The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road,
on above date at 7000 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe answered
the roll call.
Also present were City Attorney John Murphy and
City Manager Stephen Wright.
After discussing items appearing on the agenda for
the regular meeting of June 5, 1974, at 7030 p.m.,
it was moved by Councilman Byork, seconded by
Councilman Green, and carried, that the meeting be
adjourned.

Tree removal bid - The Manager presented a report on the result of bids
:~oh~ason Tree Sero received i°or tree removal, Gas 'l'ax Project No. 7-150-193,
and recommended that the Council award the bid for tree
removal to Johnson Tree Service, Inc., the low bidder
for the bid price of $19,530.
It was moved by Councilman Green, seconded by Council-
man Morris, that the bid for tree removal, Gas Tax
Project No. 7-150-193, be awarded to Johnson Tree Service,
Inca for the bid price of $19,3200

that the owner, Lynwood Lodge, and eight other
interested parties have been given the required notices,
with no response received, and that affidavits of
the time and manner in which such notices were

The Mayor announced that as requested by the City
~ Council at the May 7, 1974; meeting staff members
of the Citv's legislative representatives and of the
Department of Housing and Urban Development were
present to discuss problems of vacant HUD houses
in the Citya

and Patricia Ao Piper, representing the Los Angeles
Office of the Department of Housing and Urban Develop-

Ms. Piper discussed with the Council the problems
encountered maintaining the tiUD houses and indicated
willingness to work toward a better arrangement.

kept informed of progress in the matter as they wished
to be of help
Mr. Oscar Bo Gordon, 12122 Cornish Avenue, asked what
can be done about rear yards of empty houses and complained
of the condition of the house at 12123 Cornish Avenue.
The City Attorney advised that abatement of weeds

in a case such as Mr. Gordon described differs from
the usual weed abatement program on vacant lots, but
if the premises are deemed to be a fire hazard,
weed abatement could be carried out and the costs
assessed against the property.
The 1~tayor declared a five minute recess. Following
the recess, the meeting was again called to order. -•.
1~lANAGEMEN~1' STUDIES AND REPORTS
~Toint Fire Dept A report on the ,joint fire department communications
Com~-nuzi,cations program among the cities of Lynwood, South Gate,
system Downey, Whittier, Santa Fe Springs, and montebello
was presented by the City Manager with the
recommendation that the Council consider participating
in the proposed ,joint fire department communications
system as outlined in the study.
It was moved by Councilman Byork, seconded by
Councilman Morris, that the City of Lynwood loin
the other cities in participation in the communications
system.
Councilman Green questioned the decision to
participate in the subject program while two other
studies, namely, the tri-city and county fire
service, are under way.
'1'he Manager informed the Council that if there was
,joint cooperation among cities, the point communication
network would be still necessary as if the City went
to County service the subject proposal would not
continue.

Consolidated FireAt the request of the City Manager the report on
proposal tabled the Los Angeles County Fire consolidation was tabled
General Plan - A report on the general plan seismic element and
seismic element an agreement for consultation services among the
cities of South Gate, Huntington Park, Lynwood and
Envicom, Inc. for preparation of the General Plan
Seismic Element was presented by the City Manager
with the recommendation that the Council approve
the agreement and authorize the Mayor to execute
the agreement.
It was moved by Councilman Green, seconded by Council-
man Morris, and carried, that the Council concur in
the iYlanager's recommendation
Formation of The result of studies made by members of the Parking ..~„
Traffic Comm. Commission and Police Chief° and City Engineer was
reported by the City 1~lanager who recommended that
the Council consider the Farking Commission's
request for formation of a Traffic Commission.
It was moved by Councilman Morris, seconded by Council-
man Green, and carried, that an ordinance be prepared
to provide for formation of a Traffic Commission with
the three members of the present commission and that

the membership be increased to five.
A report on the status of issuance of identification Commission
badges to the various city commissioners was presented identification
by the City Manager with the recommendation that badges
the Council consider the request of the Parks and
Recreation Commission for issuance of badges.
It was moved by Councilman Morris, seconded by
Councilman Rowe, that the Parks and Kecreation
commissioners be issued badges.
The need for identification badges as opposed to
identification cards was discussed by members of
the Council.
Mr. Philip Birkmaier, 5140 Cent~zry Boulevard, addressed
the Council in favor of identification cards rather
than badges and suggested that badges be recalled
and identification cards be furnished.
Iylr. Archie Legg, 3671 Platt Avenue, spoke in favor
of issuing identification badges and stated that
the cost of the badges is negligible in view of
the service rendered by the various commissioners.
Mrs. Ida Williams asked what purposes the badges
served and suggested that they be eliminated.
Mr. Kichard C. Waranius, 12410 Long Beach Boulevard,
spoke in opposition to issuing badges.
Mrs. Ollie Teeters, 12040 Lindbergh, objected
to the cost of providing badges.
iylrs. Diane lylaril, 3543 Sanborn, suggested that
identification cards be provided and the badges
phased out as new commissioners are appointed.
Mrs. Thelma Higgins, 5300 Cortland, addressed the
Council to describe a recent incident about which
she had been informed where a member of the Council
aided two ladies in a parking lot on Atlantic
Avenue and by display of his badge averted a problem

John McConnaughey was presented by the City Manager
with the recommendation that the Council adopt

A progress report on the OEO/CHD ,point power agreement
was presented by Assistant City Manager Cassingham who
informed the Council that the matter has been set for
public hearing on June 13 and suggested that the City
be represented at that hearing.
The recommendation of the Lynwood Stabilization
Commission relative to a youth recognition and
involvement program was discussed, and Councilman
Green withdrew his motion to authorize the Commission
to take vigorous action along those lines as that is
a part of the Commission's functions
At the suggestion of the City Manager, it was moved
by Councilman Byork, seconded by Councilman Morris,
and carried, that the Council express support of

SB 2046 which has to do with elimination of° certain
State Compensation benefits pursuant to the Soby
decision.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that Information Bulletin
No. 74-11 be accepted and filed.
It was moved by Councilman Byork, seconded by Council--
man Liewer, and carried, that Citizen Service Request
Lag 74-11 be accepted and filed.
Councilman Morris requested that prior to correction
of item No. 259 on the Citizen Service Request Log
that the resident on the property be contacted regarding
the matter.

Councilman Liewer, and carried, that the Public Works
Summary be accepted and filed.
It was moved by Councilman Green, seconded by Council-
man Morris, and carried, that the Report of Planning

CITY CLERK'S AGENDA
It was moved by Councilman Byork, seconded by Council- St. Jude fund dr9
man Green, and carried, that the request of St . Jude 11/8 to 11/15/74
Children's Hospital Foundation Inc. for permission to
conduct fund raising from November 8, 1974, to November
15, 1974, be approved.
It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, that the claim for
damage filed by Wallace C. Ellen be denied and
referred to the City's insurance carrier.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the following claims for
damage be denied and referred to the City's insurance
carrier: Dwayne E. Rhodes, Kenneth Willis, and Ray
Houston, Jr.
COUNCIL AGENDA
Councilman Green questioned the need for a Finance
Officer because of statements contained in the recent
audit report and asked the Manager for a study and
report.
Councilman Green asked the City Manager and City
Attorney for a report on the advisability of having
department heads under Civil Service.
Councilman Green questioned the status of the Police
Reserves and Chief Dayton informed him that there
are presently thirteen members.
Councilman Green asked that the matter of payment
of sick leave and accumulated vacation to a retiring
City Manager be reGearched in order that if a mistake

Councilman Green requested the City Manager to
submit a detailed report as to when and where the

new library is going to be built.
Mrs. Diane Mari1 informed the Council that the new
library is the subject of a budget session to be held
on June 6.
Discussion re Councilman Green commented on the freeway hearing before
freeway, I~mwood the Appellate Court and suggested that a mass appearance
night at Dodger of the attorneys of the affected cities be made at the
game, 4-10 plan, hearing.

Mr. Bill Greenawalt informed the Council that Lynwood
Night will be held at the Dodger game on June 24, 1974.
At the request of Councilman Byork Police Chief Darton
reported on the status of the 4-10 plan.
Mayor Liewer asked about the P.O.S.T. study of the
Police Department which was previously authorized by
the City Council.
Mayor Liewer requested a report on the cost of removing
the switchboard from the Police Department to the City
xall.
Mayor Liewer asked what progress is being made on the
Lynwood Redevelopment Agency, and the City Manager
informed him. that it is now in order to appoint a
Fiscal Ager.t .
Mayor Liewer inquired about enforcement of the
alcoholic beverage ban in the City park.
Mayor Liewer discussed increasing the memberships of
the Community Stabilization Commission from seven to
nine members.
Recreation and Parks Director Snavely commented on the
request of the Parks and Recreation Commission members
for identification badges, stating that he didn't think
the commissioners felt that they needed a police badge
but that the treatment should be equal among the various
commissions.
Councilman Byork suggested that a suitable identification
card be designed.
PUBLIC $USINESS
Discussion re Mr. Al Evans, 381 Lugo Avenue, addressed the Council
alley maintenance to inquire if the maintenance of alleys could not
be placed under the jurisdiction of the Traffic
Commission. The City Attorney suggested that the
alleys could be under the commission's jurisdiction
only as to traffic patterns as maintenance would
be in another area.

Mrs. Lena Birkmaier, 5140 E. Century Boulevard,
addressed the Council to quote from a news article
about the program underway in the City of Compton

relative to the sale of HUD houses to the City for
$1.00, and subsequent resale to low income families.
Councilman Green asked for a report on the comments
made by Mrs. Birkmaier.
Mr. Richard C. Waranius, 12410 Long Beach Boulevard,
addressed the Council to complain of a HUD house
'~"` at 352$ Palm Avenue which was resold and is again
becoming deteriorated. He also expressed the
desire to purchase HUD housing if such houses
become available under the plan described by Mrs.
Birkmaier.
The Mayor declared a recess for the purpose of
conducting a Lynwood Redevelopment Agency meeting.
Following the recess, the meeting was called to
order and adjourned to executive session for
personnel matters.
The Mayor excused the City Clerk from the remainder
of the meeting and appointed Councilman Morris
City Clerk pry tempore.
Following the executive session, it was moved by
Councilman Byork, seconded by Councilman Rowe,
and carried, that the meeting adjourn to Monday,
June 10, 1874, at 4:30 p.m.
