COUNCIL MINUTES
SPECIAL MEETING - OCTOBER 269 1994
The special meeting of the Bal Harbour Village Council was
held on Tuesday, October 26, 1994, in the Council Chamber at Bal
Harbour Village Hall. The meeting was called to order at 11:40
a.m. by Mayor Spiegel. The roll was called and those present were:
Mayor Estelle Spiegel
Assistant Mayor Matthew B. Blank
Councilman James E. Boggess
Councilman Andrew R. Hirschl
Councilman Sol M. Taplin
Also present: Edward A. Gross, Village Manager
Jeanette Horton, Village Clerk
As a quorum was determined to be present,'tthe meeting
commenced.
96 Street Reconstruction and Resurfacing -Force Main
Relocation: Mr. Gross explained in order to keep this project
in the Florida Department of Transportation schedule, the Village
must insure the force main and other Village owned properties are
relocated. He 'further explained monies are reserved for this
project. He then proceeded to request to enter into a contract
with the Florida Department of Transportation subject to the review
by himself and the Village Attorney.
Councilman Taplin questioned if this work is necessary. Mr. Gross
replied yes, he has reviewed this with Mr. Wheldon, Public Works
Supervisor, and with the Village's engineers Craig Snith &
Associates.
Assistant Mayor Blank questioned the cost of this project. Mr.
Gross replied approximately $60,000.
A motion was offered by Councilman Boggess, and seconded by
Councilman Taplin to approve this project. The motion carried with
the vote as follows: Mayor Spiegel aye; Assistant Mayor Blank aye;
Councilman Boggess aye; Councilman Hirschl aye; Councilman Taplin
aye.
Executive Session:
The purpose of this session is to discuss the litigation of Case
Number 04 -00623 Village of Bal Harbour v City of North Miami. The
Village Clerk stated the following peoples will be in attendance:

1Councilman Hirschl arrived during discussion of 96th Street
Reconstruction and resurfacing.

At this time the Executive Session was commenced and the Village
Clerk left the meeting.
At the end of the Executive Session Mayor Spiegel reconvened the
Special Meeting of the Bal Harbour Village Council at 1:15 p.m..

There being no further business to come before the Council the
meeting adjourned at 1:17 p.m.
