ADJOURNED REGULAR MEETING APRIL 26, 1976
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 4:30 p.m.
Mayor Rowe in the chair.
Councilmen Green, Higgins, Morris and Rowe answered the
roll call.
Councilman Byork was absent . ...~.~.
Also present was City Manager Wright.
The Mayor announced that the meeting of April 20, 1976,
had been adjourned to this time as the Manager had requested
a discussion of personnel meet and confer matters, and the
meeting was adjourned to executive session for that purpose.
Councilman Byork arrived during the executive session.
Following the executive session, the meeting was reconvened.
It was moved by Councilman Higgins, seconded by
Councilman Morris, that the City Manager be authorized to
draw a resolution making the City Clerk the Municipal
Employees Relations Officer.
Roll Call:
Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe.
Noes: None.
Absent: None.
It was moved by Councilman Morris, seconded by
Councilman Higgins, that the City Manager be directed to
delegate to the City Clerk the. preparation of the
preliminary budget. ""

Noes: None.
Absent: None.
It was moved by Councilman Byork, seconded by
Councilman Higgins, that Warrants Numbers 13321, 13327 and
13368 as shown on Resolution No. 76-30, be approved.
Roll Call:
Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe.
Noes: None.
Absent: None.
Plans for the groundbreaking for the new County library,
to be held Friday, April 30, were discussed.
It was moved by Councilman Higgins, seconded by
Councilman Morris, and carried, that the meeting adjourn
to May 4, 1976, at 7 p.m.
