REGULAR MEETING AUGUST 9, 1974 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road on above date at 4:00 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris and Rowe answered the roll call. Also present was City Manager Wright. Budget Study The Manager presented an analysis of funds, the capital projects budget for 1974-75, and a description of salary survey cities which indicated, with other information, the number of employees per 1000 population of each. He suggested a number of deletions from the capital budget, 'as follows: Concrete apron and ramps (Account 113) $6,500; Intoximeter (Account 140 ); reduction of mobile radio system expenditure (Account 170) from $5,000 to $2,500; reduction of alley reconstruction program (Account 3-183) from $38,400 to $28,800; reduction of automatic sprinkler system expenditure (Account--195) from $3,000 to $1,500. Deletion of the Intoximeter ($4,000) rather than Canine Patrol expenditure ($4,000), was discussed informally among the Council and members of the audience. Mr. and Mrs. Philip Birkmaier, Mr. Richard Waraniuw, Mrs. Ida Williams, and Mrs. Peggy Myers took part in the general budget discussion. It was moved by Councilman Rowe, seconded by Council- man Morris, that the Intoximeter be deleted. Roll Call: Ayes: Councilmen Byork, Liewer, Green, Morris, Rowe. Noes: None. Absent: None. It was moved by Councilman Green, seconded by Councilman Byork, that the Canine Patrol be eliminated. Roll Call: Ayes: Councilmen Byork, Green, Liewer. Noes: Councilmen Morris, Rowe. Absent: None. The City Manager was asked to determine whether or not Federal funds might be available for the closed circuit television system in the Police Department. It was moved by Councilman Green, seconded by Counci~- man Byork, that the City Manager's recommendations be accepted on the following items: Deletion of concrete aprons and ramps, reduction of mobile radio system of $2,500, reduction of alley reconstruction program to $28,800, reduction of automatic sprinkler system to $1,500. ... Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Rowe. Noes: None. Absent: None. ~._t,~ In discussing operations budget items, it was moved by Councilman Morris, seconded by Councilman Green, that car allowances be eliminated and mileage reimbursement substituted for those persons using their personal cars for city business. The Manager advised the Council that the appropriate action would be to amend the salary resolution, and presented RESOLUTION N0. 74-73 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SALARY RESOLUTION N0. 74-57 REGARDING PERSONAL CAR ALLOWANCE." It was moved by Councilman Morris, seconded by Councilman Green, and carried, that Resolution No. 74-73 be adopted. It was moved by Councilman Green, seconded by Councilman Byork, and carried, that the meeting adjourn to August 20, 1974,. at 7:00 p.m., in memory of Jack C.
