ADJOURNED REGULAR MEETING MARCH 16, 1976
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330
Bullis Road, on above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
The request of the Lynwood Pop Warner Football
organization for permission to conduct fund raising
activities was presented. It was moved by
Councilman Morris, seconded by Councilman Byork,
and carried, that permission be granted for an
additional three-month period beginning April 6,
1976, with the provision that no boys be permitted
to solicit after dark.
After discussing items appearing on the agenda for
the regular meeting of March 16, 1976, the meeting
was adjourned to executive session for discussion
of a.matter of pending litigation.
Following the executive session, the meeting was
adjourned .

The City Council of the City of Lynwood met in a regular

Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were City Manager Wright and City Attorney
Murphy.
Motion to approve the minutes of the adjourned regular
meeting of March 9 and the regular meeting of March 9,
1976, was made by Councilman Morris, sec®nded by
Councilman Green, and carriedo
COMMENpATIONS
It was suggested by Mayor Rowe that suitably engraved
plaques bearing the ceremonial seal of the City be
presented to those the Council wished to honor in lieu
of resolutions of commendation. The Mayor presented
one of the plaques for the Councils considerations
It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that the Council
concur in the suggestion of the Mayoro
PUBLIC HEARING
The Mayor announced that the time had arrived for public
hearing on the housing program implementation and
Housing and Community Development Advisory Board's
~ revision to the City's Housing and Community Development
Act Program continued from the March 9, 1976 meetingo
The City Manager presented a report on the implementation
plan and the Advisory Board's funding allocations and
recommended that the Council conclude the public hearing
and consider approval of the implementation plan and the
Advisory Board's fund recommendations.
Mr~ Mark Briggs, 920 J Street, Sacramento, addressed
the Council and presented members of the Advisory Board
who were present and commended the Council for their
appointmento Mro Briggs reviewed the Advisory Board's
program funding allocations as contained in the City
Manager's reporto
The Mayor inquired if anyone wished to speak in
opposition to the implementation plan and funding
allocations.
Mr. Ed Thomas, 10761 Elm Street, spoke in opposition
to the plan on the grounds that the funds are needed
to upgrade the City's recreational facilities.
Mro Thomas presented petitions containing approximately
180 signatures of those urging that highest priority
be given to rehabilitation of the Community Center,
athletic field lighting, tennis courts and soccer
field and security lightinge
Mra George Martini, 10760 Alexander, spoke in
opposition to the plan on the grounds that there is a
greater need for upgrading of recreational facilities,
particularly in the area of lightinge

The Mayor assured those present who had spoken about the
need for upgrading of park lighting that the Council will

AWARD OF BIDS
A report on bids received for the water tank restoration
project Nos 2-209-754 was presented by the City Manager
with the recommendation that the Council award the bid
to the low bidder, Jerome Eo Evenson, for the bid price
of $31,8050 It was moved by Councilman Byork, seconded
by Councilman Morris, that the Council concur in the
City Manager°s recommendations

MANAGEMENT STUDIES AND REPORTS
It was moved by Councilman Higgins, seconded by Report on

The City Manager presented a report on the lateral Fire Depte
transfer program for. the. Fire Department and recommended Lateral Transfer
that the Council consider the recommendation of the Program adopted
Personnel Board to adopt the Fire Department lateral
transfer programo After discussing with Fire Chief
Johnson the need for the program, it was moved by
Councilman Morris, seconded by Councilman Higgins, and
carried, that the recommendation be acceptede
The City Manager presented a report on the recommendation Reno first read
of the Personnel Board that a maximum number of Limitation of
applications be established for any given employment Applications
examination, and presented for a first reading a
resolution entitled: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF LYNWOOD AMENDING RESOLUTION NOo 2843 TO
AUTHORIZE A LIMITATION OF THE NUMBER OF APPLICANTS TO
BE EXAMINED FOR EMPLOYMENT WITH THE CITYe" It was moved
by Councilman Green, seeonded by Councilman Byork, that
the resolution be introduced with the stipulation that
employment advertisements appear in the local newspaper
one week before being advertised in outside papers,

The City Manager reported that an honorarium award
of $100 has been received for participation by
Fire Captain Ripley and Firefighter Fitzpatrick in
a ,job analysis and test validation study sponsored
by the United States Civil Service Commission. He
recommended that the Council accept the award to
be used to purchase technical books for the Lynwood
Fire Station Libraryo It was moved by Councilman
Higgins, seconded by Councilman Morris, and carried,
that the Council concur in the recommendation.
Upon recommendation of the City Manager, it was
moved by Councilman Green, seconded by Councilman
Morris, and carried, that the Council approve an
extension of leave of absence for Center Director
Charles Hernandez for a period of 60 days, from
April 3 to June 2, 19760
A report on federal funds for completion of I-105
Freeway was presented by the City Manager with the
recommendation that the Council adopt Resolution
No. 76-23 entitled: "A RESOLUTION OF THE CITY OF
LYNWOOD, CALIFORNIA, URGING THE UNITED STATES SENATE
AND HOUSE OF REPRESENTATIVES JOINT CONFEREES
DELIBERATING ON THE FEDERAL-AID HIGHWAY ACT OF 1975
TO GRANT RELIEF FROM INTERSTATE FUNDING LIMITATIONS
IMPOSED UNDER TITLE 23, SECTION 103(e)(2) BY
ALLOWING COST ESTIMATES TO BE UPDATED TO REFLECT
CURRENT COSTS AND PROVIDE THAT INTERSTATE ROUTES
ADDED TO THE SYSTEM FOR WITHDRAWN INTERSTATE ROUTES
BE DESIGNED TO FULFILL CURRENT TRANSPORTATION NEEDS."

Cities in matters relating to the I-105 Freeway,
Tree removal It was moved by Councilman Higgins, seconded by
authorized Councilman Rowe, and carried, that the Public Works
Department be authorized to proceed with the removal
of 20 of the street trees most in need of removalo
The Mayor requested the Public Works Director to
investigate the advisability of purchasing a machine

addressed the Council to complain of trees left
untrimmed and of water ponding in the driveway area

moved by Councilman Morris, seconded by

Homes in Councilman Higgins informed the City Council
freeway corri- that he has a list of 22 homes in the freeway
dor corridor which will be considered by the Court
for removal and requested that a City representative
meet with the persons making the determination as
to whether or not they should be removeda
Chamber of Councilman Rowe commended the Chamber of Commerce
Commerce on the recent publication of the Chamber of
commended by Commerce newspaper and also commended the High
Mayor School Basketball Team for winning CIF playoffso

PUBLIC BUSINESS FROM THE FLOOR
Mro Wesley Warvi, 11045 Pine Street, addressed the
Council to inform them of the Miss Lynwood Pageant
to be held in Bateman Hall on May 1, 19760
Mrs. Lee Waranius, 12410 Long Beach Boulevard, questioned
„^„ the Council about appointments to the Stabilization
Commission inasmuch as the Commission presently has only
p 3 members, an insufficient number for a quorum,
Councilman Morris expressed the opinion that the Real
Estate Practices Commission should be phased out and
possibly those Commissioners serve on the
Stabilization Commission.

Tk~ Mayor suggested that the titles"Community
Sabilization Commission" and "Real Estate Practices
Commission" be abandoned and replaced by a new commission
to be called "Community Affairs Commission," and that
tke proposed new commission be composed of the remaining
three Community Stabilization Commission members, and
that Real Estate Practices Commissioners King, Davis
and Waranius, plus one additional appointee, complete
the new commission.
It was moved by Councilman Morris, seconded by
Councilman Green, and carried, that the City Attorney
be directed to prepare an ordinance creating a new
commission encompassing the duties of the present
Community Stabilization Commission and the Real Estate
Practices Commission.
The Mayor nominated Real Estate Practices Commissioners
King, Davis and Waranius and Mrs. Ann Fields for
membership on the Community Stabilization Commission,
' tentatively proposed to be called "Community Affairs
Commission." It was moved by Councilman Morris,
seconded by Councilman Byork, and serried, that
nominations be closed and a unanimous ballot be cast
for the nominees for appointment to the Community
Stabilization Commission. It was moved by Councilman
Green, seconded by Councilman Morris, and carried,
that the meeting ad,~ourn to March 23, 1976, at 4030 p.m
