It was moved by Councilman Rowe, seconded by Councilman Morris, that the minutes of the adjourned regular meeting of February 17, 1976, and the regular meeting of February 1'~, 1976, be approved as written, Roll Cello Ayeso Councilmen Byork, Green, Morris, Roweo Noeso Nane. Absento Councilman Liewer. Because of the large number of people present, the meeting was adjourned to Room II of Bateman Hall. The meeting was reconvened in Room II, Bateman Hall, at 7:45 p.m. CERTIFICATION OF ELECTION After receipt of the City Clerk's certification of the results Res. 76-15 of the canvass of returns of the General Municipal Election of Declaring result March 2, 1976, RESOLUTION N0. 76-15 entitled; "A RESOLUTION OF of Gen. Munk. '""'THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, RECITING. Election THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ---'OF LYNWOUD ON THE 2ND DAY OF MARCH, 1976, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW." was presentedo It was moved by Councilman Byork, seconded by Councilman Morris, that Resolution Noo 76-15 be adopted. Absents Councilman Liewero The City Clerk administered the oat~i of office and issued Oath of Office - certificates of election to Councilman George W. Higgins, G. Higgins, Councilman E . L o Morris, and Councilman James E . Rowe . E. L. Morris & J. Rowe The City Clerk called the meeting to order and asked for nominations for the office of Mayor. Councilman Morris nominated Councilman Roweo As there were James E. Rowe no further nominations, it was moved by Councilman Byork, Mayor seconded by Councilman Morris, and carried, that nominations be closed and the City Clerk be directed to cast a unanimous ballot for Councilman Roweo Mayor Rowe took the chair and asked for nominations for the office of Mayor pro temporeo Councilman Morris nominated Councilman Higgins. It was 4. W. Higgins moved by Councilman Byork, seconded by Councilman Morris, ~~rayor Pro Tem and carried, that nominations be closed and the City Clerk be directed to cast a unanimous ballot for Councilman Higginso Councilman Morris commented on the defeat of the measure relating to Ordinance No. g91 (establishing the position of Fiscal Officer), and expressed the opinion that the position should be vacated. He was advised by the City Attorney that if the Council wishes to eliminate the position, it can be done by adopting a resolution rescinding the resolution which created the position. Absentm Nonee PUBLIC HEARING Hearing - The Mayor announced that the time had arrived for public housing Prog. hearing on the Housing Program Implementation and Implementation Housing and Community Development Advisory Board's revision to the City's Housing and Community Development Act Program of the City of Lynwoodo The City Manager presented a report on the Housing Program implementation plan and the Advisory Board's funding recommendations. Mro Mark Briggs, g26 Jay Street, Sacramento, addressed the Council to report on negotiations which have taken place with Security Pacific National Bank which have resulted in a need for the Advisory Board to reallocate approximately $65,0000 ""'^ Mrso Virginia Robbins, of the Housing and Community __ Development Advisory Board, addressed the Council to review the program funding allocations as previously outlined in the City Manager's report, Mro Briggs responded to questions concerning details of the Housing Program I.mplementa.tion. The Mayor inquired if anyone wished to speak in opposition to the program, Mr. Ed Thomas, 10761 Elm Avenue, inquired why funding was not being provided for Parks and Recreation purposes as originally contemplated and was informed that the County had not provided the funds anticipated in the first year of the program; that the City was to receive only $30,000 for planning purposeso In the subsequent year's planning, the Advisory Board re-evaluated the program and determined that the highest priority was housing and had placed it ahead of recreation programs o Mrso Helen Pearce, 11500 Long Beach Boulevard, questioned the source of the funds and the restrictions on use of the fundso Mro John Hunt, 11818 First Avenue, asked about continuation of the program onr~~ it is started. ~~ Mro Briggs explained the three. programs available (low-interest loans, rebate, and grant) and stated that continuing the program is contingent on fundingo Mro Bruce Hagadon, 4365 Century Boulevard, questioned the need for hiring additional personnel to assist the homeowner in coordinating the home improvement to be done and related detailso In response to a question from Mr. Nick York, 10752 San Jose, Mr. Briggs explained the three programs available (1) low-interest loan subsidy, (2) rebate of 12% of rehabilitation cost, and (3) non-interest bearing loans to be paid at the time the property is transferredo Mro Ed Thomas inquired about existing boarded-up homes, and was informed that the program being discussed does not involve boarded-up homes; it is concerned solely with. owner-occupied dwellings in need of rehabilitations Mro Tony Mosqueda, 2706 Eo 108th Street, asked what effect the program would have on renters, and was informed the program concerns only owner-occupied dwellings at this times Mr. Oscar Robinson asked how target areas are selected, and was informed they are areas beginning to show blight. Mr. Harry Johnson, 367 Cedar, asked the source of funds for the loan subsidy program, and was informed that all of the funds for the program come from ~-- Housing and Community Development Block Grants Mrsa Helen Pearce spoke in favor of the housing program. The Mayor inquired if there were any others wishing to speak in favor of or in opposition to the matter being hearde As there was no response, it was moved by Hearing - Councilman Green, seconded by Councilman Morris, continued to and carried, that the public hearing be continued March 16, 1976 to March 16, 1976, and that the Housing and Community Development Advisory Board's recommendations be considered, MANAGEMENT STUDIES AND REPORTS A report on prevailing wage rates for public work pro,~ects was presented by the City Manager with the recommendation that the Council adopt RESOLUTION N0. 76-17 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD DETERMINING THE PRE~TAILING RATE OF PERDIEM WAGES FOR CONTRACTS FOR PUBLIC WORKSorr It was moved by Councilman Green, seconded by Councilman Morris, that Resolution No. 76-17 be adoptedo Roll Call: Ayes: Byork, Green, Higgins, Morris, Roweo Noes: Nonea Absent: Nonee Res. 76-17 Prevailing Wage Rates for Pub. C1 Res. 76-18 The Cit~r Maaxager presented a report on the stop Four-way Stop sign study f°or the intersection of Century Boulevard Sign at Century and Duncan Avenue which indicated that the Traffic & Duncan and Parking Commission has recommended the placing of a four-way stop sign with flashing lights at that intersection. He recommended adoption of RESOLUTION NOo 76-1$ entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RESOLUTION NOo 67-~ DESIGNATING CERTAIN INTERSECTION AS "STOP" INTERSECTIONo" -_~. .. He also recommended that the necessary construction of curb and gutter, as shown on the drawing accompanying the report, be done by City forces.
