Councilmen Green, Liewer and call. Councilmen Byork, and of Lynwood met in an the City Hall, 11330 t 4:00 p.m. Rowe answered the roll Morris were absent. Budget Study - The City Manager informed the Council that Parks and Recreation and Recre~.tion Director Snavely would review his department .Parks budget for the 1975-76 fiscal year, Councilman Byork arrived. Account No. 1-1g0 (Recreation) was discussed, with particular reference to additional personnel and salaries. Mr. Snavely recommendea hiring two building maintenance and one custodian, positions presently funded under the CE~1•A program, which will soon end. ne also recommended retention of the two park security guards. Reclassification of the Clerk-Stenographer position as "Secretary" was discussed and the salary range being the same as that for the classification of Administrative Secretary was questioned. The City Manager informed the Council that all the Clerk-Stenographers are being reclassified as Secretaries but that the salary range will remain the same, and the salary differential between the Administrative Secretary classification and the Secretary classification will remain. He also stated the salary figure for secretary will be modified to reflect the correct figure. Centralized building maintenance and custodial service was discussed and no action was taken. In discussing Account No. 1-192 (Bateman Hall), it was noted that the Capital Outlay Fund request for a dressing room has been deleted. Account No. 1-195 (Parks and Grounds) was aiscussed and l~lr. Snavely noted that the Manager has recommendea deletion of two maintenance men and the park security guard. In aiscussing the need for the personnel deleted, Mr. Snavely also expressed his objection to the disparity between Public Works Department maintenancemen and Park 1epartment maintenancemen classifications. It was moved by Council- man Liewer, seconded by Councilman green, and carried, tnat the parx security guard be retained. Mr. Snavely informed the Council that a letter of agreement has been received from the State relative to the Lindbergh Park project. Account No. 1-1y8 (Natatorium) was reviewed ana the need for retention of the security guard was discussed. It was moved by councilman Liewer, seconded by council- man Byork, and carried, that funding for the security guard be retained and tnat the Council recommend that the Recreation and Parks Commission consider raising the natatorium admission fee to ~0~. *'^t In aiscussing capital projects for the Natatorium, Mr. Snavely described the need for the turnstiles proposed to be installed to solve the problem with gate crashers. Mr. Snavely called to the (;ouncil's attention the fact !~- that the department works on a seven-day basis and suggested that some type of consideration be given those employees that regularly work that way as they are not compensated i~or working week-end hours. He also suggested that there is a neea for evaluation of the Park Department personnel structure, and the Mayor suggested that he discuss the matter with the City Manager and perhaps he can bring his recommendation to the City council. Mr. Snavely also suggested the possibility of recognizing the contribution to the community of the many volunteers in the recreation program. After discussing with the Council various alternatives, Mr. Snavely said he will present a written proposal for the Council's consideration. Mr. Wright summarized the Council's decisions relating to the Recreation ana Parks budget as follows: 1) modify the budget to retain two security guards; 2) change the secretary's salary level; .~) forward to the Recreation and rarks Commission the matter of the change in Natatorium admission fees.
