ADJOURNED REGULAR MEETING DECEMBER 2, 1975
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris, and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager Wright.
Proposed acq. Acquisition of the former site of the Will Rogers School,
of State now owned by the State, for possible joint use by the City and
~~surplus prop. school district, was discussed. Mr. Dan Goble, of CALTRANS,
was present and explained the procedure followed by the State
in disposing of surplus property.
After discussing items appearing on the agenda for the
regular meeting of December 2, 1975, at 7:30 p.m., it was
moved by Councilman Byork, seconded by Councilman Green,
and carried, that the meeting adjourn.

The City Council of the. City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above

Councilmen Byork, Green, Liewer, Morris and Rowe
answered the roll call.
Also present were-City Attorney Murphy and City Manager
Wright.
It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, *hat the minutes of the
adjourned regular meeting of November 18, 1g75, and the
regular meeting of November 18, 1875, be approved as
written. The mayor requested that YZ:~ti~ remarks to
Mrs., Feryanitz be included in the minutes. under Oral

PROCLAMATION
The Mayor read a proclamation designating the month of Proclamation
January, 1976, as "MarcYa. of Dimes Manth." It was moved March of
by, Councilman Byork, seconded by Counc~_lman Green, and Dimes
carried, that the proclamation be authorized..

PUBLIC HEARINGS
The Mayor announced that the time had arrived for continued Hearing -
public hearing. on the proposed adoption of General. Flan Gen'1 Plan
Elements. The City Manager informed f:he Council that the Elements
final element to be considered wa= *he Land. Use Element,
and requested a report from the Planning Dir=ector.
Planning Director Rice referred to an addendj_a.m previously
provided for the Council, and asked Mr. Owen Menard to
review the addendum.
Mr. Owen Menard,-222 West Foothill Boulevard, Claremont,
addressed the Council to review the dcc~;~ment which has
been prepared to assure compliance w~,th the State l.aw and
consistency of the zoning crd.lnance w~:t.h the General Plan,
and suggested that it be added as an addendum to the Land
Use Element being considered

It was moved by Councilman Green., seconded by Council-
man Morris, and carried, that the Counc~.l concur In
the-project recommendations of the Housing and
Community Development Advisory Board.
AWARD OF BIDS
As requested by the. City Mar•~ager, it was moved by
Councilman Byork, seconded by Counca.lma,n Green, and.
carried, that the bids for house numbering be tabled
for two weeks.
Pursuant to the recommendation of the C'~ty Manager,
it was moved by Councilmanb Green, seconded by
Councilman Byork, and carried, t:~at; tre Council
reject all bids for a fire rescue track cab ~.nd
chassis (Project No. 5-1~5-'~~3;~, ar~d readvertise for
bids, using original spec:'_fications for sa~~.d project ,
MANAGEMENm ,STUDIES AND REPORTS
The City Manager presented a reprt on the proposed
relocationof the Pacific Electric depot:, and
recommended that the Council auth~c~r:?ze stain to
develop a cooperative agreement- with CALTRANS to
effect th.e relocation.
Mr. Tom Lacey, Chairman of the ~"ham.ber of Commerce
committee concerned with: the pre4en~.°ats~on and
proposedrelocation of thebuilding, reviewed the
CALTRANS proposal and informed the Council that the
Committee feels that it is feasible to move the
building, the relocation of which is contingent
on the ultimate construction of the I-105 freeway.
It was moved by Councilman Morris, seconded by
Councilman Green, and carried, that the staff be
authorized to negotiate with CAL-TR.AN,S and theGhamber
of Commerce for the proposed relocation of the
Pacific Electric depot,
The City Manager requested. that a joint sessi_~n cf
the-City Council, Hou irxg Authority, and Surpl?~s
Property Commission be called.

The City Attorney reviewed the referendum petition Ref. petition
certified at the November 18, 1975, meeting, and
informed the Council it could either repeal Ordinance
No. 991,, to which the petition referred, or place the
matter before the voters at the March 2, 1976, election.
It was moved by Councilman Byork, seconded by
Councilman Green, that the matter be referred to the
voters at the March election.
Councilman Mcrris.and Councilman Rowe spoke in
opposition to placing the matter on the ballot.
Mrs. Thelma Higgins, 5300 Cortland Avenue, Lynwood, T. Higgins re
addressed the Council to suggest that many people had Ref. F?etition
worked for 30 days on the referendum. petition feeling
it was in the best interests of the city

It was moved. by Councilman. Green., seconded by Rept.requested
Councilman Liewer., to authorize staff to provide
factual. information. to the Council and public regard-
ing the creation and need for a position of fiscal
officer.
Mrs. Peggy Meyers,_5164 Century Boulevard, commented
on the need for the information requested by
Councilman Green, and inquired if the City can use
Citty funds to campaign in favor of Ordinance 991,
and she was informed it would be an inappropriate
expenditure of public money to circulate a mailer
throughout the community in favor of the
proposition.
Mr. Dave Richman, 11106-B Benwell Drive, and
Mrs. Kathy Green, 3958 Louise. Street, questioned the
need for the statement requested by Councilman Greeno
Mr. Richard C. Waranius, 12416 Long Beach. Boulevard,
spoke in fatror of the statement regarding the need
for a fiscal. officer.

School consolida- A report on. the request of the Compton Unified
Lion denied School Districtto consolidate a special. election
with the Lynwood General Municipal Election on
March 2, 1976, was read. In discussing the
consolidation,, Mrs. Adele Fratt, 5422 Olanda Street,
spoke. in opposition to the polls remaining open
until 8 p.m. It was moved. by Councilman Morris,
seconded by Councilman Green, and carried, that the
request for consolidation be denied.

Candidate's The cost of the Candidate's Statement for the 1976
Statement General Municipal Election was. discussed, and it
was moved by Councilman Rowe, seconded by
Councilman Green, that none of tthe cost be paid by
the City.

It was. moved by Councilman Morris., seconded by
Councilman Green, and carried,. that. the limitation on

ballot and voter's pamphlet.
The proposed repeal of the candidate filing fee
required by Ordinance No. 956 (Code Section 2-7) was
discussed,, and it was agreed that the fee-would remain
unchanged.
The request of James McKnight for permission to rent McKnight
State-owned property at Long Beach Boulevard and re-rental
Fernwood Avenue was discussed< It was moved by granted
Councilman Green, seconded by Councilman Morris, and
carried, that the request. be granted subject to
compliance with conditions established by the Planning
Department, as follows: All gas tanks must be removed;
al.l gas pumps must be removed and properly sealed, and
no flags, banners or signs may be displayed on the site
except as allowed by Ordinance No. 808.
It was moved by Councilman Green., seconded by Christmas tree
Councilman Morris, and. carried, that the Council grant sale app'd
the request of the Lynwood Assembly of God Church,
11984 Santa Fe Avenue, for permission to conduct a
Christmas Tree sales lot,
COUNCIL AGENDA
Councilman Rowe spoke to refute statements made at the Accrued vaca.
previous Council meeting to the effect that none of the & sick leave
Council knew anything about a former City Manager being
paid accrued vacation and sick leave pay at the time it
occurred.
Mayor Liewer announced that Councilman Byork has been
reappointed to the Los Angeles. County Citizens Economy
and Efficiency Commission. He also announced that the
annual Prayer Breakfast i~ily:.b~ held at the Methodist
Church on December 6 at 8:30 a.m.
PUBLISH BUSINESS FROM THE FLOOR
Mr. George Ellison, 11205 Birch Street, addres~ed Lhe .Council to G.Ellison
complain about a resident of a rest home on Imperial re rest home
Highway being permitted to leave the home without proper
supervision. The Mayor asked-the City Manager to contact
the Police Department about the complaint a.nd inform
Mr. Ellison what action wi11 be taken.
Mrs. Peggy Meyers, 516+ Century Boulevard, addressed the pe Meyers re
Council to inquire if the job of Fiscal Officer has been Fiscal Officer
suspended, and she was informed that it was not. Payment
of the employee occupying the position was questioned by
Mrs. Meyers, and the status of the position was explained
by the City Attorney. Mrs. Meyers asked those present to
join in a taxpayers' suit against the Gity for an injunc-
tion and a ruling on the status of the position in
relation to the referendum.

Councilman. Rowe commented on the fact that
Ordinance Noe 9gl contains duties which cannot
now be performed by the fiscal officer, and
indicated that as a private citizen he wished
to join in the taxpayers' suito
J. Rokos re Mr. Jerry Rokos, 1221.7 Bullis Road, asked. about
Fa.scal Officer the status of the fiscal officer should the
& Commission voters reject Ordinance No. 991,, and the City
consolidation Attorney explained the effect of such a result .
Mr. Rokos also inquired if arguments for and
against the measure will be allowed and tree
City Attorney indicated that he understands
that the proponents would have had to submit an
argument with the petition and the City Council
is th.e exclusive agency to prepare an opposing
argumert~
In response to Mr. Rokos' comments on the
proposed merger of the Community Stabilization
Commission and the Real Estate Practices
Commission., the City Manager stated. that he is
working to provide improved staff assistance to
the Stabilization Ccmmissiono

the Council regarding making. information for
the public available in the City Hall.
L.Dudenhoffer Ms o Lynne Dudenhoffer addressed the Council to
