Councilmen Byork, Green, Liewer, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Wright. Items appearing on the agenda for the regular meeting of September 2, 1975, were discussed. Pursuant to a request from the Community Stabilization Commission, it was agreed that the regular meeting of September 16, 1975, will be adjourned to October 1, 1975, for the purpose of holding a joint meeting with that Commission. Councilmen Byork, Green, Liewer, Morris and Rowe answered the roll call. Also present were City Attorney Murphy and City Manager Wright. Tt was moved by Councilman Byork, seconded by Councilman Green, and carried, that the minutes of the adjourned regular meeting of August. l9, 1975, the regular meeting of August 19, 1975, and the adjourned regular meeting of August 20, 1975, be approved as written. COMMENDATIONS The Mayor read a resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Res. of Commende MERVIL MILLER FOR HIS FAITHFUL EMPLOYMENT WITH THE Mervil Miller CITY OF LYNWOOD." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the resolution be adopted. A copy of the resolution was presented to Mr. Miller. The Mayor read a resolution entitled: "A RESOLUTION Res. of Commend. OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Edward Broesel EDWARD BROESEL FOR HIS FAITHFUL EMPLOYMENT WITH THE CITY OF LYNWOOD." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the resolution be adopted. A copy of the resolution was presented to Mr. Broesel. The Mayor read a resolution entitled: "A RESOLUTION Res. of Corrmiend. OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Larry Nolan, Sr. LARRY NOLAN, SR. FOR HIS FAITHFUL EMPLOYMENT WITH THE CITY OF LYNWOOD." It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the resolution be adopted. Mr. Nolan was present to receive a copy of the resolution. The Mayor read a resolution entitled: "A RESOLUTION Res. of Commend. OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Maurice Wood MAURICE WOOD FOR HIS FAITHFUL EMPLOYMENT WITH THE CITY OF LYNWOOD." It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the resolution be adopted. A copy of the resolution was presented to Mr. Wood. The Mayor read a resolution entitled: "A RESOLUTION Res. of Corrmien. OF THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING Glenn Earhart GLENN EARHART FOR HIS FAITHFUL EMPLOYMENT WITH THE CITY OF LYNWOOD." It was moved by Councilman Morris, seconded by Councilman Green, and carried, that the resolution be adopted. Councilman Rowe questioned the propriety of the candi- dat e s employer, the City's auditor, being included on the interview board, as well as another client of the employer, and the selection of the board and manner in which it was conducted was described by the City Manager. The Mayor introduced Mr. Rick Kermer and. Mrsa Kermer. Councilman Rowe stated that the City's auditor, Mr. Soll, served on the interview board, and as the candidate was Mro So.ll's own employee it ~,?as his opinion that their status as auditors for the City was impaired, and moved that the firm of Lance, Soll. and Lunghard be dismissed as auditors for the City and a suitable replace- ment be found as soon as possibleo The motion was seconded by Councilman Morriso Roll Call: Ayes: Councilmen Morris and Roweo Noes: Councilmen Byork, Green, Liewer. An ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ADDING ARTICLE IV TO CHAPTER 2 OF THE CODE, OF THE CITY OF LYNWOOD ESTAB- { LTSHING THE POSITION'OF FISCAL OFFICER." was pre- seated by the City Manager. It was moved by Councilman Byork, seconded by Councilman Green, that the ordinance be read by title only All members voting aye except Councilman Morris, who voted"n®," the Mayor asked that the ordinance be read in its entirety. Councilman Morris withdrew his negati~~e vote, and it was moved by Councilman Green, seconded by Councilman Byork, that the ordinance be introduce~~~ Mrs. Thelma Higgins addressed the Council in opposition to the ordinance and the increased cost to the taxpayers. Possible savings resulting from having a fiscal officer werediscussed by Councilman Green, specifically in negotiating more favorable insurance premiums, and Councilman Morris questioned dispositio~u of money saved iia worker's compensation insurance premiums since the City has been self-insured. Ordinance re Fiscal Officer introduced Bikeway System plan fund allocation Councilman Rowe stated that those in the audience should be informed that the ordinance previously ~~ FINANCE REPORT RESOLUTION N0. 75-103 entitled: "RESOLUTION OF THE CITY Res. No, 75-103 COUNCIL OF THE CITY OF LYNWOOD ALLOWING AND APPROVING Demands THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. Absent : No:ze o DEPI~RTMENTAL REPORTS Councilman Morris inquired about repainting of house numbers on curbs and Mr. Larry Lilliard, Chairman of the Traffic and Parking Commission informed the Council that the matter has been investigated by the Commission. He indicated that the advantage of using a contractor to carry out the project would be in uniformity of numbers and quality control which might not be obtained by having the project done by youth of the community. Councilman Byork asked that a definite proposal be present by the next meeting. He also noted that the green and red curb markings are in need of repainting. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that Information Bulletin No. 75-17 be accepted and filed. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that Citizen Service Request Log No. 75-17 be accepted and filed. It was moved by Councilman Byork, seconded by Councilrr~an Claims denied - Morris, and carried, that the claims for damage filed Pacific Telephone on behalf of Pacific Telephone Company and Thomas A o Thomas A.Micklewright Micklewright be denied and referred to the City's insurance carrier. COUNCIL AGENDA (NEW BUSINESS Councilman Morris commented on the fact that a Generator for generator had been purchased to provide emergency emergency power - power, and asked that the Council be provided with report requested a report as t;~ when it can be installed and the costs of installation. Mayor Liewer nominated Mrs. Marie King for appoint- ~`° Marie King meat to the Real Estate Practices Commission, It appt'd to R.E. was moved by Councilman Morris, seconded by Practice Com. Councilman Byork, and carried, that nominations be closed and the Clerk directed to cast a unanimous ballot for Mrs. Kingo Frank Nation Councilman Green nominated Mr< Prank Nation for appt'd to appointment to the Planning Commission to fill the Plan. Com. unexpired term of Mr. Ralph Herbold. It was moved by Councilman Green, seconded by Councilman Morris, and carried, that a unanimous ballot be cast for Mr. Nation. George Martini Mayor Liewer nominated Mr o George 0 . Martini for appt'd to Rec. appointment to the Recreation and Parks Commission. & Parks Com. It was moved by Councilman Byork, seconded by Council- man Green, and carried, that the Clerk be directed to cast a unanimous ballot for Mr. Martini. Mrs. King and Mr. Martini were administered the oath of office by the City Clerk. RTD DIrectors Councilman Byork asked for an indication of how Election the Council wishes him to vote at the forthcoming election of the Southern California Rapid Transit District Board of Directorso It was moved by Councilman Green, seconded by Councilman Liewer, that Councilman Byork be instructed to vote for Mrs. Simons of Long Beach< Roll Call: Ayes: Councilmen Green and Liewer. Noes: Councilmen Morris and Rowe. --•a Absent: None. .Abstaining: Councilman Byorko Councilman Byork was excused from the remainder of the meeting at 10 p.m. Complaint re Councilman Green asked that a meeting be arranged ambulance with the ambulance company operators in an effort sirens & dog to curtain unnecessary use of sirens, He also asked sweep by pound that the County Dog Pound be contacted about another sweep of the Gity.
