ADJOURNED REGULAR MEETING AUGUST 22, 1974
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe answered
the roll call.
Also present was City Manager Wright.
The Mayor announced that the meeting of August 20, 1974,
had been adjourned to this date to consider the annual
budget.
In discussing the proposed tax rate for the 1974-75
fiscal year, the City Manager reported on the following
items relating to the Retirement Fund for (1) an increase
to provide a 5% retirement increase to those employees
retired prior to January 1, 1971, (2) an increase to
provide a 5% retirement increase to those employees
retired between January 1, 1971, and July 1, 1971, and
(3) a 9.5~ in the Retirement Fund tax rate in order to
provide funds for current retirement costs and to balance
the Retirement Fund which is currently carrying a deficit
balance. The retirement rate for those retiring prior
to January 1, 1971, could be a 9~ rate for one year,
a 3~ rate for three years, a 2~ rate for five years or
a l~ rate for ten years. The rate for those retiring
between January and July, 1971, would be l~ for one
year.
Res. 74-80 It was moved by Councilman Morris, seconded by Council-

that the Council adopt RESOLUTION N0. 74-80 entitled:
"A RESOLUTION OF INTENTION TO APPROVE AN AMENDMENT
TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE
PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY OF
LYNWOOD."

Res. 74-81 It was moved by Councilman Morris, seconded by Councilman
Retirement tax Green, that a 5% retirement increase be provided for
increase of l~ those employees retiring between January 1, 1971, and July
for 1 year 1, 1971, by a retirement rate increase of l~ for one
year, and that the Council adopt RESOLUTION N0. 74-81
entitled: "A RESOLUTION OF INTENTION TO APPROVE AN
AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION
OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY
COUNCIL OF THE CITY OF LYNWOOD."

Use of Federal Revenue Sharing funds for the Retirement Fund
as an alternative to a 9.5~ Retirement Fund tax rate
increase was discussed at length by the City Council.
Mr. Philip Birkmaier, 5140 Century Boulevard, commented
on the action taken in 1973 to levy only 5~ for
Retirement Fund and make up the deficit from other
funds.
Mr. George Wilkes, 11666 Pope Avenue, spoke in
favor of using Revenue Sharing instead of raising
the Retirement Fund tax rate.
It was moved by Councilman Morris, seconded by Council- Revenue
man Green, that the existing retirement tax rate be Sharing fund
retained, plus the 2~ increase for retirement benefits to be used fc
for those previously retired, and that Revenue Sharing deficit in
funds be used to offset any deficit , in the Retirement Retirement
Fund . Fund
Mrs. Ida Williams commented on HUD houses being sold
under a homestead plan.
Mr. Richard C. Waranius spoke in favor of a tax
rate increase rather than the use of Revenue Sharing
funds for Retirement Fund purposes. Mr. Waranius
also urged that Revenue Sharing funds be used to
promote the city in order to increase the tax base
and for other community upgrading.

the maximum tax increase allowed under the provisions
of SB g0.
The use of Revenue Sharing funds as an alternative
to increasing the general purpose tax rate was
discussed as well as operational savings such as the
contemplated self-insurance program and added revenue
from certain fees.
Mrs. Peggy Meyers, 5164 Century Boulevard, suggested
a compromise of a two or three cent tax increase in
order to provide needed equipment in the Police
Department.
The City Manager presented RESOLUTION N0. 74-82 entitled: Res. 74-82
"A RESOLUTION OF THE INCORPORATED CITY OF LYNWOOD establishing
FIXING THE RATES OF TAXES, AND LEVYING TAXES FOR tax rate
THE FISCAL YEAR BEGINNING JULY 1, 1974, AND ENDING
JUNE 30, 1875." The resolution indicated the
following tax levies: General purpose .79, Retirement
.27, Retirement authorized by Resolution No. 74-80

.01. It was moved by Councilman Rowe, seconded by
Councilman Morris, that Resolution No. 74-82 be adopted.

Absent: None.
It was moved by Councilman Green, seconded by Council-
man Byork, that the Council adopt the operating budget
for 1974-75.

In discussing the filling of positions vacant because ..~
of the hiring freeze imposed earlier in the year, it
was moved by Councilman Green, seconded by Council- _
man Byork, that the Council review each
case of new hiring, other than policemen and firemen,
and review the need of the position.
The City Manager requested that an adjourned meeting
be held before the next regular meeting, and suggested
that the review of hiring could be done at that time
when he would have information about the various
positions available for the Council's consideration.
The motion was withdrawn.
Mayor Liewer presented a breakdown of the services
provided to the taxpayers along with the cost based
on a home valued at $25,000.
Adjourn to It was moved by Councilman Green, seconded by Council-

4:30 p.m. Tuesday, August 27, 1974, at 4:30 p.m.
