ADJOURNED REGULAR MEETING SEPTEMBER 3, 1974
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bulbs Road, on above date at 7:00 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe answered
the roll call.
Also present were City Manager Wright and Deputy City
Attorney James Erickson.
After discussing items appearing on the agenda for
the September 3, 1974, regular meeting, it was
moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the meeting adjourn to
executive session for personnel matters.
Following the executive session, it was moved by
Councilman Green, seconded by Councilman Byork, and
carried, that the meeting adjourn.

It was moved by Councilman Morris, seconded by
Councilman 8york, and carried, that the minutes of
the adjourned regular meeting of August 20, 1974,

PROCLAMATION
''Constitution The Mayor read a proclamation designating September

Councilman Morris, and carried, that the proclamation
be authorized.
COMMENDATIONS

It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, that the Resolution
be adopted.
Mr. Bulloch was present to accept the resolution.

PUBLIC HEARINGS
Hearing - Nuisance The Mayor announced that the time had arrived for
~a-batement 10781 public hearing to ascertain whether a nuisance is

known as 10781 Colyer Avenue, the Mayor opened the
hearing and requested staff report.
The City Manager presented a report on the condition Res. 74-84

against the abatement. of the nuisance at 10781 Colyer
Avenue. As there was no response, the Mayor closed
the hearing.
It was moved by Councilman Morris, seconded by
Councilman Green, that Resolution No. 74-84 be adopted.

The Mayor announced that the time had arrived for
public hearing on the extension of the term of
Ordinance No. 954 relating to the issuance of building
permits and construction of structures on and within
the I-105 Freeway corridor. A report on the proposed
extension of the ordinance was presented by the
City Manager.
The Mayor inquired if anyone wished to speak in favor
of the proposed extension. There was no response.

AWARD OF BIDS
Taylor Wrecking The Manager presented a report on bids received for
awarded bid for demolition of structures on 11431 California Avenue

It was moved by Councilman Green, seconded by Council-
man Byork, and carried, that the Council concur in
the Manager's recommendation.
MANAGEMENT STUDIES AND REPORTS
Amendment of The Manager reported on the amendment of recreation
Recreation rental rental fee schedules and recommended Council consider-
fee schedules ation of the following changes recommended by the
Lynwood Parks and Recreation Commission: 1. Increase
overtime charges to non-Lynwood groups from $5 to $10
per year, 2, Increase Bateman Hall auditorium rental.

meetings and banquets and from $100 to $125 for dances.
It was moved by Councilman Green, seconded by Council-
man Morris, that the Council concur in the recommendation.

Bid Call - The Manager presented a report on signal modifications
:Signal mod. & and safety lighting, Atlantic Avenue, Gas Tax Project

Atlantic Ave plans and specifications and authorize a call for
9/25/74 bids at 2:00 p.m. on September 25, 1974.
In discussing the matter, Councilman Morris suggested
that the intersection of Sanborn and Atlantic Avenue
be studied for inclusion in the project and Council-
man Byork suggested that signal modification at
Duncan Avenue and Imperial Highway be studied.
It was moved by Councilman Green, seconded by
Councilman Byork, and carried, that the Council concur
in the Manager's recommendation.
Purchase of gas A report on acquisition of a gasoline tank and pump
:tank & pump from on the city owned property being vacated by the
~~Shell Oil Co. Mobilease Corporation was presented by the City Manager.

man Byork, that the Council authorize the purchase
as recommended by the City Manager.

FINANCE REPORT
RESOLUTION N0. 74-85 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA,
ALLOWING AND ORDERING WARRANTS DRAWN THEREFOR," was
presented.
The Manager requested that a warrant payable to Shell
Oil Company in the amount of $1,738.40 be added to
the warrant register.
It was moved by Councilman Byork, seconded by Council-
man Morris, that Resolution No. 74-85 be adopted with
the addition of a warrant to Shell Oil Co. in the amount
of $1,738.40.
Councilman Morris asked that a copy of the detail of
the Rutan & Tucker bill be furnished to each Council-
man.

DEPARTMENTAL REPORTS
In discussing the Information Bulletin items, Council-
man Morris commented on the suit being initiated by
the City of Los Angeles relating to HUD houses, and
the City Attorney said he would review the matter and
report to the Council at the next meeting.
Councilman Morris also called attention to the
appointment of Mayor Liewer and Mr. George Higgins to
Congressman Wilson's Committee for Review of Military.
Academy Candidates.
It was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that Information Bulletin
No. 74-17 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that Citizen Service Request
Log No. 74-17 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that the report of Planning
Commission actions be accepted and filed.
CITY CLERK'S AGENDA
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the claim for damages filed on
behalf of Michael Perez be denied and referred to the
City's insurance carrier.
It was moved by Councilman Byork, seconded by Councilman
Morris, and carried, that the claim for damage filed on
behalf of John Henry West be denied and referred to the
City's insurance carrier.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the claim for damage filed
by Norvel R. Hayner be denied and referred to the City's
insurance carrier.

It was moved by Councilman Morris, seconded by Council-
man Byork, and carried, that the request of Mrs. Ethel
Wainwright for re-rental of State property be denied.
COUNCIL AGENDA
Jo Evelyn Te~re~l The Mayor opened nominations for appointment ~~°
appt to Per~bnnel Personnel Commissioner, and Councilman Byork nominated
Bd. Mrs. Jo Evelyn Terrell to fill the unexpired term of
Mr. Lloyd Bulloch.
It was moved by Councilman Morris, seconded by Council-
man Green, and carried, that nominations be closed
and a unanimous ballot be cast for Mrs. Terrell.
Mrs. Terrell was present and administered the oath
of office by the City Clerk.
The appointment of a Recreation and Parks Commissioner
was held over to the next meeting.
', Peace Officers Councilman Morris commented on a letter from the Peace
Assn letter re Officers Association of LYnwood, Lnc., which was
support of Chief presented to the Council recently, concerning the
Dorton Association's support of the Chief of Police, and
expressed the bel.i.ef that the letter should become
a matter of record
It was moved by Councilman Morris, seconded by
Councilman Liewer,and carried, that the letter be
accepted and filed.
Councilman Morris asked that he be excused from the
September 17, 1974, meeting.
Report re SCAG Councilman Byork commented on the advisability of
membership ~ oining the Southern California Association of Governments
and the Mayor asked that the Council be provided with
a full report on the matter at the first meeting in
October.
Report re fire Councilman Rowe presented a ba ief report on fire
Dept budgets & department budgets as compared. to assessed valuations

PUBLIC BUSINESS FROM THE FLOOR
Discussion re Mr. Qerald Arsenesu, 3916 Josephine, spoke of efforts
;nuisance prop at to clean up the yard at the property at 3925 Josephine

if he carried out the clean up himself. He also
complained of the heavy growth of weeds in the alley
at the rear of 11355 Atlantic Avenue.
.Discussion re Mr. Paul Marsal, 12117 Phillips, inquired about use
art house in Ham of the art house in Ham Park for art classes . It was
Park suggested that he contact the office of the Parks
and Recreation Department.
P. Birkmaier Mr. George Higgins, 5300 Cortland Avenue, spoke to
commended commend Mr. Philip Birkmaier for assistance he rendered
victims of a bad accident on Atlantic Avenue recently.
Mrs. Lena Birkmaier, representing the Concerned Citizens
of Lynwood, addressed the Council to complain of the ~ ,

Mr. Archie Legg, appointee to the Traffic and Parking
Commission, was present and. administered the oath of
Office by the City Clerk.
It was moved by Councilman Morris, seconded by Council
man Byork, and carried, that the meeting adjourn to
executive session for discussion of a matter of
litigation.
Following the executive session, the meeting was
reconvened and it was moved by Councilman Morris,
seconded by Councilman Byork, and carried, that the
meeting adjourn to September 17, 197, at 7:00 p.m.
