REGULAR MEETING SEPTEMBER 1.7, 1.974
The City Council of the City of Lynwood met in a
regular session in the City Hall, 1.1330 Bullis
Road, on above date at 7:30 p.m.
Mayor Liewer in the chair.
~-- Councilmen Byork, Green, Liewer, Rowe answered the
roll call. Councilman Morris was absent.
Also present were City Attorney Murphy anal City Manager
Wright.
It was moved by Councilman Byork, seconded by
Councilman Green, and carried, that Councilman Morris'
absence be excused.
It was moved by Councilman Green., seconded by Council-
man Byork, and carried, that the minutes of the
adjourned regular meeting of September 3, 1974, and
regular meeting of September 3, 1974, be approved
as written.
PROCLAMATION
The Mayor read a proclamation. designating October 4
and 5, 1974, as "White Cane Days" in the City of
Lynwood.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the proclamation be
authorized.
Mr. Bill Walker, Lynwood Lions Club, and Donna Lopez,
Sight Conservation Queen, presented Mayor Liewer with
a White Cane.
MANAGEMENT STUDIES AND REPORTS
The Manager presented a report on the sale of City
owned property located at 11000 Wright Road and
recommended that the Council consider the
proposal of Ryan Outdoor Advertising Inc to
purchase the property for a total of $123,300,
Mr. Robert E® Leonard, Real Estate and Property
Manager of Ryan Outdoor Advertising, Inc, addressed
the Council to read the company's purchase proposal
and to explain the type of improvements proposed
to be located on the property
Councilman Rowe questioned the advisability of
selling the property without first determining how
the property was acquired and declaring it surplus
property.
~,.,,, The City Attorney explained that the Council would
only be approving the concept of a sale witYi
instructions to the staff to negotiate further and
report back to the Council with a completed deposit
receipt which is acceptable. At that time the
Council would take formal action to sell the property.
After further discussion, it was moved by Councilman
Green, seconded by Councilman Byork, that the staff
be instructed to proceed with the necessary investigation
towards selling the property.

Ord. amending The Manager reported on proposed water service
water rates rates and presented an ordinance entitled:
tabled "AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF
LYNWOOD AMENDING SUB-SECTION 32-49 OF THE CODE OF THE
CITY OF LYNWOOD RELATING TO GENERAL METERED RATES
FOR WATER SERVED THROUGH METERSy" (provides for
a meter rate of 21~ per 100 cubic: feet or fraction
thereof).
It was moved by Councilman. Green., seconded by Council-
man Byork, and carried, that t~re ordinance be read. by
title only,
Mr. Fred Mo Richards, Richards Racks dba Quality
Metals, 11754 So Alameda Street, addressed the
Council in opposition to the ordinance.
It. was moved by Councilman. Greer, seconded by
Councilman Byork, that the ordinance be adopted.
After disc~,zssion, it was moved by Councilman Rowe,
seconded by Councilman. Byork, that tY~.e ordinance be
tabled to the next succeeding meetingo

Appraisal The Manager presented a report on fee proposals
services - LoB. received for the appraisal. o.f Long Beach Boulevard,
Blvdo - Howard Imperial Highway to Century Boulevard and
Sa Martin & recommended that the Council accept the proposal
Assoc. of Howard So Martin and Associates for a fee not
to exceed $8,4000
It was moved by Councilman. Green, seconded by
Councilman Byork, that the Council accept the
bid of Howard S. Martin and Associates for right-
of-way appraisal of Long Beach Boulevard, Imperial
Highway to Century Boulevard for a fee not to exceed
$8,400.

completed for acquisition. of the westerly 4 feet

prop. L.B. BLVd for the westerly 4 feet of Lot 301, Tract 2551
(Por. Lts. 299, ( Parcel 4-33) , and recommended that the Council..

It was moved by Councilman Byork, seconded by Council-
man Green, that Resolution Noo 74-88 be adopted.

Assistant Chief Johnson addressed. the Council to
request a waiver of bicycle license fees for the
remainder of the month of September and. for the
month of October in connection with a licensing
drive the Fire Department is making in the schools.
The City Attorney explained that the Council would
have to adopt an ordinance amending the code to
authorize the administrator of the license fee to
from time to time waive the requirements of the
bicycle license fee. He also explained. thatd the

carrier.

Councilman Green commented on a house on Nil.and that
had been boarded up that neighbors had been maintaining,
and asked the City Manager to investigate.
Councilman Byork commented on the unsightly condition
of the former Coles Market on Loong Beach Boulevard.
Councilman Rowe commented on the delinquent property
tax list published in the newspaper.
The Mayor asked for nominations for appointment to Melvin Lewis
the Recreation and Parks Commission., July appt. to
Rec. & Parks
Councilman Green nominated Melvin Lewis July. Commission
It was moved by Councilman Rowe, seconded by Council-
man Liewer, and carried, that nominations be closed
and that th.e City C1_erl~ be directed to cast a
unanimous ballot for Melvin. Lewis July as member
of the Recreation and Parks Commission.
PUBLIC BUSINESS_FROM_THE FLOOR
Mr. Jerry Arseneau, 3916 Josephine, a.ddress~ed the
Council concerning a boarded-up building at
3822-26 Fernwood that is occupied and is being
used f'or a business.
Mr. Evans addressed the Council to camplain about
cars parking on the lawn on Lugo and to ask that
the overnight parking restriction be enforced.
Mr. Archie Legg, 3671 Platt, addressed the Council
concerning licensing of bicycles and enforcement of
bicycle safety laws. He also asked that return
envelopes be included in the water bills.
~„_ Mr. Richard C. Waranius, 1.2416 Long Beach Boulevard,
addressed the Council. to inquire about what is being
done about HUD houses. He was informed that the
Surplus Property Commission will be meeting next
week to discuss alternatives to cleaning up the houses.
Mrs. Diane Mari l., 3543 Sanborn Avenue, addressed the
Council. concerning the Long Beach. Boulevard widening
project, and concerning an incident on California
