Councilmen Green, Liewer, Morris and. Rowe answered the roll call. Councilman Byork was absent. It was moved by Councilman Liewer, seconded by Councilman Green, and carried, that Councilman Byork's " absence be excused. Items appearing on the agenda for the regular meeting of March 4, 1975, were discussed. Councilman Byork arrived. Councilman Morris asked that a letter be sent to the Police and Fire Departments in commendation for their efforts to save the life of a child who fell into a swimming pool. The meeting was adjourned to executive session for discussion of a matter of litigation. REGULAR MEETING MARCH 4 1975 The City Council of the City of LYnwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7:30 p~m. Mayor Liewer in the chair. Councilmen Byork, Green. Tai e~~aer, Morris and Rowe answered the roll call, Also present were City Attorney John Murphy and City Manager Wright. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of February 18, 175, regular meeting of February 18, 1975, and adjourned regular meeting of February 26, 1975, be approved as written. PROCLAMATIONS Bicycle Safety March '75 Mth The Mayor read a proclamation declaring the month of March, 1975, as Bicyle Safety Month, It was moved by Councilman Byork, seconded by Councilman Green , and carried, that the proclamation be authorized. Mr. J. Blumfield, 5230 McCallum Street, South Gate , representing the Coordinating Council was present to explain the bicycle safety program. MANAGEMENT STUDIES AND REPORTS Fire Dept. Alternative A report on alternative methods of providing fire s protection service was presented by the City Manager. Since the City of South Gare has voted to annex to the Los Angeles County Consolidated Fire Protection District, the City Manager recommended that the Council direct staff to meet with surrounding governmental jurisdictions regarding the implementation of automatic aid agreements and to contact the County Fire Protection Da~strict for an updated proposal for annexation of Lynwood to the Fire Protection District. It was moved. by Councilman Byork, seconded by Councilman Green, and carried, that the Council concur in the Manager's recommendations. Res. 75-17 Declaring need A report on formation of a Housing Authority, held o f for Housing ver rom the previous meeting, was presented by the City Manager with the Authority recommendation that the Council adopt RESOLUTION N0. 75-17 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DECLARING THE NEED FOR A HOUSING AUTHORITY TG FUNCTION WITHIN SAID CITY AND APPOINTING ITSELF TO BE THE COMMISSIONERS OF SUCH AUTHORITY " It was moved by Councilman Byork, seconded by Councilman Green, that Resolution No. 75-17 be adopted. Absent: None. ~~ Acting as the governing body of the Lynwood Housing Authority, the Council considered RESOLUTION NO. 75-1 entitled: "A RESOLUTION OF THE COMMISSION OF THE HOUSING AUTHORITY OF THE CITY OF LYNWOOD APPOINTING CERTAIN OFFICERS THEREOF, FIXING THE COMPENSATION OF MEMBERS AND DETERMINING THE DATES_ Ok' :N[EE'Z'TNGS , rr After discussing the advisability of compensating "'~" members of the Council for attending Housing Authority Commission meetings, it was moved by Councilman Green, seconded by Councilman Byork, that the Resolution be adopted. Roll Call: ' Ayes: Councilmen Byork, Green, Liewer, Morris. Noes: Councilman Rowe. Absent: None. A report on parking in residential setback areas was presented by the City Manager with the recommendation that the Council direct staff to commence enforcement of the existing ordinance relating to such parking and that notification of the enforcement program and the way in which it will operate be sent to the residents along with their water bills. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that the Council concur in the Manager's recommendations. A report on maintenance of traffic .signals by City forces was presented by the City Manager.- The comparison of costs by City forces and by contract was discussed between Councilman Rowe and the Public Works Director and it was determined that the work to be done by City forces included maintenance of street lights, well motors and telemeter equipment, thereby making the cost for signal maintenance only, less if done by City forces. Following a general discussion of signal maintenance service, it was moved by Councilman Morris, seconded by Councilman Byork, and carried, that specifications be prepared and quotation for signal maintenance service be obtained. The Manager presented a report on the District Services - Real Attorney services relating to real estate practices Estate Enforcement enforcement and recommended that the Council consider the Real Estate Practices Commission recommendation to establish another meeting with a representative of the Consumer and Environmental Protection Division of the District Attorney's office to resolve the problems the City has with prosecution of violators of the real estate sign ordinance. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the Council concur in the recommendation of the Real Estate Practices Commission. National A report on the recommendation of the Lynwood Neighbors Community Stabilization Commission recommendation Organization that the City of Lynwood become a member of the National Neighbor's Organization was presented by the City Manager. Mr. Richard C. Waranius, a member of the Community Stabilization Commission, and Mr. Jerry Rokos, a member of the Real Estate Practices Commission, addressed the Council to explain how membership in the organization would benefit the City and their respective commissions in carrying out their functions. In discussing the organization, Councilman Rowe took exception to language used in material furnished and the article to which he referred was read by Mr. Waranius. It was moved by Councilman Byork, seconded by Council- man Green, that the City join the National Neighbor's Organization for a one year trial. FINANCE REPORT Byork, Green, Liewer, Morris, Rowe. RESOLUTION N0. 75-18 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, ALLOWING AND ORDERING WARRANTS DRAWN THEREFOR," was presented. DEPARTMENTAL. REPORTS It was moved by Councilman Byork, seconded by Councilman Green, and carried, that Information Bulletin No. 75-5 be accepted and filed. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that Citizen Service Request Log No. 75-5 be accepted and filed. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the Public Works Street Summary for February, 1875, be accepted and filed. CITY CLERK'S AGENDA Ord. first read Amend. Code re swimming pools etc. Res. 75-18 Demands Department reports It was moved by Councilman Byork, seconded by Councilman Jr. Catholic Morris, and carried, that the Council approve the request Daughters from the Junior Catholic Daughters for permission to easter egg: sale sell candy Easter eggs from February 28 to March 28, 1875. 2/28 to 3/28 It was moved by Councilman Byork, seconded by Council- man Morris, and carried, that the claim for damages filed by Mary Lee Stewart be denied and referred to the City's insurance carrier. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the Council grant the request of the Knights of Columbus for permission to hold a parking lot sale on March q, 1875, at 3889 Imperial Highway. It was moved by Councilman Liewer, seconded by Councilman Byork, and carried, that the claim for damages filed by John B. Mills be denied and referred to the City's insurance carrier. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that the requests of Charles Terry Glenn and Carolyn Glenn be rejected on the basis that there is no showing of mistake, inadvertence, surprise Claims for damages denied M. Letter from- A letter from Assemblyman. Frank Vicencia was read Vicencia in which Mr. Vicencia expressed his pleasure at meeting with the City Council. on February 18, 1975. COUNCIL AGENDA Meeting with The City Council agreed to adjourn to Tuesday, March consultants re 11, 1975, at 4:30 p.m. , o meet with consultants Finance Dir. regarding a Finance Director. The matter of appointment of a Community Stabilization Commissioner was held over. Discussion re Councilman Rowe provided deficit fund balance figures deficit fund for the Council's information and. inquired if the balances Manager has come up w%th some kind of a program. The City Manager commented on the hiring freeze and Capital Fund expenditure freeze, anal stated that a. financial update will. be provided o the Council, including passible layoffs. Comment re anti- Councilman Byork complimented the Chamber of Commerce graffitti prj . on the anti-graffito project, and Mr. Richard C. POST survey Waranius, project chairman, provided a progress report. Councilman Byork commented on the POST study of ,,,~,~ the Police Department operations which he is in the process of studying. PUBLIC BUSINESS FROM THE FLOOR Rev. Gray of Lynton Reverend Howard Gray of the Lynton Village Church, Village Church 3945 Carlin Avenue, addr=essed the Council to express dissatisfaction with the manner .n which the church was treated by City personnel regarding the conditional use permit granted the church i,n November. Discussion re apt Mr. Richard C. ~laranius addressed. the Council to house on Carlin complain about the conditions existing at an apartment house on Carlin Avenue. In discussing ways to alleviate conditions such as those described by Mr. Waranius, the Mayor asked that the Health Department be requested to become more involved. Mr. Waranius suggested the possibility of having those guilty of littering and spray painting be given an opportunity to work on anti.-litter programs on week-ends. Mr. Archie Legg, 3671 Platt Avenue, expressed appreciation for having return envelopes included with the water bills.
