Councilmen Byork, Liewer, Morris, Green and Rowe answered the roll call. Also present were City Manager Wright and City Attorney John Murphy. Items appearing on the agenda for the regular meeting of November 19, 1974, were discussed. At the request of Councilman Morris, the Mayor declared the meeting adjourned to executive session for discussion of personnel matters. Executive Following the executive session, it was moved by Session Councilman Green, seconded by Councilman Liewer, and carried, that the meeting adjourn. _~. It was moved by Councilman Byork, seconded by Council- man Morris, and carried, that t:he minut;es of the adjourned regular meeting of November 6, 197+, and the regular meet- ing of November 6, 197, be approved as written. PRESENTATIONS AND COMMENDATIONS The Council presented service pins to those employees having served 20 through 24, 25 through 2g and 30 years of service. The following employees were present to receive their pins: Richard Fordham, Walter Greenslitt, Howard Horton, William Pomeroy, Arnold Litke, Allen McDaniel, William Meyers, Ernest Spicer, Mervil Miller, Eldon Pierce and Jo Shepherd. A resolution entitled: "A RESOLUTION OF THE CITY """'" COUNCIL OF THE CITY OF LYNWOOD COMMENDING EDITH MITCHELL FOR HER CONTINUING CIVIC CONTRIBUTIONS AND SERVICE TO THE COMMUNITY." was read by Mayor Liewer. It was moved by Councilman Byork, seconded by Councilman Rowe, and carried, that the resolution be adopted. A resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING LYNWOOD ACADEMY STUDENTS FOR SERVICES RENDERED TO THE COMMUNITY" was read by Mayor Liewer. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the resolution be adopted. Pastor Remick was present to receive a copy of the resolution. PUBLIC HEARING The Mayor announced that the time had arrived for public hearing to ascertain whether a nuisance is being maintained on Lots 236 and 237, Tract 7984, commonly known as 11352 Virginia Avenue. The City Manager presented a report reviewing procedures which have been followed in attempting to effect the abatement of weeds and debris on the vacant property, and recommended adoption of RESOLUTION N0. 74-104 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DETERMINGING THAT A NUISANCE IS BEING MAINTAINED ON CERTAIN PROPERTY WITHIN SAID CITY AND DIRECTING THE ABATEMENT THEREOF." Mr. Gerald Sanders, Building Official, described the condition of the property and called attention to a photograph of the vacant lot. The Mayor inquired if anyone present wished to be heard concerning the matter being heard.. There was no response and the Mayor declared the hearing closed. AWARD OF BID Award of bid A report on bids received for a heavy duty concrete Concrete saw - saw ( Project 2-209-749/5-182-7412 ) was presented by Essick the City Manager with the recommendation that the Machinery Co. Council award the bid to the low bidder, Essick Machinery Company, for the total price, including sales tax, of $2,266.70. Councilman Rowe inquired if the item was in the budget, and he was informed that it is a budgeted item. It was moved by Councilman Green, seconded by Councilman Morris, that the Council concur i.n the Manager's recommendation. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Rowe. Noes: None. Absent: None. MANAGEMENT STUDIES AND REPORTS Ordinance The City Manager presented a report on adoption of the adopting 1973 Uniform Building Code, 1973 Edition. He recommended edition of that a hearing be set for December 3, 1974, to consider Uniform Bldg. adoption of an ordinance entitled: "AN ORDINANCE Code introduced OF THE CITY OF LYNWOOD PROVIDING FOR THE PROTECTION OF PUBLIC HEALTH, LIFE AND SAFETY THROUGH ADOPTION BY REFERENCE OF THE UNIFORM BUILDING CODE (1y73 ED.) AND "STANDARDS," ESTABLISHING THE BUILDING DEPARTMENT AS THE CONTROLLING AUTHORITY, ADDING AN APPEAL PROCEDURE, EXEMPTING CERTAIN MINOR WORK, AMENDING SECTIONS 8-l, 8-2, ~-3, 8-4, 8-5, AND 8-6 OF THE LYNWOOD CITY CODE, AND REPEALING ALL OTHER ORDINANCES OR PARTS THEREOF IN CONFLICT HEREWITH." It was moved by Councilman Byork, seconded by Councilman Rowe, and carried, that the ordinance be read by title only. It was moved by Councilman Byork, seconded by Council- man Morris, that the ordinance be introduced. Roll Call: Ayes: Councilmen Byork, Green, Liewer, Morris, Rowe. Noes: None. Absent: None. It was moved by Councilman Green, seconded by Council- man Morris, and carried, that a public hearing on the proposed adoption of the ordinance be set for December 3, 1974. Fed.Hwy. Act A report on the Federal Highway Act of 1973 was presented 1973 - Local by the City Manager with the recommendation approve the Cooperative revised proposal for the Local Cooperative Process to Process approved develop the required Federal Aid Urban Program under the Act. Councilman Rowe questioned the estimatec:I amount of money to be derived from the proposed. tax, and presented figures indicating the deficit General Fund balances for the past several months. He ur°ged that ways to save money be studied rather than adopti~,n of new tax measures. At the suggestion of Councilman Byork, the Mayor asked that staff representatives and two member.~s of the City Council meet with representatives of the motel operators to consider the proposed transient occupancy tax. At the request of the Mayor, Coaa.ncilmen Byork and Morris agreed to represent the City Council in the discussion. DEPARTMENTAL REPORTS Information The Tri.-City Fire Dep~~~~t~rr~~~rt Study was di sc;ussed and Bulletin 74-22 the possibility of a j c.int ~F> sl~r~ of representatives from the cities involved, was sugg~°sted by the City Manager. Councilman Morris also suggested that the Lynwood City Council have a study session on the study and the City Attorney said *hat could be done at an adjourned meeting of th_e Gouncil~ Notice of non-renewal„ of the City"s contract for pound service was discussed. The City Manager suggested that the Council have an adjourned meeting on No~.rember 20, 19'4, at 4:30 p.m. for the purpose of discussing the Community Development Act program.
