: None. Absent: None. Mayor Liewer suggested that copies of the resolution be sent to all cities in the I-105 freeway corridor and to SCAG cities. In connection with the acquisition of right of way for Long Beach Boulevard widening, the Manager recommended that acquisition of the westerly 4 feet of Lot 223, Tract 2551 (Parcel 4-15) be authorized by adoption of RESOLUTION N0. 74-25 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING PURCHASE OF PROPERTY NECESSARY FOR THE WIDENING AND IMPROVEMENT OF LONG BEACH BOULEVARD." adopted. Res. 74-27 Stop sites at Josephine & Monrovi Teamster recognized The Manager informed the City Council that he has for fire personnel received a petition for formal recognition of the bargaining Public Employees Union, a Division of Teamsters Local 986, International Brothex'hood of Teamsters, as the majority representative of the City's fire personnel within the classifications of fireman, engineer and captain, and asked the Council's concurrence in recognition of the Public Employees Union for the purpose of meeting and conferring on matters within the scope of representation. FINANCE REPORT ~s• 74-30 RESOLUTION N0. 74-30 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR," was presented. It was moved by Councilman Green, seconded by Councilman Byork, that Resolution No. 74-30 be adopted. The deficit balance of the Retirement Fund was discussed briefly. DEPARTMENTAL REPORTS Department reports Items appearing on the Information Bulletin were discussed, and with reference to the HUD house clean- up program, it was suggested that city representatives meet with Mr. Ray Gomez, nev~ly responsible for HUD housing in Lynwood, for help in solving some of the HUD housing problems. At the request of Councilman Morris, the Mayor requested that the matter of Atlantic Avenue signal modification and safety lighting be referred to the Planning Commission prior to further consideration by the City Council. ~~ It was moved by Councilman Morris, seconded by Council- man Liewer, and carried, that Information Bulletin No. 74-8 be accepted and filed. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that Citizen Service Request Log No. 74-8 be accepted and filed. CITY CLERK'S AGENDA It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the abatement cost hearing for demolition of structures at 11017 Louise Street be set for May 7, 1974, at 7:30 p.m. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the application of Bernardo and Helen Salazar for a dance permit at 11900 Long Beach Boulevard be approved. It was moved by Councilman Byork, seconded by Council- man Morris, and carried, that the application of Eugene W. Yee, for a dance permit at 10851 Long Beach Boulevard be approved. It was moved by Councilman Byork, seconded by Councilman Morris, that the request of the ~'"` Knights of Columbus for permission to conduct a parking lot sale on April 20, 1974, from 9 a.m. to ,( 5 p.m. be approved. COUNCIL AGENDA Abatement Cost report hearing set 5/7/74 - 11017 Louise Dance permits approved - Salazar, 11900 LB Yee-10851 LB Blvd Knights of Columb~ parking lot sale 4/20/74 Councilman Morris nominated Mr. Larry Lillard for Larry Lillard reappointment to the Parking Place Commission. It reappointed to was moved by Councilman Green, seconded by Councilman Parking Com. Byork, and carried, that nominations be closed. Mayor Liewer announced Mr. Larry Lillard's reappointment to the Parking Commission. Formation of a traffic commission was discussed, and the City Manager informed the Council that the present Parking Commission has been studying this and should have a recommendation soon. Councilman Rowe submitted calculations for costs of water meter installation and recovery of costs and expressed the opinion that the costs submitted previously by staff were incorrect. The Mayor declared the meeting recessed for the purpose of conducting a meeting of the Lynwood. r- Redevelopment Agency. Following the recess, the if meeting was called to order. PUBLIC BUSINESS FROM THE FLOOR Discussion re traffic commission Water meter installation cost report Mrs. Ruth Henricksen, 4244 Pendleton Avenue, addressed Discussion re the Council concerning the vacant house at the corner house at Pine & of Pine and Pendleton referred to earlier in the Pendleton meeting, and informed the Council that the owner 2~ brings large quantities of trash from where she lives in Torrance and leaves it at the vacant house for pickup by the Lynwood trash collector on Monday mornings. After discussing the problem with Mrs. Hendrickson, she was assured steps would be taken to remedy the situation. Mr. Richard C. Waranius, 12410 Long Beach Boulevard, addressed the Council to complain of weeds at the ho~zse at 3521 Palm Avenue. Discussion re Mr. Ed Miller commented on the recent citizens citizen conference conference in Bateman Hall and his disappointment in the coverage given it by the press. The Mayor informed him that a complete press release was submitted to the news representatives at the recent press conference. The Mayor declared the meeting adjourned to Executive session executive session for discussion of personnel matters. The Mayor excused the City Clerk from the remainder of the meeting and appointed Councilman Byork City Clerk pro tempore.
