ADJOURNED REGULAR MEETING APRIL 6, 1976
The City Council of the City of Lynwood met in
an adjourned regular session in the City Hall,
11330 Bullis Road, on above date at 7 p.m,
Mayor Rowe in the chair.
Councilmen Byork, Green, Morris and Rowe answered
the roll call.
Councilman Higgins was absent.
Also present were City Attorney Murphy and
City Manager Wright.
It was moved by Councilman Morris, seconded by
Councilman Byork, and carried, that Councilman
Higgins' absence be excused.
The Mayor declared the meeting adjourned to
executive session for the purpose of discussing
matters of personnel and litigation.
Following the executive session, it was moved
by Councilman Morris, seconded by Councilman
Byork, and carried, that the meeting adjourn.

of the adjourned regular meeting of March 16,
1976; the regular meeting of March 16, 1976;
the adjourned regular meeting of March 23, 1976;
the special meeting of March 26,'1976 and the
adjourned regular meeting of March 26, 1976 be
approved as written.
COMMENDATIONS AND PROCLAMATIONS
Appropriately engraved plaques bearing the
ceremonial seal of the City were presented to
the following persons in recognition of their
service to the community: Melvin D. Rice, former
Director of Planning; Richard C. Waranius, former
Community Stabilization Commissioner (accepted by
Mrs. Cass Waranius) and G. E. Arseneau, Former
Traffic and Parking Commissioner.

The Mayor read a proclamation designating the Private Property
week of April 16 through April 24, 1976 as Week proclaimed
"Private Property Week." Tt was moved by Apr. 16-24,1976
Councilman Morris, seconded by Councilman Green,
and carried, that the proclamation be authorized.
The Mayor reviewed the status of the General
Fund since 1971 and presented for the Council's
consideration Resolution No. 76-26 entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LYNWOOD DECLARING ITS INTENTION TO SEEK WAYS
AND MEANS OF REDUCING COST OF CITY GOVERNMENT."
It was moved by Councilman Morris, seconded by
Councilman Byork, that Resolution No. 76-26 be
adoptedo

PUBLIC HEARING
Public hearing -The Mayor announced that the time had arrived for
Hous~.ng Prog. public hearing on a housing program implementation
Implementation and Housing and Community Development Advisory
Board's revision to the Cityts Housing and Community
Development Act Program continued from the March 16,
1976 meeting. The City Manager presented a report
on the revision of allocation of community develop-
ment funds and requested that it be reviewed by
Mr. Mark Briggs.
Mr. Mark Briggs, 920 J Street, Sacramento, addressed
the Council and reviewed the revised program
allocation recommendations of the Housing and
Community Development Advisory Board as set forth
in detail in the City Manager's report and informed
the Council that the official allocation to the
City of Lynwood as of April 1, 1976 is $126,663.
He called attention to the reduction of 'the amounts
allocated to low-interest loan rebate program and
to the rebate program and the inclusion of $20,663
for park lighting. Mr, Briggs responded to various
questions relating to implementation of the program.
The Mayor inquired if anyone wished to speak in
opposition to the proposed revision of the fund
allocation.
Mr. George Martini, 10760 Alexander, spoke in
opposition to the plan and urged that consideration
be given to lighting of the activity areas of the
park.
The Mayor inquired if anyone wished to speak in
favor of the allocation revision.
Mr. Oscar Robinson, 11356 Cornish Avenue, spoke in
favor of the allocation revision and expressed
appreciation for the amount allocated to park
lighting.
Mrs. Virginia Robbins, 4049 Cortland, and
Mr. Dave Richman, 11106 B Benwell Drive, members
of the Housing and Community Development Advisory
Board, addressed the Council in favor of the
program as recommended by the Board.
For clarification, Mr. Briggs informed the Council
that the Housing and Community Development Advisory
Board recommended that the $20,663 be used in the
area of greatest need as determined by the Parks
and Recreation.Department.
Mrs. June Babb, 3887 Lilita Street, spoke in favor
of the proposed program allocation as she believed
that housing rehabilitation was necessary for the
continued stability of the community.
As there were no others wishing to be heard, the
Mayor declared the hearing closed.

The Mayor declared a five minute recess. Following the
recess, the meeting was called to order at 9:10 p.m.
MANAGEMENT STUDIES AND REPORTS
Following a report by the City Manager on the annual
Spring Clean-Up Program, it was moved by Councilman
Byork, seconded by Councilman Green, and carried,
that the Council approve the dates of April 19 - 23,
1976 for the Spring C1ean~Up Program.
The City Manager presented a report on the Ordinance
creating a Community Affairs Commission and presented
for first reading an Ordinance entitled:
"AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD REPEALING CHAPTER 10-1/2 AND ARTICLE II OF
CHAPTER 27-1/2 OF, AMENDING SECTION 27-1/2 - 47 OF,
AND ADDING CHAPTER 9-1/2 TO THE CODE OF THE CITY OF
LYNWOOD ESTABLISHING THE LYNWOOD COMMUNITY AFFAIRS
COMMISSION."
Following discussion of the duties of the new
Commission and the duties formerly the responsibility
of the Community Stabilization Commission and Real
Estate Practices Commission, it was moved by
Councilman Byork, seconded by Councilman Green, that
the Ordinance be read by title only.

A report on the recommendation of the Planning
Commission that preparation of two General Plan
Display Maps be authorized was presented by the
City Manager. It was the consensus of the City
Council that the matter be tabled.
The City Manager presented a report on acqui$ition
of Police Department radios and recommended that
the Council approve the specifications for
walkie-talkies and radio monitors and authorize
staff to advertise for bids. It was moved by
Councilman Byork, seconded by Councilman Green,
that the Council concur in the City Manager's
recommendationso

Concrete Cross- Following the City Manager's report on the
Gutter Project Concrete Cross-Gutter Project, it was moved

Morris, and carried, that the Council approve
the plans and specifications for concrete
cross-gutter construction, Gas Tax Project
No. 7-150-198, and authorize a call for bids
at 2 p.m. on April 28, 1976.

Council to inquire about the cost of processing a
large number of applicants for a particular fob
and also expressed concern about lateral transfers
eliminating fob entry-level positions in the Police
Department and Fire Department,

In discussing ttae Water Tank Restoration Program,
the Publis~° Works Director displayed the solar

lighting for the Park was discussed with the Public
Works Director.
