ADJOURNED REGULAR MEETING JULY 6, 1976
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall,
11330 Bullis Road, on above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were Acting City Manager Shepherd and
City Attorney Murphy.
Council discussed the Long Beach Boulevard property
in the freeway line.
It was moved by Councilman Green, seconded by
Councilman Morris, and carried, that the meeting
adjourn.

REGULAR MEETING JULY 6, 1876
The City Council of the City of Lynwood met in a
regular session in the City Hall, 11330 Bullis Road,
on above date at 7:30 p.m.

Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll calla
Also present were Acting City Manager Shepherd and
City Attorney Murphy.
It was moved by Councilman Byork, seconded by
Councilman Morris, and carried, that the minutes of
the adjourned regular meeting of June 15, 1976; the
regular meeting of June 15, 1976; the adjourned
regular meeting of June 18, 1976; the adjourned
regular meeting of June 22, 1976 and the adjourned
regular meeting of June 29-, 1976 be approved as
written.
COMMENDATIONS
The Mayor awarded Certificates of Commendation to Cert.of Corrtnend.
Ms. Terri Perez and Ms. Flora Easter for their T. Perez &
work in the Head Start Program. F. Easter
PUBLIC HEARING
The Mayor announced that the time had arrived for Public Hearing -

a public hearing on the proposed change of zone Zone change
from C-2 to C-3, Lot 18, Tract 4936, 9950 State
Street. The Acting City Manager presented a
report on the recommendations of the Planning
Commission pursuant to public hearings. The Mayor
inquired if there were any present who wished to
speak ~:n favor of or in opposition to the proposed
change of zone. There was no response. It was
moved by Councilman Byork, seconded by Councilman
Morris, and carried, that the hearing be closed.
An Ordinance entitled: "AN ORDINANCE OF THE CITY Ord first read
COUNCIL OF THE CITY OF LYNWOOD AMENDING ORDINANCE change of zone
N0. 570 FOR THE PURPOSE OF CLASSIFICATION OF
CERTAIN PROPERTIES AND THE ADOPTION OF AN AMENDED
SECTION OF THE ZONING MAP WHICH IS PART OF SAID
ORDINANCEo" was presented. It was moved by
Councilman Byork, seconded by Councilman Morris,
that the Ordinance be read by title only.

MANAGEMENT STUDIES AND REPORTS
es. No. 76-54 The Acting City Manager reported that the Traffic and
arking Prohib. Parking Commission has recommended a parking
prohibition on Century Boulevard between Long Beach
Boulevard and California Avenue and presented
Resolution No. 76-54 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING
RESOLUTION N0. 67-9 DESIGNATING CERTAIN STREETS
WHEREIN PARKING IS PROHIBITED AT CERTAIN TIMES."
It was moved by Councilman Higgins, seconded by
Councilman Morris, that Resolution No. 76-54 be
adopted.

.es. No. 76-55 The Acting City Manager reported that the Traffic
No Parking" and Parking Commission has recommended that
restriction parking be prohibited at all times on the north
and south side of Century Boulevard east of Wright
Road and presented Resolution No. 76-55 entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AMENDING RESOLUTION N0. 67-9 DESIGNATING
CERTAIN STREETS WHERE PARKING IS PROHIBITED AT ALL
TIMES."
It was moved by Councilman Higgins, seconded by
Councilman Morris, that Resolution No. 76-55 be
adopted.

ont'd particip. Dayton has recommended continued participation in

THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING
JOINT SUBMISSION AND PARTICIPATION IN A GRANT
APPLICATION TO CALIFORNIA COUNCIL ON CRIMINAL
JUSTICE,n
It was moved by Councilman Morris, seconded by
Councilman Green, that Resolution No. 76-57 be
adopted.

PUBLIC BUSINESS FROM THE FLOOR
. Meyers re Mrs. Peggy Meyers, 5164 Century Boulevard, addressed
Beds the Council to complain of overgrown weeds at
5156 Century Boulevard, The matter was referred to
the Fire and Health Departments for inspections.
Councilman Morris suggested that the Mosquito
Abatement District also be contacted.
& B. Wade Shirley and Benny Wade, 3367 Josephine Avenue,
false arrest addressed the Council to complain of false arrest
and prejudice.

Mrs . Helen Anderson, 4133 Virginia Avenue, addressed H. Anderson re
the Council to complain about police harrassment of harrassrnent
her son., Councilman Green requested a complete
report on the matter.
It was moved by Councilman Green, seconded by
Councilman Byork, that the meeting adjourn to
July 20, 1976 at 7 p.m.
