The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11~~0
Bulbs Road, on above date at 7:00 p.m.
Mayor Liewer in the chair. ~
Councilmen Byork, Liewer, Morris, and Rowe ar~swa.Le;:~ ~
the roll call. Gouncilrrian Green was absent.
Also present were City Manager GJright and 1'Jeputy C_tf~y~
Attorney Coontz.
Items appearing on the agenda for the regular meeting
of October 1.5, 1974, were discussed.
The meeting was adjourned to executive session for
the purpose of discussing a matter of litigat_i,cn.
Following the executive session, it was moved by
Councilman Byork, seconded by Councilman Moz°ris, anal
carried, that the meeting be adjourned.

The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Liewer, Morris, Rowe answered the
roll call. Councilmen Green was absent.
Also present were City Manager Wright and Deputy City
Attorney Coontz.
It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that Councilman Green's
absence be excused.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the minutes of the
adjourned regular meeting of October 1, 1974, anal
regular meeting of October 1, 1974, be approved as
written.
PROCLAMATIONS
The Mayor read a proclamation designating November 2,
1974, as the Golden Anniversary of Lynwood Masonic
Lodge No. 600.
It was moved by Councilman Morris, seconded by Council-
man Byork, and carried, that the proclamation be
authorized.
The Mayor read a resolution commending Mollie
Reifschneider for her civic contributions and service
to the community.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the resolution be adopted.

service. The following employees were present to
receive their pins: Jack Arden, Ronald Lathrope,
Wilfred Ripley, Don Snavely, Clifford Burdick, Art
Nelson, and Art Zielinski.
AWARD OF BID
The Manager presented a report on bids received for R. L. Kautz & Co
City's self-insurance program for workmen's compensation Warl4~nen's Corny,
and recommended that the Council award the bid to the self-ins. bid
"""` firm of R. L. Kautz and Company and authorize the Mayor
to execute an agreement for the self-insurance program,
It was moved by Councilman Morris, seconded by Council
man Byork, that the bid for the workmen's compensation-
self-insurance be awarded to the firm of R. L. Kautz and
Company and that the Mayor be authorized to execute the
necessary agreement.
Mr. Doug Hansen, 605 Strand, Santa Monica, representing
R. L. Kautz and Company, was present to answer questions
concerning their program.

MANAGEMENT STUDIES AND REPORTS
Housing & CommunityA report on a grant application under the Housing and.
Development Act Community Development Act 1974 was presented. by the
grant City Manager with the recommendation that the Council
appoint a Housing and Community Development Board
Board appointed as required by the act, to be made up of the chairman
of the several city commissions, and accept the
proposal of Sheehan and Associates for preparation
of grant applications at a cost of $7,355 .for Sections
1 to 4 of the work program, and $2,275 for Section 5.
Mr. Jim Zuver and Mr. Mark Briggs, representing
Sheehan and Associates were present to discuss with
the Council the grant application requirements and
uses to which the funds can be put.
Mr. Eugene Olson, 4157 Fernwood Avenue, spoke in
opposition to the grant application.
Mrs. Peggy Meyers, 5164 Century Boulevard, addressed the
Council. concerning the use of the funds for alleviation
of the problem of vacant HUD houses and also quoted
from a letter received by the Concerned Citizens of
Lynwood relative to HUD houses.
It was moved by Councilman Byork, seconded by Council-
man Morris, that the Council accept the proposal of
Sheehan and Associates and appoint a Housing and
Community Development Board.

Mayor Liewer nominated the following persons for
membership on the Housing and Community Development
Board: Community Stabilization Commission Chairman,
Edward Miller; Traffic and Parking Commission Chairman,
Larry Lillard; Personnel Board Chairman, John Adams;
Planning Commission Chairman, Ralph Herbold; Real
Estate Practices Commission Chairman, Edith Mitchell;
Recreation Commission Chairman, Mike Del Medico;
Community Redevelopment Advisory Committee Chairman,
Dr. Hyrum Loutensock.
It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, that nominations be
closed and the nominees be appointed to the Housing
and Community Development Board.
A report on a federal grant application for funds to
carry out a bur•glarv investigation program for an area
covering ten ,jurisdictions, including the City of
Lynwood, to be known as the Central County Region was
presented by the City Manager.
The City of Lynwood's share of required matching funds
would be $872.20.
The Manager recommended authorization to participate

in the program by adoption of RESGLiJTION NO. 74-93
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD, CALIFORNIA, AUTHORIZING THE FILING
OF AN APPLICATION FOR PARTICIPATION IN THE CENTRAL
COUNTY MULTI-JURISDICTIONAL BURGLARY INVESTIGATIVE
TEAM," and allocation of $872.20 as the City's share
of matching funds.
It was moved by Councilman Byork, seconded by Council-
man Morris, that Resolution No. 74-93 be adapted,
and the allocation of funds authorized.

The Manager presented a report on a proposed transient
occupancy tax (hotel-motel bed tax) and recommended
adoption and presented for first reading an ordinance
entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY Ob' LYNWOOD ADDING ARTICLE 3 TO CHAPTER 30 OF
THE LYNWOOD CITY CODE IMPOSING A TRANSIENT OCCUPANCY
TAX."
After a brief discussion of the proposed tax and
revenue to be derived therefrom, there being no
objections, the Mayor declared the matter held over
to the next meeting.
A report on the request of the Lynwood Lions Club
for waiver of park rental fees and business license
fees for the conduct of a carnival in the park on
4"'"" November 14 to 17, 1974, was presented by the City
Manager.
After discussing waiver of park rental fees with
Recreation Director Snavely, it was moved by Council.-
man Morris, seconded by Councilman Byork, and carried,
that a percentage of the license fee be waived equal
to the percentage to be derived by the Lynwood Lions
Glub from the conduct of the carnival.
The Mayor declared a five-minute recess at 9:OU p.m.
Following the recess, the meeting was called to

Councilman Rowe called attention to an item appearing questions re

After discussing with the Mayor the propriety of
bringing up the matter at this time, the Mayor
insisted that further discussion of Councilman

Road. was presented by the City Manager.
As there were no objections to doing so, the Mayor

A report on employee classifications and reduction

presented by the City Manager. He recommended that

Center Supervisor, Girls' and Women's Activity
Super~,rsor, Planning Director and modification. of the
height requirement for Police Officers by adoption of

the City Manager was asked to discuss it with Mr. Gist,
Chamber of Commerce Manager.

CITY CLERK'S AGENDA
'Ticket sales It was moved by Councilman Morris, seconded by Councilman

High School Junior Class for permission to conduct
ticket sales for fund raising for the class prom be
granted.
Muscular Dystrophy It was moved by Councilman Morris, seconded by Council-
fund drive Dec. man Liewer, and carried, that the request from the
1974 Muscular Dystrophy Association for permission to
conduct a fund raising during the month of December
1974 be granted.
Zonta Club White It was moved by Councilman Morris, seconded by Council-
Elephant Sale man Liewer and carried, that the request from the
11/9 & 10/74 Zonta Club for permission to hold a White Elephant

man Liewer, and carried, that the claim for damage
filed on behalf of Allen Lewis Jenkins be denied
and referred to the City's insurance carrier.
COUNCIL AGENDA
Questions Councilman Rowe continued his remarks concerning
concerning items added to the budget after adoption of the budget
addition of items by the Council., and commented on certain items which
to adopted budget were deleted during a budget session, including
reduction. of funding for a mobile radio system for
the Engineering Department from $5,000 to $2,500.
He questioned why $2,500 was subsequently added in
the water department budget for that purpose.
The Manager stated that the records would be reviewed
and a report would be provided as to the reason.
Inquiry re request Councilman Rowe also questioned lack of response to ....~
for info. on his request that the Manager report on personal telephone
employee personal calls made by an employee, in the total amount of
telephone calls $206.83. In discussing the matter, the Manager
informed the Council treat he is conducting an
investigation of the use of telephones for private
purposes, not by just one individual, but by a
number of individuals, and he contemplated action
on a blanket basis rather than on an individual basis.

Councilman Morris asked if the City could clean
up a vacant lot south of 10320 Long Beach Boulevard
and add the cost to the property owner's tax bill.
He was informed it could be done.
Mayor Liewer asked the status of the new library,
and he was informed that a report to the City is
being prepared by the County.
PUBLIC BUSINESS FROM THE FLOOR
Mr. Philip Birkmaier, 5140 Century Boulevard, addressed
the Council to comment on the use of public telephones
for personal ca11s, and the Manager indicated that
notification had been made to all employees regarding
the use of telephones for personal. business. Mr.
Birkmaier also commented on statements made relative
to EEA employees for which the Council censured
Councilman. Rowe and suggested that since it has been
learned that Mro Rowe was correct, that a public
apology should be made.
Mr. Dan Grindle, 3303 Cedar, commented on Council
action to participate in the Central County Multi-
Jurisdictional Burglary Investigative Team and
stated that his home has been. burglarized three
times in the past two months, and asked what can.
be done to help the security of the citizens.
Mr. Eugene Olson, 4157 Fernwood Avenue, commented
on efforts to have the City to clean an alley near
his home and commended a neighbor for carrying out
the clean-up voluntarily.

Mr. Richard C. Waranilas, 12410 Long Beach Boulevard,
commented on more citizen participation in an effort
to combat crime and read a statement concerning the
causes of criminal activities.
A citizen residing on Alpine Street addressed the
Council concerning the value of a block watch
program.
Mr. Dan Peppard, 4225 Alvada Street, a member of
the Lynwood Stabilization Commission, presented
for the Council's consideration a "Lynwood Block:
Watch" poster. He also called attention to the
next block party which will be held on November
3, 1974.

It was moved by Councilman Morris, seconded by
Councilman Liewer, and carried, that the Council authorize
the Lynwood Stabilization Commission to proceed with the
Lynwood Block Watch posters.
Mr. Cass Waranius, 12416 Long Beach Boulevard, addressed
?""" the Council to comment on the excellence of the Police
Department and the need for greater parental control
over the children and for making parents responsible
for the actions of their children.
It was moved by Councilman Rowe, seconded by Cauncilman
Morris, and carried, that the meeting adjourn to November
6, 1974, at 7:OO.p.m.
