ADJOURNED REGULAR MEETING APRIL 1, 1975
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7:00 p.m.
Mayor Pro tempore Green in the chair.
Councilmen Byork, Green, Morris and Rowe answered
the roll call. Councilman Liewer was absent.
It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that Councilman
Liewer's absence be excused.
After discussing the agenda for the regular meeting
of April 1, 1975, it was moved by Councilman Byork,
seconded by Councilman Rowe and carried, that the
meeting be adjourned.

The City Council. of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis
Road, on above date at 7:30 p.m.

Also present were City Attorney Murphy and City
Manager Wright.
It was moved by Councilman Byork, seconded by Council-
man Morris, and carried, that the minutes of the
adjourned regular meeting of March 18, 1975, and
regular meeting of March 18, 1975, be approved as
written.
COMMENDATION
The Mayor read a resolution entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING
J. C. RITCHEY FOR HIS CIVIC CONTRIBUTIONS AND SERVICE
TO THE COMMUNITY." It was moved by Councilman Byork,
seconded by Councilman Green, and carried, that the
resolution be adopted,

A report on the status of the general fund was presented Report re Gen'1
~-- by the City Manager. The Manager's recommendation fund status
relative to use of Fire Department personnel and
equipment was changed in that continued use of the
Fire Department snorkel was recommended.
After discussing the recommendation concerning
curtailment of overtime, it was moved by Councilman
Morris, seconded by Councilman Byork, and carried, that
the matter be tabled until the next regular meeting.
It was moved by Councilman Byork, seconded by Council-
man Morris, that the Council authorize the filling of
two police officer vacanies created by the TASC and
Burglary programs as well. as the clerk-typist vacancy
in the Treasurer's office.
Councilman Green's motion to amend the motion by
deleting position of clerk-typist failed for lack of
a second.

Mayor Liewer recognized Reserve Lt. Jack Buttrey who
introduced Reserve Sgt. John Francis Dennis, Harold
Green, and Walt Whi.ttig.
A report was presented by the City Manager on the
recommendations of the Recreation and. Parks Commission
that (1) groups reserving recreation facilities be
required to have security guards on duty, and (2) that
the Lynwood Jaycees be granted approval to conduct an
"olcl-fashioned Fourth of July program' on July ~1, 5, and
6, 1975.

it was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the Council concur in the
recommendation that hiring of security guards be
required.
After discussing expansion of the Fourth of July program
to three days, the matter was held over until the next "'"""`
regular Council meeting in order that specific information
may be provided about the types of games and rides
which will be provided for the proposed three-day event.
Request for A report on the request of Jones Lumber Company, 10761
Annexation - Jones Alameda Street, for annexation of property presently
Lumber in County territory on which they intend to expand
their operations was presented by the City Manager.
The Manager recommended that the Council authorize
staff to proceed with the necessary annexation
actions to initiate the proposal of Jones Lumber Co.
It was moved by Councilman Green, seconded by Council-
man Byork, and carried, that the Council concur in
the Manager's recommendation.
The Manager reported that negotiations have been
completed for the ac quisition of a portion of Lot 16,
Tract 2794, in conne ction with Long Beach Boulevard
widening Phase III, and recommended adoption of
Res. 75-26 RESOLUTION N0. 75-26 entitled: "A RESOLUTION OF THE
Acquisition of CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING

Workman Comp. A report on creation of a worker's compensation trust
Trust Fund fund reserve was presented by the City Manager with
the recommendation that Council authorize establishment
of worker's compensation insurance reserve and
appropriate reserve payments to the insurance claims
trust fund for that purpose.
It was moved by Councilman Green, seconded by Council-
man Byork, that appropriation of the funds be authorized,
After discussing the sufficiency of the $30,000
reserve recommended, it was moved by Councilman Morris,
seconded by Councilman Green, that the motion be amended
to provide that the reserve be increased to $50,000.

Amend. of refuse The City Manager presented a report on amendment of the
collection City Code to provide that no owner or occupant of a
procedures single family dwelling would be eligible for an exemption
from refuse collection fees, and recommended adoption

by Councilman Byork, seconded by Councilman Green,
and carried, that the ordinance be read by title only.
It was moved by Councilman Byork, seconded by Council-
man Rowe, that the ordinance be introduced.

A report on proposals for carrying out field survey Field survey -
work in connection with construction of cross-gutters cross gutters,
at various locations ( Gas Tax Project No . 198 ) was TEC Engineering
presented by the City Manager with the recommendation
that the proposal of TEC Engineering be accepted for
a fee not to exceed $3,650.
It was moved by Councilman Green, seconded by Council-
man Byork, that the proposal of TEC Engineering be
accepted.

Pursuant to the recommendations of the Traffic and
~'""' Parking Commission that parking be prohibited at any
~' time on the southside of Walnut Avenue from Birch
" to Spruce Streets, and that stop signs be placed at
the east and west apprcaches to the intersection of
Walnut Aven~.e and Spruce Street, the Manager
recommended that Council adopt RESOLUTION N0. 75-27
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AMENDING RESOLUTION N0. 67-g
DESIGNATING CERTAIN STREETS WHERE PARKING IS PROHIBITED
AT CERTAIN TIMES AND DESIGNATING CERTAIN INTERSECTIONS
AS A 'STOP' INTERSECTION."
It was moved by Councilman Green, seconded by Council-
man Byork, that Resolution No. 75-27 be adopted.

by Councilman Byork, seconded by Councilman Green, that

DEPARTMENTAL REPORTS
In discussing items appearing on Information Bulletin Department
No. 75-7, it was moved by Councilman Morris, seconded Reports

Planning Commission was studying the school district
request that State owned property north of Wilson
School be declared as open space, that the study
include all of the freeway right of way through the
city, if the freeway doesn't go through.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that Information Bulletin No.
75-7 be accepted and filed.
Councilman Rowe read from the minutes of the Personnel
Board meeting and questioned the City Manager concerning
the use of CETA employees.
Mayor Liewer read a letter from Mr. Bob Compton
commending the Planning Director and City Manager for
their work on the Lynwood Redevelopment Project.
It was moved by Councilman Green, seconded by Council-
man Byork, and carried, that the letter be accepted
and filed and copies placed in the respective personnel
folders.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the Citizen Service
Request Log 75-7 be accepted and filed.
It was moved by Councilman Byork, seconded by Council-
man Green, and carried, that the Public Works
Summary be accepted and filed.
Councilman Morris requested that consideration be
given to the improvement of the first alley west
of Atlantic Avenue.

carrier.

COUNCTL AGENDA
Enforcement of the ordinance regulating newsracks was
discussed and Councilman Morris asked that a report be
provided on the newsracks presently in front of the
""' Lynwood Post Office on Long Beach Boulevard.
Councilman Byork commended chairman of the Chamber
of Commerce beautification committee for the work being
done to eliminate graffiti in the city.

Councilman Byork also suggested that a meeting be arranged
with representatives from POST to discuss the survey
and it was suggested that the meeting be adjourned to
Monday April 7, at 7:30 p.m. for that purpose.
Councilman Rowe questioned the City Attorney about
placing the escrow for the sale of the Wright Road
property in a Santa Ana escrow office, and also questioned
the reason for the City's having paid revenue stamps
on the transaction.

It was moved by Councilman Morris, seconded by Council-
man Byork, and carried, that the appointments be accepted.
PUBLIC BUSINESS FROM THE FLOOR
Mrs . Helen Pearce, 11500 Long Beach Boulevard, addressed Inquiry re City
the Council to inquire if the City Manager is seeking Mgr.'s employment
employment elsewhere, and was informed that personnel
matters are discussed only in executive session.
Mr . Richard C o Waranius , 12410 Long Beach Boulevard, Discussion re
addressed the Council to inquire about week-end work week-end work,
crews which he had proposed at a previous meeting, nuisances, HUD
added assistance from the Health Department in abating houses
nuisances, and what can be done about uncut grass at
vacant HUD houses. He was told that the work program
will be discussed at a meeting with Judge Ricks of the
Compton Court, that staff is meeting weekly with the
Health Department representatives, and that the City
Attorney will report at the next meeting on abatement
procedures for unsightly yards.

Mr. Bill Anderson, 12013 Harris Avenue, addressed the
Council to inquire about allegations concerning actions
of the City Manager.
Mrs. Thelma Higgins, 5300 Cortland Avenue, addressed
the Council about the status of the General Fund
and questioned the salary increase for the position
of Assistant City Manager with the existing General
Fund deficit. Mrs. Higgins also commented on the
number of executive positions in the City administration
and on the book Satan is Alive and Well on the Planet
Earth.
