ADJOURNED REGULAR MEETING FEBRUARY 18, 1975
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7:00 p.m.
~" Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer and Rowe answered
' the roll call. Councilman Morris was absent.
Also present were City Attorney Murphy and City Manager
Wright.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that Councilman Morris' absence
be excused.
After discussing items appearing on the agenda for the
regular meeting of February 18, 1975, it was moved by
Councilman Byork, seconded by Councilman Liewer, and
carried, that the meeting adjourn.

The City Council of the City of Lynwood met in a

Mayor LIewer in the chair.
Councilmen Byork, Greer., Liewer and Rowe answered the
roll call.. Councilman Morris was absent.
Also present were City Attorney Mur°phy and City Manager
Wright.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that Councilman Morris' absence
be excused.
It was moved by Councilman. Byork, seccnded by Council-
man Green, and carried, that the minutes of the
adjourned regular meeting of February 4, 1875, and the
regular meeting of February 4, 1975, be approved as
written.
PRESENTATIONS, PROCIrAMATIONS, AND COMMENDATIONS
Presentation by The Mayor introduced. the Iionorable Frank Vicencia of
Assemblyman the 54th Assembly District, who spoke about proposed
Frank Vicencia legislative activities of concern tc the City of Lynwood.
Mr. Vicencia commented specifically about obtaining
Federal funds for low interest housing loans, funding
of education, proposed legislation in the area of
juvenile crime, and a solution to the Century Freeway
problem.
Presentation by Judge Huey Shepard of the Compton Judicial District
Judge Huey addressed the Council concerning the Compton Judicial
Shepard District National. Prior°ity Project and the Steering
Committee which has been organized to conduct the
functions he described. He asked that the City
Council adopt a resalution recognizing the Steering
Committee and delegating to it authority to perform
the functions described in the resolution and
designating it as a Criminal Justice Coordinating
Council a,s provided in the Crime Control Act of 1973.

man Green, and carried., that Resolution No. 75-1.1
be adopted.
r,a.stern Star The Mayor read a proclamation proclaiming February
Proclamation 28, 1975, as the Golden Anniversary of Lynwood Chapter
No, 438, Order of the Eastern Star. It was moved by
Councilman Byork, seconded by Councilmar! Green, and
carried, tY~at the proclamation be authorized.
Jr. Catholic The Mayor read a proclamation. designating the week of
Daughters February 15-22 as "Junior Catholic Daughters of
proclamation America Week." It was moved by Councilman Byork,
seconded by Councilman Green, and carried, that the
proclamation be authorized. Members of the Lynwood
Court were present to receive a copy of the
proclamation.
The Mayor read a resolution entitled: "A RESOLUTION Com~rendation
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Gardner McFarland
GARDNER C. MCFARLAND FOR HIS SERVICE TO-THE COMMUNITY."
It was moved by Councilman Green, seconded by Council-
man Byork, and carried, that the resolution be
adopted.
The Mayor introduced Councilman Alexander Sawicki,
of Bell Gardens, who was present in the audience.
PUBLIC HEARING
The Mayor announced that the time had arrived for EIR - Housing &
public hearing to receive testimony for or against Commuuiity
the Draft Environmental Impact Report for the Housing Development Act
and Community Development Plan. Following a review Grant Application
by the City Manager of the filing of an Environmental
Impact Report for the City's application for Housing
and Community Development Act funds, the Mayor inquired
if any one present wished to speak in favor of or in
opposition to the matter being heard. As there was
no response, the Mayor declared the hearing closed.
It was moved by Councilman Byork, seconded by Council-
man Green, that the Council certify the final Environmental
Impact report.

AWARD OF BIDS
Pursuant to a report and recommendation by the City Atlantic Ave
Manager, it was moved by Councilman Green, seconded Water Line Pry.
by Councilman Byork, that the bid for the Atlantic Bid awarded to
Avenue Water Line Project, No. 2-209-741, be awarded Pipeline Const.
to the low bidder, Pipeline Constructors, Inc., for
the bid price of $78,350.74.

MANAGEMENT STUDIES AND REPORTS
Res. 75-12 -
A report on rehabilitation and marketing of foreclosed Abandoned Housing
HUD and FHA properties proposed to be carried out in & Rehabilitation
cooperation with the County of Los Angeles Department Program
of Urban Affairs was presented by the City Manager.
The Manager recommended adopted of RESOLUTION N0.
75-12 entitled: "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF LYNWOOD AUTHORIZING THE COUNTY OF LOS
ANGELES DEPARTMENT OF IIRBAN AFFAIRS TO CONDUCT BUILDING
REHABILITATION WITHIN THE INCORPORATED AREA."
Mr. Arthur Freedman, 1437 South Atlantic, Los Angeles,
representing the County of Los Angeles Department of
Urban Affairs, was present to explain the program and
to answer questions about the manner in which it will
be carried out. He also explained the home. ownership
counseling program which will be done in an effort to
reduce possible future foreclosures.
It was moved by Councilman Green, seconded by Councilman
Byork, and carried, that Resolution No. 75-12 be adopted.
It was moved by Councilman Green, seconded by Councilman
Byork, and carried, that to the extent consistent
with law there be no "235" sales, and that the
counselor's report be considered before a sale is
made.
The City Manager presented a report on studies by
the staff and Planning Commission of mental and
child care facilities and recommended adoption of
Res. 75-13 RESOLUTION N0. 75-13 entitled: "A RESOLUTION OF
Mental and Child THE CITY COUNCIL OF THE CITY OF LYNWOOD EXPRESSING
Care facilities CONCERN AND DISPLEASURE REGARDING THE PLACEMENT
OF STATE MENTAL PATIENTS INTO CONVERTED CONVALESCENT
HOSPITALS AND PRIVATE HOMES WITHIN THE COMMUNITY,"
as recommended by the Planning. Commission. It was
further recommended that the resolution be forwarded
to the- Governor of California, Assemblymen Vincenia
and Lanterman, County Supervisors Hahn and Ward,
the Director of the State Department of Health and
other persons or agencies responsible for mental
and health care facilities.
It was moved by Councilman Byork, seconded by
Councilman Green, and carried, that Resolution No.
75-13 be adopted.
Housing Authority A report on creation of a Housing Authority was

LYNWOOD DECLARING THE NEED FOR A HOUSING AUTHORITY ~.~.

TO BE THE COMMISSIONERS OF SUCH AUTHORITY." It
was moved by Councilman Green, seconded by Council-
man Byork, that the resolution be adopted.
After questioning the need for a housing authority,
Councilman Rowe moved that the motion be amended
to put the matter over until the full Council is
present. Councilman Byork withdrew his second to
the motion and Councilman Green withdrew his motion,
and the Mayor declared the matter held over until
the full Council is present.
Rea. 75-14 A review of the proposed Comprehensive Labor
Opposing SB 275 Relations Measure, Senate Bill 275, was presented
re Labor Relations by the City Manager with the recommendation that the
legislation Council adopt RESOLUTION N0. 75-14 entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
OPPOSING THE PASSAGE OF SENATE BILL 275." It was
moved by Councilman Liewer, seconded by Councilman
Byork, and carried, that Resolution No. 75-14 be adopted.

75-15 entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD ADOPTING A 1995 FUNCTIONAL
CLASSIFICATION STUDY AS THE HIGHWAY ELEMENT OF THE
TRANSPORTATION PLAN WITHIN THE CITY OF LYNWOOD," as
requested by the State Department of Transportation.
It was moved by Councilman Green, seconded by Council-
man Byork, that Resolution No. 75-15 be adopted.

Absent: Councilman Morris.
Pursuant to a report and recommendation by the City
Manager, it was moved by Councilman Green, seconded
by Councilman Byork, and carried, that the Mayor
be authorized to execute a sub-agreement contract
with the County of Los Angeles under the Comprehensive
Employment and Training Act, Title VI.
FINANCE REPORT
RESOLUTION N0. 75-16 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA,
ALLOWING AND ORDERING WARRANTS DRAWN THEREFOR," was
presented. It was moved by Councilman Green, seconded
by Councilman Byork, that Resolution No. 75-16 be
adopted.

DEPARTMENTAL REPORTS
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that Information Bulletin No.
75-4 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Liewer, and carried, that Citizen Service Request
Log No. 75-4 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the report of Planning
Commission actions be accepted and filed.
CITY CLERK'S AGENDA
It was moved by Councilman Green, seconded by Council-
man Byork, and carried, that the request from the
American Cancer Society for a permit to conduct the
annual fund appeal during April, 1975, be granted.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the Council deny the request
from Pride Equals Respectability and Equality, Inc.,
for permission to conduct candy sales.
It was moved by Councilman Byork, seconded by Council-
man Liewer, that the Council grant the request of
the Peace Officers' Association of Lynwood, Inc. for
approval of the annual variety show and dance to be
held on May 10, 1975•

Councilman Green moved that the motion be amended tcry

COUNCIL AGENDA
Byork corrunents on Councilman Byork commented on the excellence of the
IDEAL program recent Chamber of Commerce IDEAL program, and
congratulated Chamber of Commerce Vice President
Mike Barrows, who was presented in the audience.
Green comments on Councilman Green asked that locations, one on Oakwood
property nuisancesAvenue north of Fire Station. #1 and one in the 4200
& Dial-a-ride block of Shirley Avenue be investigated and cleaned
up. With reference to his previous suggestions
regarding Dial-a-ride service, he asked that
possible conflict with the local taxi franchise be
investigated.

Councilman Green also asked that a member of the City

PUBLIC BUSINESS FROM THE FLOOR
Petition by The Mayor read a petition submitted by Andrew Papillion,
A. Papillion Jr. demanding that the City of Lynwood take immediate
action to correct the situation of the small
percentage of minority police .officers on the Lynwood
Police Department.
Mr. Papillion, 12202 South Atlantic Avenue, Lynwood,
addressed the Council to repeat the demands stated in
the petition, and to describe the circumstances of
his arrest and incarcerationo In response to
Mr. Papillion's demand for the name of the person
conducting tests for City employment, he was informed
that tests are conducted by State of California
Cooperative Personnel Services.
B. Anderson re Mr. Bill Anderson, 12013 Harris Avenue, addressed
POST survey the Council to request that the results of the POST
study of the Police Department be made public.
Mr. Richard C. Waranius, 12410 Long Beach Boulevard,
addressed the Council and invited Mr°. Papillion to

attend meetings of the various Commissions to see
that the black people are participating in the community.
It was moved by Councilman Byork, seconded. by Council-
man Green, and carried, that the meeting adjourn to
Wednesday, February 26, 1975, at 4:30 p.m.
