ADJOURNED REGULAR MEETING. JANUARY 20, 1976
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7:00 p.m.
r-- Mayor Liewer in the chair.
~ Councilmen Byork, Green, Liewer and Rowe answered the roll
r' call. Councilman Morris was absent.
Also present were City Attorney Murphy and City Manager Wright.
After discussing items appearing on the agenda for the
January 20, 1976 regular meeting, it was moved by Councilman
Byork, seconded by Councilman Green, and carried, that the
meeting be adjourned.

REGULAR MEETING JANUARY 20, 1976
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Liewer in the chair.
Councilmen Byork, Green, Liewer, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Wright.
It was moved by Councilman Byork, seconded by Councilman
Green, and carried, that the minutes of the adjourned
regular meeting of January 6, 1976, the regular meeting
of January 6, 1976, the adjourned regular meeting of
January 13, 1976 be approved as written.
COMMENDATION
Res. of Corrnnend. The Mayor read a resolution entitled: "A RESOLUTION OF
Jerry Rokos THE CITY COUNCIL OF THE CITY OF LYNWOOD COMMENDING
JERRY ROKOS FOR HIS OUTSTANDING CONTRIBUTION TO THE CITY
OF LYNWOOD." It was moved by Councilman Byork, seconded
by Councilman Green, and carried, that the r?esolution be
adopted. Mr. Rokos was present to receive a copy of the
resolution.
Feethext_~.D~.~s::i ~ Theme Mayor .read a proclamation designating the days of
proclaimed ~'eh~zn8~y120v~nd~~21, ~~:g7g:'~.s "Feather Day.' It was moved
by Councilman Byork, seconded by Councilman Green, and
carried, that the proclamation be authorized.
Mr. J. Wilde, representing the Southwest Indian Scouts,
was present to receive a copy of the proclamation.
MANAGEMENT STUDIES AND REPORTS
Water Tank Bid The City Manager reported the plans and specifications
authorized had been completed for restoration pf three elevated
water tanks (Project No. 2-209-754' and recommended
that the Council approve the specifications and author-
ize a call for bids at 2:00 p.m. on February 11, 1976.
At the request cif the City Manager, Public Works
Director Alvarado reviewed the plans and informed the
Council that it is proposed to paint the tanks blue as
illustrated in the pictures on display. It was moved
by Councilman Byork, seconded by Councilman Green, and
carried, that the Council approve the plans and
specifications and authorize the call for bids.
Imperial Hwy. The. City Manager presented a report on the Imperial
lighting imprv. Highway lighting improvement project (Gas Tax Project
project bid No. 6-150-201) and recommended approval. of the plans
authorized and specifications and authorization to call for bids
at 2:00 p.m. on February 11, 1976.. It was moved by
Councilman Morris, seconded by Councilman Green, and
carried, that the Council. concur in the City ...,,,,
Manager's recommendations. `"
Write-off of A report on uncollectible water accounts was presented
uncollectible by the City Manager with the recommendation that the
water accts. Council authorize staff to charge-off a list of
authorized accounts receivable totalling $809..59 to bad debt
expense. After discussing advisability of enacting
an ordinance to provide for a penalty for non-payment
of water bills and to allow staff to write- off small
balances, it was moved by Councilman Byork, seconded
by Councilman Green, and carried, that staff be
authorized to write-off accounts receivable totalling
$809.59•

A report on the need for increased working capital.-in
the Workers Compensation Insurance Trust Fund was
presented by the City Manager and it was moved by
Councilman Morris, seconded by Councilman Byork, that
the insurance claim trust fund be increased to $5,000.

FINANCE REPORT
Resolution No. 76-5 entitled:. "A RESOLUTION OF .THE

presented, It was moved by Councilman Green,
seconded by Councilman Byork, that Resolution No. 76-5
be adopted.

Councilman Green, and carried-, that Citizens' Service
Request Log No. 76-2 be accepted and filed.
It was moved by Councilman.Gr°een, seconded by
Councilman Byork, and carried,-that the report of the
Planning Commission actions of January 13, 1.976 be
accepted and filed.
CITY CLERK'S AGENDA
It was moved by Councilman. Byork, seconded by
Councilman Morris., and carried, that the Council
approve the request from Goodwill. Industries for a
renewal of their exempt license for collection of
salvage material.

Jaycee Week The Mayor read. a, proclamation designating the week
proclaimed of January 18 thrc-ugh 25, 1976, as Jaycee Weeko It
was moved by Gounci~man Byork, seconded by
Councilman Green, and carried, that the proclamation
be a.uthcri.zed. A. copy of the proclamation was
presented to Mr. Wes Wa.rvi, representing the Lynwood
Jaycees.
COUNCIL AGENDA
Councilman Morris commented on the excellent report
on fire services submitted by Fire Chief Johnson.
Chief Johnson
commended Councilman Green commended Chief Joohnson and Building
Official Sanders for progress being made in cleaning
up the 64 unit apartment stx°~.~-cture on Santa Fe Avenue.
The Mayor announced-that a Lynwood Redevelopment
Agency meeting would fo~lcw the Council. meeting. He
also announced a free medical. examination program
which would be provided to Lynwood Senior Citizens
by the Center for Aging
The Council agreed to hold ~u~ver appointments to fill
vacancies on the vara.o?~s commascions.
PUBLIC BUSINESS FROM THE FLOOR
A. Legg re Mr. Archie Legg, 367 Platt Avenue, informed the
dog nuisance Council that the dog prcbl em about which he spoke at
the previous meeting Maas r~.ot been corrected.

adjourned in memory of Dr. Dc.nald Newman to
