HomeMy Public PortalAboutResolution 09-11 Updated Housing PolicyRESOLUTION 09-11 A RESOLUTION OF THE CITY OF McCALL, IDAHO, PROVIDING FOR AN UPDATED COMMUNITY HOUSING POLICY, PROVIDING FOR RELATED MATTERS, AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Chapter 7- Housing of the McCall Area Comprehensive Plan (adopted on December 13, 2007) includes the following goals: I. Provide a variety of quality housing types for current and future residents. II. Work with Valley and Adams counties to provide a coordinated and comprehensive approach to addressing housing needs. III. Support community housing efforts as part of the vision for a diverse and year-round economy. IV. Support a variety of housing opportunities affordable for low- to middle -income employees and persons with special needs including seniors V. Support multi -faceted strategies to address affordable housing comprehensively and equitably in a manner that is acceptable to the community; and WHEREAS, the Chapter 7- Housing of the 2007 McCall Area Comprehensive Plan contains the following objectives: • Encourage geographic diversity of housing types within the residential areas of McCall. • Manage the impact of major development proposals and expansions of the Area of Impact. • Require, and/or, provide incentives for community housing. • Analyze the potential demand for second homes in the city and Area of Impact. • Through economic diversification efforts, strive to maintain the mix of housing at approximately 60 percent second home and 40 percent primary home. • Preserve older homes and established neighborhoods. • Ensure that all new residential developments comply with the Americans with Disabilities Act (ADA). • Encourage housing and neighborhood design standard development which preserves and protects the high -quality natural environment. • Support the recommendations of the 2005 Housing and Market Needs Assessment. o Support local capacity possibly through a housing authority to address current and ongoing housing needs. o Implement inclusionary zoning requirements requiring new subdivisions to provide for a range of housing types and prices. o Implement commercial and residential linkage programs that make new development responsible for at least partially addressing the need for housing directly generated by it. o Facilitate/encourage the development of permanently -affordable, mixed -income rental housing for year-round residents in small projects, first in Donnelly and McCall then in other communities as growth continues. • Work with Tamarack and construction contractors to provide housing that is designed specifically for seasonal employees including resort and construction workers. • Facilitate/encourage the development of entry-level home ownership opportunities in both Adams and Valley counties that is deed restricted for permanent affordability. Resolution 09-11 Housing Policy 1 " Encourage non-profit housing organizations to develop housing and expand housing programs in the area. " Provide city and county general funds for housing or establish a local source of revenue specifically for community housing since new development cannot be required to address existing housing deficiencies. " Provide publicly -owned land for community housing projects. " Improve local record keeping systems to monitor development activity, calculate the housing demand generated by this development, assess changes in the housing supply, identify trends and evaluate progress toward meeting housing related goals. " Consider establishing quantitative objectives for community housing. Evaluate zoning and development codes amendments to remove barriers to, and provide incentives for community housing development. " Address public perceptions about community housing in a proactive manner. " Consider adopting a requirement that community housing be provided as part of all annexations. Encourage/facilitate the provision of permanent housing for construction workers and their families to more fully reap the economic benefits of the construction boom. " Evaluate provisions and appropriate locations for mobile home parks. " Support homebuyer education/counseling program so that employees can qualify to purchase homes that are developed. " Encourage/facilitate non -profits to provide emergency shelter and transitional housing for victims of domestic violence, and encourage units targeted for persons with special needs in all community housing projects. " Encourage/facilitate rental housing for low income seniors and explore other housing options for retirees that will reduce the extent to which they compete with employees for housing; and WHEREAS, the City of McCall adopted Resolution 05-19, McCall Housing Policy, to advance the objectives outlined in Housing Market and Needs Assessment (Housing Needs Assessment) for Valley and Adams County that was completed in July 2005 and implement the goals and objectives of the 2000 McCall Comprehensive Plan; and WHEREAS, maintaining a housing inventory for a year round resident population that comprises forty percent of the total housing inventory as the community grows will likely require some form of community housing assistance ; and WHEREAS, the City of McCall has assets at its disposal to address this community housing need, including: " The ability to adopt regulations, " Public land, " Staff resources, " The Urban Renewal Agency of the City of McCall, " Access to federal and state resources, and " A regional partnership with the other local governments of Valley and Adams Counties (The Valley Adams Planning Partnership) " Valley Adams Regional Housing Authority (VARHA) Resolution 09-11 Housing Policy 2 NOW, THEREFORE, it is resolved by the Mayor and City Council of the City of McCall, Valley County, Idaho, as follows: Section 1: To assure the existence of a supply of desirable and affordable housing for persons currently employed and future employed in the McCall area, persons who were employed in the McCall area prior to retirement, the disabled, and other qualified persons of the McCall area, the City of McCall adopts the following Community Housing Policy: 1. Responsibility 1.1. The City of McCall is responsible for developing and implementing a community housing program to meet the needs of its citizens. 1.2. The City of McCall will develop and implement this program in partnership with other local, regional, state, and federal agencies. 1.3. The City of McCall will regularly refine its community housing policy to reflect new information and changing market conditions. 2. Seasonal/Year Round Housing Mix 2.1. McCall's Community Housing Program will strive to be designed and implemented to maintain the ratio (60/40) of seasonally -occupied homes to year round primary residences as the community grows. 3. Intended Beneficiaries 3.1. McCall's Community Housing Program will be designed to benefit: 3.1.1. Low, moderate, and middle income families 3.1.2. Local workers 3.1.3. Senior citizens 3.1.4. Special needs populations 4. Income Targets 4.1. The policy will develop housing targeted to meet the needs of the following household types: 4.1.1. Low Income — 50% of median income 4.1.2. Moderate Income — 80% of median income 4.1.3. Middle Income — 160% of median income 5. Job/Housing Relationship 5.1. Community housing will be developed primarily for people with jobs in the community. 5.2. McCall will strive to house at least 50 percent of its workforce within city limits. 6. Production Goals 6.1. The Production Goals need to be defined with an updated Housing Market and Needs Assessment. 7, Ownership/Rental Mix 7.1. McCall will develop community housing to maintain at least 65 percent owner occupied housing within the year round resident community. 8. Location/Unit Type 8.1. Community housing requirements for new development will be met within the geographic boundaries of new development to the extent possible. 8.2. Mixed use projects will be encouraged to incorporate community housing into commercial and industrial areas. 8.3. Public community housing resources will focus on infill and redevelopment to: 8.3.1. Maintain and enhance existing neighborhoods; 8.3.2. Promote a jobs -housing balance; 8.3.3. Reduce reliance on the automobile; and Resolution 09-11 3 Housing Policy 8.3.4. Promote smart growth principals and reduce sprawl. 9. Design and Quality 9.1. Community housing is civic architecture and reflects the values of the community. 9.2. Community housing should be designed to fit its context. 9.3. Design within budget is a characteristic of good design. Section 2: McCall City Council directs staff to develop incentive ordinances in the future to implement the Community Housing Policy for consideration by the Planning & Zoning Commission and the City Council. Section 3: McCall City Council directs staff to aggressively pursue state and federal resources to help implement the Community Housing Policy. Section 4: McCall City Council requests that the Planning & Zoning Commission develop incentives for the construction of community housing as a part of the Commission's update of the City's Zoning and Subdivision Ordinances. Section 5: McCall City Council requests that the Urban Renewal Agency consider community housing as a significant element of the update of the City's Urban Renewal Plan. Section 6: McCall City Council commits to working in partnership with the private sector, the communities of the Valley Adams Planning Partnership, Valley Adams Regional Housing Authority, the State of Idaho, and the federal government to develop and manage community housing in the region. Section 7: This Resolution shall take effect and be in force from and after its passage and approval.
