Diversion Mayor Liewer informed the Council that he has been Program Policy requested by the Los Angeles Department of Community Board - Green Services to appoint a Council member as representative & Byork appt'd. on the Policy Board for the Los Angeles County Regional. Criminal Justice Planning Board Diversion Program. He appointed Councilman Green as member and Councilman Byork as alternate member. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the meeting be adjourned. _, C~.ty` C'le'rk, -City-of Lynwood APPROVED DECEMBER 1'(, 1974 ayor t y o Lynw od ~~~ REGULAR MEETING DECEMBER 3, 1974 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p.m. Mayor Liewer in the chair. Councilmen Byork, Green, Liewer, Morris, Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Wright. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of November 19, 1974, the regular meeting of November 19, 1974, and the adjourned regular meeting of November 21, 1974, be approved as written. PUBLIC HEARINGS The Mayor announced that the time had arrived for public hearing to hear arguments for and against the adoption of a housing assistance plan for the Housing and Com- munity Development Act. The City Manager presented a report which reviewed the activities of the staff and consultants, Sheehan and Associates, since the Council authorized application for funds under the Housing and Community Development Act of 1974. The Manager recom- mended that the Council adopt resolutions notifying the U. S. Department of Housing and Urban Development of the. City's intention to apply for funds and certifying that input has been received into the decision making process, and continue the public hearing until December 17, 1974. Mr. Mark Briggs, 5078 Greenberry Drive, Sacramento, representing Sheehan and Associates, discussed the approach being taken by the Department of Housing and Urban Development under the 1974 Act, and called attenian to the questionnaire which was mailed to a cross-section of members of the community. The Council was furnished with copies of the questionnaire and ,-t he responses thereto, together with priorities of needs of the community as indicated by the responses. Mr. Briggs commended the work the Citizens' Advisory Board in the areas of the community development needs and housing priorities and needs for the City. The Mayor inquired if anyone present wished to be heard. Mrs. Ida Williams, 3964 Louise Street, spoke in opposition to seeking the Federal funds for urban renewal or redevelopment and questioned the amount being paid for consultant services. Mr. Richard C. Waranius, 12410 Long Beach Boulevard, stated he was opposed to application for funds if ?"'-` the money i.s fio be used for a program to convert more of the City property to low income housing. Mr. Briggs explained that the funds could be spent for many community projects such as crime prevention programs, code enforcement projects, child care center, and similar projects, in addition to housing programs, and that the grant application aids in pointing out the eligible projects under the Act. It was moved by Councilman Byork, seconded by Councilman Morris, that Resolution No. 74-110 be adopted. 'Hearing - The Mayor announced that the time had arrived for public '` Weed Abatement hearing on abatement of weeds upon certain parcels of land within the City. The City Manager presented his report and informed the Council that notice of public hearing had been posted and also mailed to the affected property owners, and that no protests have been received. The Mayor inquired if any one present wished to speak for or against the weed abatement program. There was no response. The City Engineer testified that in his opinion a nuisance exists because.of the dry and drying weeds. After concluding the hearing, the Mayor inquired how the weed abatement will be carried out, and the City Engineer informed the Council that the use of weed killers is being investigated. Res. No. 74-111 RESOLUTION N0. 74-111 entitled: "A RESOLUTION PASSING Directing Weed UPON OBJECTIONS AND DIRECTING THE SUPERINTENDENT OF Abatement STREETS TO ABATE THE NUISANCE OF DRY AND DRYING WEEDS THAT EXIST ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD." was presented. MANAGEMENT STTTDIES AND REPORTS Tri-city Fire The analysis of alternative approaches for providing Dept. analysis fire service for the cities of Lynwood, Downey and South Gate was discussed briefly with the Manager suggesting that the Council may wish to meet with the Council of Downey and South Gate to discuss the analysis. The Mayor requested the Manager to arrange a ,joint meeting with the other two City Councils. It was the consensus of the Council that an adjourned ~~ meeting would be held on Tuesday, December 10, 1974 at 4:30 p.m. to study the tri-city fire department report prior to meeting with the Councils of the other two cities. A report on contracting with the County of Los Angeles for animal control services was presented by the City Manager with the recommendation that the Council authorize the Mayor to execute the necessary agreement. He also recommended introduction of an ordinance which would adopt by reference the County ordinance governing animal control. Mr. George Baca, Director of the County Department of Animal Control, was present to describe the services the County would provide and to answer questions con- cerning the service. It was moved by Councilman Green, seconded by Councilman Morris, that the Mayor be authorized to execute an agreement with the County of Los Angeles for animal control service. An ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADOPTING BY REFERENCE PURSUANT TO SECTION 50022.2 OF THE GOVERNMENT CODE, ORDINANCE N0. 4719, OF THE COUNTY OF LOS ANGELES, AS AMENDED, PROVIDING FOR THE DEPARTMENT OF ANIMAL CONTROL, AND FOR THE LICENSING, IMPOUNDING, AND REGULATING THE KEEPING, SALE AND EXHIBITION OF ANIMALS IN THE CITY OF LYNWOOD AND AMENDING THE MUNICIPAL CODE." was presented for first reading. No. 4719 be set for January 7, 1975, at 7:30 p.m. The City Manager reported on the proposed reorganization of Public Works Department field operations and recom- mended that Council consider abolition of Street and Water Superintendent classifications and creation of Public Works Superintendent classification by adoption of RESOLUTION N0. 74-112 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE PERSONNEL CLASSIFICATION PLAN BY ABOLISHING THE CLASSI- FICATIONS OF STREET SUPERINTENDENT AND WATER SUPERIN- TENDENT AND ADDING THE CLASSIFICATION OF PUBLIC WORKS SUPERINTENDENT." The motion was seconded by Councilman Green. In discussing employment of an outside consultant, Councilman Rowe urged that the City's auditors, Lance, Soll and Lunghard, be considered since they have noted certain deficiencies in the present accounting system, and are familiar with municipal accounting. Councilman Mayor Liewer nominated Councilman Morris for Trustee Morris appt'd representing the City of Lynwood on the Southeast to SE Mosquito Mosquito Abatement District's Board of Trustees. Abatement Dist. It was moved by Councilman Green, seconded by Councilman Board Rowe, and carried, that nominations be closed and Councilman Morris be appointed Trustee. P.E.Station Councilman Green asked that whatever is necessary be rehabilitation done to improve the appearance of the Pacific Electric Railway station at Fernwood and Long Beach Boulevard. Minibus proposed He also asked that application for funds to provide mini-bus service for the community be investigated. L.B.Blvd. Improved lighting at the south end of the City along lighting Long Beach Boulevard was discussed. Trash pickup Councilman Byork commented on complaints he has received complaints concerning poor trash pickup service. He also asked what can be done to eliminate problem of picking up Christmas trees left out in the parkways for long periods following the holidays.
