ADJOURNED REGULAR MEETING AUGUST 27. 1974
The City Council of~the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 4:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe answered
the roll call.
Also present was City Manager Wright.
The City Manager reported on the need for adoption
of a resolution authorizing city representatives to
examine sales and use tax records in Sacramento,
and presented RESOLUTION N0. 74-83 entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING EXAMINATION OF SALES AND USE
TAX RECORDS." It was moved by Councilman Morris,
seconded by Councilman Byork, that Resolution No.
74-83 be adopted.

Authorizing

The City Manager reported on proposals received for Gas tax survey
survey work for the various gas tax street improvement work contract -
projects and requested authorization to accept the Olson Surveying
proposal of Olson Surveying for the price of $4,640.
It was moved by Councilman Byork, seconded by
Councilman Morris, that the proposal of Olson
Surveying be accepted.

Noes: None.
Absent: None.
A report on appraisal services for Long Beach
Boulevard widening project, Phase III, Imperial
Highway to Century Boulevard, was presented by the
City Manager with the recommendation that the Council
accept the fee proposal from Howard S. Martin and
Associates for a fee not to exceed $8,400. It was
moved by Councilman Byork, seconded by Councilman
Green, that the Council accept the proposal of Howard
S. Martin and Associates for a fee not to exceed
$8,400.
The advisability of obtaining additional proposals
was discussed by the Council.
The Philip Birkmaier, 5140 E. Century Boulevard,
asked if three bids were not required.

The City Manager informed the Council that additional
proposals would be obtained.
Mr. Philip Birkmaier submitted an additional petition
protesting the 1974-75 budget.

The Manager presented a list of positions which are
presently vacant because of the hiring freeze imposed
by the City Council on June 1~, 1974, as follows:
three clerk-typists, one deputy license collector, one
engineering draftsman, one civil engineering assistant,
one utility maintenance man, one equipment mechanic,
one engineering inspector.
Use and training of EEA employees to fill certain of
the positions was discussed.
Mr. Patrick Mast, 11174 Harris Avenue, inquired about
the salary of a qualified engineering inspector, and
Mr. Philip Birkmaier inquired about the salary of the
engineering draftsman.
At the suggestion of the City Manager, the Public Works
Director presented a review of the gas tax projects
planned, which total $952,000.
Councilman Green asked that the subjects covered relating
to personnel be submitted in written form.
Councilman Byork commented briefly on the type of person
he felt should fill the deputy license collector
position.
At the request of Councilman Green, the meeting was
adjourned to executive session at 5:30 p.m. The
meeting was reconvened at 6:45 p.m.
It was moved by Councilman Byork, seconded by Councilman
Green, and carried, that the City Manager be authorized
to hire the necessary people to fill the vacant positions.
It was moved by Councilman Green, seconded by Councilman
Morris, and carried, that the meeting adjourn to September
3, 1974, at 7:00 p.m.
