ADJOURNED REGULAR MEETING DECEMBER 19, 1974
The City Council of the City of Lynwood met in an
adjourned regular session in Bateman Hall, 11331
Ernestine Avenue, on above date at 6:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, Rowe answered
the roll call.
Also present were City Manager Wright, Fire Chief
McDaniel, Assistant Chief Johnson.
Mayor Liewer announced that the purpose of the meeting Tri-city Fire
was to study Analysis of Alternative Ap roaches for Service Study -
Providing Fire Service in the Cities of Downe , Downey, Lynwood,
Lynwood and South Gate in joint session with the City South Gate
Council members of the cities of Downey and South Gate.
Mayor Jennings and Council members Scotto, Temple and
Winton answered the roll call for the City of Downey.
Councilman DiLoreto was absent. Also present were
City Manager Thompson and Fire Chief Wood.
Mayor Prukop and Council members Murdock, Sawyer and
Sheehy answered the roll call for the City of South
Gate. Councilman Cox was absent. Also present were
Chief Administrative Officer Zeise and Fire Chief
Wilke.
It was moved by Mayor Jennings of Downey, seconded by
Councilman Sawyer of South Gate, and carried, that
Mayor Liewer of Lynwood be named chairman.
Mayor Liewer introduced Mr. John Heiss, of Andersen,
Heiss & Hughes.
Mr. Heiss reviewed in general terms the study under- Analysis - by
taken and proceeded to analyze in more detail the Consultant
various phases of the study to supplement the written
analysis provided previously. By means of slide
projections detailed costs and alternatives which
might be considered by the three Councils in
developing joint fire service and cost sharing
approaches were presented. Among the charts
displayed were those dealing with the following:
Joint Fire Service Organization under a Joint Powers
Agreement, Statement of Objectives, Alternative
Approaches for Providing Fire Services, Options 1,
2 and 3.
Mr. Heiss expressed the view that Option #1 appeared
to be the most desirable and proceeded to analze that
option in depth as to the organization chart, services
to be provided, operating budget and comparative
advantages and disadvantages.
Changes in the organization chart as shown in the
Analysis were explained by Mr. Heiss, with particular
reference to the veto power.
Councilman Cox of South Gate arrived.
It was moved by Mayor Jennings of Downey, and Option #1
seconded, that Option #1 be approved in concept, and approved in
the three City Managers be authorized to proceed concept-agreement
with their respective City Attorneys in drafting a to be drafted
joint powers agreement and present it to the
individual Councils at their next meetings.

Various aspects of Option #1 were discussed informally
among the members of the City Councils and the members
of the staffs.
Mr. Heirs explained the variations in cost figures
and numbers of personnel in the Analysis and those
contained in the slide presentation. Councilman
Winton asked that the staff study and indicate what
the cost might be over the next four years, if each
city remained on its own.
