ADJOURNED REGULAR MEETING FEBRUARY 4, 1975
The City Council of the City of LYnwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7 p.m.
~- Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City Manager
Wright.
After discussing items appearing on the. agenda for the
regular meeting of February 4, 1975, it was moved. by
Councilman Byork, seconded by Councilman Green, and
carried, that the meeting adjourn.

The City Council of the City of Lynwood met in
a regular session in the City Hall, 11330 Bullis
Road, on above date at 7:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City
Manager Wright.
It was moved by Councilman Green, seconded by
Councilman Morris, and carried, that the minutes
of the adjourned regular meeting of January 21,
1975, and the regular meeting of January 21, 1975,
be approved as writteno
PROCLAMATIONS, COMMENDATIONS & PRESENTATIONS
Southwest Inclian The Mayor read a proclamation proclaiming February
Scouts Feather Day 21 and 22 as Southwest Indian. Scouts Feather Day.
2/21 and 2/22/75 It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that the proclamation
be authori,zed~
Res. Commendation Councilman Green read a resolution entitled: "A
Ed J. Miller RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD COMMENDING EDWARD J. MILLER FOR HIS
CONTINUING CIVIC CONTRIBUTIONS AND SERVICE TO THE
COMMUNITY." It was moved by Councilman Byork,
seconded by Councilman Rowe, and carried, that
the resolution be adopted.
Presentation by The Mayor commented on the many people in the
Bette Espeseth community whose extensive community and civic work
goes unrecognized, and introduced Mrs. Bette
Espeseth, a member of the Lynwood Community
Stablization Commission.
Mrs. Espeseth reviewed the many areas of community
health activities in which she is involved.
PUBLIC HEARING
Hearing - The Mayor announced that the time had arrived
App. of the Housingfor continued public hearing to hear arguments
& community Dev. for and against the filing of an application under
Act of 1874 the Housing aa~d Community Development Act of 1974.
The City Manager presented a report which reviewed
the actions which have been taken previously and
recommended that the Council take the following
action: 1. approve and. adopt the Housing Assistance
Plan and direct the City Attorney to prepare the
procedures for creating a Housing authority to
implement the programs and. achieve the objectives
of the Housing Assistance Plan of the City of Lynwood,
2. Approve and adopt an Affirmative Action Plan
for the City of Lynwood, and 3. Approve and adopt
the projects recommended by the Community Development
Advisory Board for funding upon the City's receipt
of the Community Development Grant Fund.

The i~tayor inquired if any one present wished to
speak for or against the matters being heard.
As there was no response, it was moved by Councilman
Green, seconded by Councilman Byork, that. the Council
approve the Housing Assistance Plan and direct the
City Attorney to prepare the procedures for creating
a Housing Authority to implement the programs to
achieve the objectives of the Housing Assistance Plan.

recommended by the Community Development Advisory Board

The City Manager requested the City Council to consider

services under the City Attorney's agreement.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the Council concur in
the City Manager's request.
MANAGEMENT STUDIES AND REPORTS
The Manager presented a report on revision of the City/school Dist.
~ oint City/School District agreement for public use agreement
recreational program and activities and recommended
that the Council approve the agreement and submit the
same to the School Board for review and approval.
It was moved by Councilman Green, seconded by Council-
man Morris, that the Council concur in the Manager's
recommendation. All members present voting aye, the
Mayor declared the motion carried.
The Manager presented a report on information Security Screening
received from the Lynwood Chamber of Commerce concerning for HUD houses
a new type of security screening for HUD houses. The
report was accompanied by pictures of the new type of
screening for the Council's consideration. The report
stated that the Chamber of Commerce has endorsed the
concept and has requested the City Council to go on
record in favor of security screening rather than
boarding up of HUD houses and to urge HUD and VA
officials to implement such a program.
It was moved by Councilman Green, seconded by
Councilman Morris, and carried that the Council concur

RESOLUTION NO. 75-10 entitled: "A RESOLUTION OF Res. 75-1.0
THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, Demands
ALLOWING AND ORDERING WARRANTS DRAWN THEREFOR," was
presented. It was moved by Councilman Byork,
seconded by Councilman. Morris, than Resolution No.

DEPARTMENTAL REPORTS
After discussing various .items appearing on Information Department
Bulletin No. 75-3, it was moved. by Councilman Byork, reports
seconded by Councilman Rowe, and carried, that the
bulletin be accepted and filed.
It was mowed by Councilman Byork, seconded by
Councilman Liewer, and carried, that the Citizen
Service Request Log 75-3 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that Public Works Department
Summary be received. and filed.
CITY CLERK'S AGENDA
It was moved by Councilman Byork:, seconded by Council- Easter Seal
man Morris, and carried, that the request from the fund drive
Easter Seal Society for Crippled Children & Adults 2/24 through
for permission to conduct annual fund campaign from 4/30
February 24 through April 30, 1975, be approved.
It was moved by Councilman Byork, seconded by Council- Girl Scout cookie
man Morris, and carried, that the Council approve sale 2/28 to
the request from Angeles Girl Scout Council for 3/10
permission to conduct a cookie sale from February
28 through March 10, with delivery to made from
April 4 through April 14.

man Byork, and carried, that the Council approve the
request from City of Hope for permission to conduct
its annual "Hope Sunday" fund. campaign on Tune 8, 1975•

approve requests from the following organizations
for renewal of exemption from license fees to
pick-up salvage material: The Gospel Army,. St.
Vincent de Paul Society, the Rescue Army, and Goodwill
Industries.
It was moved by Councilman Morris, seconded by
Councilman Rowe, and carried, that the Council deny
the claim for damages filed. cn behalf of Channarong
Luetum and refer %t to the city's insurance carrier.
