Councilmen Byork, Green, Higgins, Morris and Rowe answered ,,,~, the roll call. Also present were Acting City Manager Shepherd and City Attorney Murphy. The agenda for the regular meeting of June l5, 1976 was discussed. The Fourth of July Program was discussed with Mr. Robert Mason, Lynwood DeMolay and Rainbow; Mr. Hal Clifton, Lynwood Jaycees; Mr. Bruce Hagadon, Recreation and Park Commission and Mr. Harold Mattoon, Assistant Recreation Director. Councilman Green recommended that Mr. Mason and Mr. Clifton meet to discuss terms for booth rental. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Acting City Manager Shepherd and City Attorney Murphy. It was moved by Councilman Morris, seconded by Councilman Byork, and carried, that the minutes of the adjourned regular meeting of June 1, 1976; the regular meeting of June 1, 1976; the adjourned regular meeting of June 4, 1976 and the adjourned regular meeting. of June 11, 1976 be approved as written. The Mayor requested the results of the meeting between Mr. Mason and Mr. Clifton and was advised by Mr. Clifton that Mr. Mason withdrew his application for booth rental. MANAGEMENT STUDIES AND REPORTS Res.No. 76-50 A report on the Weed Abatement Program for the fiscal App. Weed Abate. year 1975-76 was presented by the Acting City Manager, Frog. Fiscal Year. together with the. Street Superintendent's report. .1975-76 The Mayor inquired if anyone or any property owner wished to speak. There being no response, the hearing was closed. It was recommended that the Council adopt Resolution No. 76-50 entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CLTY OF LYNWOOD APPROVING THE STREET. SUPERINTENDENT'S REPORT AND AUTHORIZING LEVY OF ASSESSMENT COVERING THE EXPENSE OF ABATING DRY AND DRYING WEEDS FOR THE 1975-76 FISCAL YEAR." It was moved by Councilman Green, seconded by Councilman Morris, that Resolution No. 76-50 be adopted. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. Prop.Amend. to The Acting City Manager reported on a request to amend 'Parks & Rec.Rules the Parks and Recreation Rules and Regulations to .& Regulations permit usage of sacramental wines in Bateman Hall when consumed in connection with church services with the recommendation that the matter be referred to the Parks and Recreation Commission for study. It was moved by Councilman Higgins, seconded by Councilman Morris, that the proposed amendment to the Parks and Recreation Rules and Regulations be referred to the Parks and Recreation Commission for their recommendations. It was moved by Councilman Morris, seconded by Councilman Byork, to authorize the Mayor to sign an agreement between the City of ,Lynwood and the Southeast Area Animal Control Authority to become effective July 1, 1976. Resolution No. 76-51 entitled: "A RESOLUTION OF CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, URGING IMMEDIATE COMMENCEMENT OF CONSTRUCTION OF I-105 FREEWAY." was presented. It was moved by Councilman Morris, seconded by Councilman Green, that payment. of $7,500 to the Chamber of Commerce be authorized and added to the warrant register. It was moved by Councilman Morris, seconded by Councilman Green that Resolution No. 76-52 be adopted as amended with the addition of the warrant to the Chamber of Commerce. It was moved by Councilman Higgins, seconded. by Councilman Green, and carried, that Information Bulletin No. 76-12 be accepted and filed. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that Citizens' Service Request Log No. 76-12 be accepted and filed. In discussing and reviewing the Report of the Planning Commission, Councilman Morris questioned the possibility of review of the variance by the Planning Commission and the Traffic and Parking Commission and staff was directed to contact St. Francis Hospital and ask that they consider delaying installation of that portion of the fence which might obstruct the view of motorists. It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that Planning Commission Actions dated June 8, 1976 be accepted and filed.. CITY CLERK'S AGENDA Claim denied - It was moved by Councilman Morris, seconded by L. E. Renfro Councilman Higgins, and carried, that the claim for damages filed by Lisa E. Renfro be denied and referred to the City's insurance carrier. Claim denied - It was moved by Councilman Higgins, seconded by B. Absent: None. It was moved by Councilman Byork, seconded by Councilman Morris, that Mr. Royal Barnes be appointed to the Housing and Community Development Advisory Board. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. Councilman Higgins submitted the name of E. P. Raymond Mr. Eugene P. Raymond for appointment to the nominated Planning Commission. The Mayor reported on adjourned meetings of June ~4 and June 11, 1976. PUBLIC BUSINESS FROM THE FLOOR Mr. Burk Bussiere, Southeast Area Animal Control B. Bussiere re Authority, addressed the Council to comment on SEAACA the Animal Regulation Agreement and stated that the public is invited to attend the SEAACA Board Meetings which are held on the third Thursday of every month. Mrs. Margaret Hampson, 3335 Sanborn Avenue, M. Hampson re addressed the Council regarding the litter in litter the alley to the rear of the First Baptist Church at 11220 Pope Avenue. She also requested that two policemen be assigned to each police car to assist with Block Watch programs. Mrs. Cynthia Green, 3850 Virginia, addressed C. Green re the Council to inquire about the length of time City Mgr. required to hire a new City Manager. Mr. William Cunningham, 11801 Cornish Avenue, W.
