Councilmen Byork, Green, Liewer, Morris, Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Wright. Items appearing on the agenda for the regular meeting; of August 20, 1974, were discussed. $250,000 check The Mayor announced that Supervisor Hahn would be from Hahn present at the City Hall on August 21 at 10:30 a.m. to present a check f°or $250,000 in connecta.on with the widening of Long Beach Boulevard. At the request of Councilman Morris, the City Attorney agreed to investigate prohibiting of parking of large trucks on city streets. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the meeting adjourn to executive session for personnel matters. Following the executive session, it was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the meeting be adjourned. .~ ty er City of L nwood APPROVED SEPTEMBER 3, 1974 ayor f e Ci y of L nwood 11.7 REGULAR MEETING AUGUST 20, 1874 The City Council of the City of Lynwood met in a regular session in the City Hall, 1133a Bullis Road, on above date at 7:30 p.m. ~ Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris, Rowe r' answered the roll call. Also present were City Manager Wright and City Attorney Murphy. It was moved by Councilman Byork, seconded by Council- man Morris, and carried, that the minutes of the adjourned regular meeting of August 6, 1974, regular meeting of August 6, 1874, and adjourned regular meeting of August g, 1974, be approved as written. OATH OF OFFICE The oath of office was administered to Mr. James Schwable, recently appointed as a member of the Parks and Recreation Commission. COMMENDATIONS The Mayor read a resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING HERBERT A. LEVENDUSKY FOR HIS CIVIC CONTRIBUTIONS AND SERVICE TO THE COMMUNITY." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the resolution be adopted. Mr. Herbert Levendusky was present to accept the resolution. MANAGEMENT STUDIES AND REPORTS A report on proposed combined fire protection services among the cities of South Gate, Downey and Lynwood was presented by the City Manager with the recommendation that the Council adopt RESOLUTION N0. 74-74 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD EXPRESSING ITS INTENTION TO PARTICIPATE IN A STUDY OF JOINT FIRE PROTECTION SERVICES." It was moved by Councilman Byork, seconded by Councilman Morris, that Resolution No. 74-74 be adopted. Mrs. Kathy Green, 3958 Louise Street, addressed the Council to express her concern about the appointment. Councilman Morris reviewed the activities of the secretariat leading to the recognition of the Community Action Agency and recommended that the Council propose that the Secretariat be continued. The Mayor declared a six-minute recess at 8:59 p.m. the meeting was reconvened at 9:05 p.m. DEPARTMENTAL REPORTS Councilman Morris and Assistant City Manager Cassingham presented a progress report on the status of the Southeastern Regional Community Action Agency (SERCAA). Various bills pending in the State legislature were Department report discussed, and it was moved by Councilman Byork, seconded by Councilman Green, and carried, that the City Manager send a telegram over the Mayor's signature expressing opposition to pending state legislation regarding agency shops and binding arbitration, and in support of a bill limiting work injury claims to five years from the last date actually worked. At the request of Councilman Morris the staff was requested to contact the State concerning removal of the house presently on blocks on Louise Street appearing as item 277 on the Citizen Service Request Log. Discussion re In discussing the report of Planning Commission Planning Commssion actions, the Mayor asked Planning Director Mel Rice action on the the reason for the delay in returning to the Council Atlantic Avenue the proposed Atlantic Avenue signal modification signal modificationproj ect . zero j ect Mr. Rice explained the reasons for setting the project over and informed the Council that it will be considered at the September 10 Planning Commission meeting. The need for Planning Commission consideration of the project was discussed with the City Attorney, and the increased cost of the project resulting from the delay was discussed with the Public Works Director. It was moved by Councilman Liewer, seconded by Councilman Green, that the Council authorize the staff to advertise for bids for the project. After further discussion of the matter, the Planning Director was asked to place the matter on the Planning Commission agenda for an adjourned meeting scheduled. for August 27, 1974, and the motion was withdrawn. There being no objection, the Mayor declared the report accepted and filed. CITY CLERK'S AGENDA United Crusade It was moved by Councilman Byork, seconded by Council- fund drive 10/15- man Green, and carried, that the request from United 11/15 Crusade (United Way and Red Cross) for permission to conduct their annual fund drive from October 15 to November 15, 1974, be granted. Councilman Green asked that the badges of Commissioners who have resigned recently be prepared for formal presentation to them. It was rrioved by Councilman Green, seconded by Councilman Morris,and carried, that the Public Works Director and City Manager contact the State Division of Highways concerning removal of structures at the following addresses: 4359 Fernwood, 5613 Lavinia, 11716 Atlantic, 11822 Alice, 3822 Fernwood, and 4018 Louise Street. The City Attorney Parking and suggested that because of the newely created commission, Traffic Comm, the appointment of the remaining members of the former parking commission be reaffirmed. Councilman Morris nominated Mr. Robert Archambault. Councilman Byork nominated Mr. Mike Barrow. Council- man Green nominated Mr. Jerry Arseneau. Mayor Llewer nominated Mr. Archie Legg. Councilman Rowe nominated Mr. Larry Lillard. It was moved by Councilman Morris, seconded by Council- man Byork, and carried, that nominations be closed and that the City Clerk be directed to cast a unanimous ballot for those nominated as members of the Traffic and Parking Commission. Appointment of a Personnel Board member was held over. Police Chief Darton addressed the Council to request clarification of Councilman Green's remarks of the August 6, 1974, meeting concerning involvement of the Police and Fire Chiefs in the forth coming special election on improved benefits for safety members. Councilman Green declined to answer. Buttrey re Mr. Jack Buttrey, Lynwood Police Reserve Commander, Police Reserve addressed the Council in objection to a news article officers and in the August 15, 1974, edition of the Herald police dog American Newspaper and expressed concern about the remarks attributed to Councilman Green relating to the use of a police dog. Mr. Buttrey commented on the service to the City performed by the members of the Police Reserve and the efforts being made to recruit additional men. He also commented on the inadequate facilities for the reserves, and took exception to Councilman Green's remarks about management of the Police Department. Mr. George Wilkes, 11166 Pope Avenue, addressed the Council in objection to the remarks made about the Police Chief. and to speak in favor of the canine patrol, if it would be helpful to the Department. Discussion re Mrs . Peggy Meyers, Secretary of the Lynwood Concerned councilmanic Citizens, 5164 Century Boulevard, addressed the districts Council to request Councilman Rowe to investigate the possibility of the City being divided into districts for the purpose of councilmanic elections. The City Attorney offered to furnish the Council and Mrs. Meyers a copy of the legislation enabling districts to be formed. Discussion re Mrs. Meyers also asked that the Council reconsider the "'""" police dog and removal of funds for the canine patrol from the employee sick budget. She also asked that lavalier microphones leave and vacation be installed, and requested that legislation be benefits enacted to require city employees to use sick leave and vacation leave each year or lose it. She was informed that provisions relating to sick leave and vacation leave cannot be changed unilaterally by the Council as they are matters for meeting and conferring with city personnel. Discussion re Mr. Philip Birkmairer, 5140 Century Boulevard, deficit in retire- representing Lynwood Concerned Citizens, inquired went fund about the petition filed on August 6, 1974, relating to salary increase, and to comment on the deficit in the Retirement Fund. Discussion re Mr. John Franklin, 10242 Warrington, South Gate, Police Reserves a member of the Lynwood Police Reserve, described the conditions under which the Reserve is working, and spoke of the benefits of a canine patrol, and the need for upgraded equipment and facilities, in many instances. Mr. Richard C, Waranius, 12410 Long Beach Boulevard, read a statement concerning the crime. rate and its affect on the community, and possible solutions to the problems. He asked that the Council consider the community and the people as well as considering the men who are assigned to solve the problems. Mrs. Diane Maril, 3543 Sanborn Avenue, addressed the Council to comment on Councilman Green's remarks concerning the Police Chief and to question a~~ ~ y~, , ~~~~ reduction of the Police Department budget and granting and $8,000 salary increase to one individual. At the conclusion of Mrs. Maril's remarks, the Mayor informed her that there would be a budget session later in the week. ±""` Mrs. Peggy Meyers questioned the Council about the use of tube-type police car radios and defective automobiles. She expressed no objection to funds for public safety equipment but protested salary increases in excess of 12-1/2%. Mr. Richard C. Waranius presented a copy of the Lakewood citizens information bulletin to the Mayor. Mrs. Thelma Higgins, 5300 Cortland Avenue, addressed the Council to comment that when the meeting is held Thursday night there will still be a three to two vote. It was moved by Councilman Byork, seconded by Councilman Rowe, and carried, that the meeting be adjourned to Thursday, August 22, 1974, at 7:30 p.m., in memory of Jack C.
