CALL TO ORDER: Pursuant to the agenda posted on July 11, 2002, Chairman Freeman called the meeting of the Parks & Recreation Commission to order at 7:40 p.m. on Wednesday, July 17, 2002 2. ROLL CALL: PRESENT: Chairman Freeman, Commissioners Sternquist, Broge and Vice- Chairman Ferrari ABSENT: Commissioner O'Leary ALSO PRESENT: Director Burroughs and Supervisor Hampson Commissioner Broge moved to excuse Commissioner O'Leary for cause, seconded by Commissioner Sternquist and unanimously approved. 3. PLEDGE OF ALLEGIANCE: Led by Chairman Freeman 4. REORGANIZATION OF COMMISSION Chairman Freeman declared nominations open for Chairman for the ensuing year 2002 -03. Commissioner Broge nominated Vice - Chairman Ferrari as Chairman and Commissioner O'Leary as Vice - Chairman, seconded by Commissioner Sternquist. Chairman Freeman moved to close nominations and cast unanimous ballot for Vice - Chairman Ferrari as Chairman and Commissioner O'Leary as Vice - Chairman, seconded by Commissioner Sternquist and unanimously carried. 5. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA: No one 6. CONSENT CALENDAR: Commissioner Sternquist moved to approve the Consent Calendar, seconded by Commissioner Freeman and unanimously approved. A. APPROVAL OF MINUTES  Regular Meeting of June 19, 2002 PARKS & RECREATION COMMISSION MINUTES Page 2 July 17, 2002 Commission approved the minutes of the regular meeting of June 19, 2002 B. MONTHLY ATTENDANCE /ACTIVITY REPORTS Commission received the Attendance /Activity Reports for the month of June 2002 C. MONTHLY REPORT ON SHERIFF'S DEPARTMENT ACTIONS AT LIVE OAK PARK AND TEMPLE CITY PARK Commission received reports from the Parks & Recreation Department regarding Sheriff's Department actions at Live Oak Park and Temple City Park for the month of June 2002 7. UNFINISHED BUSINESS: A. UPDATE ON WEST SIDE IMPROVEMENTS Director Burroughs provided the Commission with a brief update on the Live Oak Park improvements. She stated final plans have been received from County plan check. She added they would go to bid after the scheduled meeting with the architect to complete the bid packet. Chairman Ferrari asked for an update from last month's meeting regarding the City's authority to pre - qualify a bidder. Director Burroughs stated that after checking with the City Manager it was concluded that the City prefers to leave the number of bidders open at this time and to not pre - qualify bidders. Director Burroughs stated qualifications will be reviewed after receipt of bids and the lowest, responsible bidder would be accepted. Chairman Ferrari requested that the Commission be able to follow up on a bidder's background. Director Burroughs stated she would follow up on the request. B. REVIEW OF LIVE OAK PARK PICNIC SHELTER RESERVATION POLICIES AND PROCEDURES Director Burroughs reviewed the information as provided in the staff report dated July 17, 2002. She asked the Commission for their comments on Attachment 1; Picnic Shelter Checklist and Attachment 2; Picnic Shelter Reservation Policies and Procedures. • " " PARKS & RECREATION COMMISSION MINUTES Page 3 July 17, 2002 Commissioner Broge said the checklist was very comprehensive and a good starting point as a policy and procedure outline. She suggested starting with a 6 -month trial basis. Commissioner Freeman concurred with Commissioner Broge. Commissioner Sternquist asked to clarify the wording between Attachment 1 and Attachment 2 and suggested deleting the "All decorative materials removed" statement from the Picnic Shelter Checklist. Director Burroughs stated the "All decorative materials removed" statement would be deleted from the checklist. She added that any group using the picnic shelter in a reserved capacity are responsible for and required to follow all park rules. Any user not in compliance with the municipal code would be subject to forfeit of their deposit, regardless of damage. Commissioner Sternquist stated she would like to have a reserved use permit revoked immediately if the user or group did not comply with the park rules. Chairman Ferrari added that approval by Commission should be required to apply for reserved use of the Live Oak Park picnic shelter if a group's permit had previously been revoked. Director Burroughs restated that any group or user that does not comply with the municipal code when asked by staff would immediately have their permit revoked and would forfeit the deposit. Additionally, any group wishing to reapply for reserved use of the Live Oak Park's picnic shelter, that had previously had their permit revoked, would be required to appear before the Parks & Recreation Commission for consideration of such use. Director Burroughs confirmed that a statement would be added to the Picnic Shelter Checklist and the Picnic Shelter Reservation Policies and Procedures stating that any violation of the municipal code would result in immediate revocation of the permit. Commissioner Broge moved to recommend to City Council the recommended amended changes. to Attachment 1; Picnic Shelter Checklist and Attachment 2; Picnic Shelter Reservation Policies and Procedures, seconded by Commissioner Freeman and unanimously approved. PARKS & RECREATION COMMISSION MINUTES Page 4 July 17, 2002 8. NEW BUSINESS: A. VIDEO PRESENTATION BY COMMISSIONER STERNQUIST Director Burroughs stated Item 8A, Video Presentation by Commission Sternquist has been tabled to the September 18, 2002 Parks & Recreation Commission meeting. 9. COMMUNICATIONS: None 10. ADDITIONAL ORAL COMMUNICATIONS FROM THE AUDIENCE: None 11. MATTERS FROM CITY OFFICIALS: A. PARKS AND RECREATION DIRECTOR'S REPORT Director Burroughs stated the County of Los Angeles is unwilling to sign the agreement for the City's Community Swim Program. The County is requesting a donation of $12,000 for the program whereas in the past this amount has been specified in the agreement. City Council approved the Performing Arts Pavilion fee increase to $40 per • hour. She stated that Council has authorized the purchase and installation of new directional signs for Live Oak Park. The Historical Museum's name will be included on the signs. City Council asked staff to organize a September 11th observance beginning at 6 p.m. Director Burroughs asked the Commission for thoughts and ideas for the observance. Director Burroughs announced the wading pool at Live Oak Park is open after being out of service for over 3 -weeks for pump repairs. She stated staff will track the wading pool activity and will present a report to the Commission after the summer months. Commissioner Sternquist moved to receive and file the Director's Report, seconded by Commissioner Freeman and unanimously approved. 12. COMMISSION ITEMS SEPARATE FROM THE REGULAR AGENDA A. COMMISSIONER BROGE asked that the stains on the facade at the Live Oak Park Community Center be repaired and the cause of such stains eliminated. Commissioner Broge asked to evaluate the sale of fireworks in Temple City adding that activity at Live Oak Park on July 4th went until • after 11 p.m. She suggested a fundraising audit could help determine different firework options. " " PARKS & RECREATION COMMISSION MINUTES Page 5 July 17, 2002 Chairman Ferrari concurred with Commissioner Broge. He asked to possibly look at a City sponsored 4th of July show. Director Burroughs stated as a deterrent, staff notified potential park users on July 4th stating fireworks were not allowed in the park. It was reported by staff that trash was minimal and it was quiet in the park prior to 10:30 p.m B. COMMISSIONER FERRARI asked to investigate how other cities celebrate the 4th C. COMMISSIONER FREEMAN concurred with Commissioner Broge to look at alternatives to the City's firework sales. D. COMMISSIONER O'LEARY E. COMMISSIONER STERNQUIST asked when new contracts with firework companies are due. Director Burroughs stated City Council receives the new contract list in March. Director Burroughs stated due to recent issues in the news, Temple City Sheriff deputies would address the STARS Club and Day Camps regarding safety and stranger issues. Commissioner Sternquist stated the City's "Neighborhood Watch" signposts are in poor condition. 13. ADJOURNMENT: There being no further business, it was moved by Commissioner Sternquist and seconded by Commissioner Freeman that the meeting be adjourned to the next regular meeting of the Parks & Recreation Commission to be held on August 21, 2002 at 7:30 p.m. in the Council Chambers, 5938 North Kauffman Avenue, Temple City.
