HomeMy Public PortalAboutM 1976-07-20 - CC~~ REGULAR MEETING JULY 2Q9 1976 The City Council of the City of Lynwood met in a regular session in the City Hall, 11330 Bullis Road, on above date at 7030 pemo Mayoz$ Rowe in the chair o Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll cello Also present were Acting City Manager Shepherd and City Attorney Murphyo Council recessed to convene as the Lynwood Redevelopment Agency to discuss matters pertaining thereto, and after ad,~ourning as said body, reconvened to discuss regular City Council businesso It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that the minutes of the regular meeting of July 6, 1976, and the special meeting of July 12, 1976, be approved as writteno PUBLIC HEARINGS The Mayor announced that the time had arrived for a public hearing on the proposed amendment to Ordinance Noo 570 to prohibit theatres, concert halls, and similar establishments in the C-2, C-2a and C-3 Zones of the City of Lynwood, except subject to a conditional use permito After brief discussion of the draft amendment, the Mayor inquired if there were any present who wished to speak in favor of or in opposition to the proposed amendments Gerald Sanders, Acting Secretary to the Planning Commission reported that said Commission recom- mended approval of this amendment in order to alleviate adverse parking and traffic conditions through a conditional use permit and would conform with the General Plan and Zoning Ordinance of the City of Lynwoodo There being no one wishing to speak in opposition to the proposed amendment, it was moved by Councilman Morris, seconded by Councilman Green, and carried that the hearing be closeda An Ordinance entitled: `PAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING ORDINANCE NOo 570 TO PROHIBIT THEATRES, CONCERT HALLS, AND SIMILAR ESTABLISHMENTS IN THE C-2, C-2a AND C-3 ZONES OF SAID CITY, EXCEPT SUBJECT TO A CONDITIONAL USE PERMIT" was presentedo Reading of the entire ordinance was unanimously waived and the Ordinance was read by title onlye It was moved by Councilman Green, seconded by Councilman Byork, that the Ordinance be introducedo Roll Cello Ayes: Councilman Noes< None Absento None Public Hearing - Amendment prohibiting theatres, etc>, subject to a conditional use permit Byork, Green, Higgins, Morris,Rowe ~~~ Selection The Mayor announced. that the time had arrived for of Target a public hearing on a proposed final selection of Neighborhood the target neighborhood for the Housing Programsa for Housing The Acting City Manager presented a report from ~'rograms the Housing and Community Development Advisory Board, who had chosen Target Area Noo 2 bordered by E1 Segundo on the south, Peach Street on the west, Cedar on the north and stops gust short of Long Beach Boulevard on the east This dreg includes Lindburgh School and the new park sited The Mayor inquired if there were any present who wished to speak in favor of or in opposition to the proposed amendmento Gerald Ro Sanders, HCDA Project Director, gave a report on the activities of the HCDA Board in soliciting public input to arrive at Target Area Noo 2, as well as the plan for the areae Target Area Noo 2 was chosen because it contained the highest percentage of people showing a strong desire for property rehabilitationo Counc~.lman Green stated that certain safeguards were lacking in the study to assure that funds were being utilized specifically for property reha-bilitationo He requested staff to bring to the next Council meeting guidelines which would control the outflow and usage of fundso Mayor Rowe asked if there were any persons present in the audience wishing to speak in opposition to the proposed amendmento There being none, the Council unanimously continued the public hearing to the next regular meeting of the City Council on August 3, 1976° AWARD QF BIDS Bid Award- The Acting City Manager presented a report on Strecker bids received for Long Brach Widening Project Construction Phase III Gas Tax Project Noo 6-150-196 and Company recommended that the Council award the bid to Strecker Construction Company for the bid price of $389,69~~30o It was brought out that existing gas tax funds can be used for financing this pro~ecto rt was moved by Councilman Green, seconded by Councilman Higgins, that the Council concur in the recommendationm Roll Call: Ayese Councilmen Byork, Green, Higgins, Morris, Rowe Noes: None Absent: None Bid Award- The Acting City Manager presented a report on Berryman, bids received for Construction Staking Long Beach Mohle, Boulevard Widening Phase III, Gas Tax Project Stephenson No ~ 6-1.5b-196 and recommended that the Council award the bid to Berryman, Mohle, Stephenson for the bid price of $8,975 It was moved, seconded and. carried that the Council cc~nc~a.r in the recommendationo l ~1 MANAGEMENT STUDIES AND REPORTS The Acting City Manager reported that the Public Res. No. 76-58 Works Department has recommended purchase of Purchase Property Parcel No. 34 of the Long Beach Boulevard Phase III for Widening Long Widening Project and presented Resolution No. 76-58 Beach Boulevard «- entitlede "A RESOLUTION OF THE CITY COUNCIL OF THE I CITY OF LYNWOOD AUTHORIZING PURCHASE OF PROPERTY NECESSARY FOR THE WIDENING AND IMPROVEMENT OF LONG BEACH BOULEVARD". It was moved by Councilman Higgins, seconded by Councilman Morris, that Resolution No~ 76-58 be adopted. No. 76-59 August 3, 19760 Presented for Council action was Resolution Noo 76-59 entitled: "RESOLUTION OF INTENTION TO ABATE DRY AND DRYING WEEDS ON CERTAIN PARCELS OF LAND IN THE CITY OF LYNWOOD"o It was moved by Councilman Morris, seconded by Councilman Green, that the Council concur in the recommendation and adopt Resolution Noo 76-59. It was moved by Councilman Green, seconded by Councilman Higgins that execution of the Agreement be authorized. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe Noes: None Absent: None Acquisition The Acting City Manager reported an vacant surplus of Surplus property offered for sale by H o U o D o to the City of HITD P~_ Lynwood at 3215 El Segundo for $5,000. The lot is perty 34,771 square feet with an appraised value of $38,000. 3215 E1 Discussion centered on the advisability of purchasing Segundo said property with the majority opinion of the Council being that the City would benefit from the saleo It was moved by Councilman Green, seconded by Councilman Morris that said property be purchased subject to the determination by the Planning Commis- sion that the acquisition is in conformance with the General Plan of the City of Lynwood. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris Noes: Mayor Rowe Absent: None Mayor Rowe stated he would like to go on record that in his opinion the City has dust bought something without having any use for it, Automobile The Acting City Manager reported that the City has Liability been asked by its insurance broker to establish a Insurance limit of coverage in connection with its automobile liability insurance. To be consistent with limits of the remainder of the City's insurance program, it is recommended that the Council establish the minimum legal limit of automobile liability to be maintained by the City at $500,000.00. Avenue, Maywood, discussed the fact Record Letters that broker of record letters were promised to him at the last regular Council, meeting by a ~-0 vote; subsequently, a special meeting was held on July 12, 1976, at which time it was voted by the Council by ~;, 2-1 vote not to grant such letters He still believes he can save the city a consid~*rabJ_e amount of moneyo Re has exclusive bz°oker of record letters in his possession that he would like to have signedo After discussion of the need for a broker of record letter as a prerequisite to obtaining quotations, it was moved by Mayor Rowe, seconded by Councilman Byork, that Mro Bunnell or anyone else be given a letter stating that the bearer of this letter is authorized to seek proposals of insurance for public liability insurance for the City of Lynwood, said letter to be approved by the C~,ty Attorney as to form and legalityo Mr~ Bunnell stated he would like to have a broker of record letter for each of three insurance carriers authoriz~.ng him to get quotes for the City of Lynwood Mayor Rowe noted that any proposals which are brought to the City under such a letter would have to have the City°s acceptance and Mr~ Bunnell would have to give the City specific names of the insurance companies he intends to contacto It would have to be assured that these companies do not conflict with the insurance companies the city now halo After further discussion, Mayor Rowe withdrew his motion and Councilman Byork withdrew his second It was moved by Mayor Rowe, seconded by Councilman Byork that ~,he C~.ty Clerk be instructred to give a letter to Mr~ Bunnell, author- iz~,r~g h:~m to seek propos,ls~ o~~° insurance with carriers that are not i.n (~on¢"licit, with the ones the city already has After further discussion, M°~yor Rowe withdrew h~.s motion and Councilman Byox°k withdrew his second It was moved by Councilrrxan Green, seconded by Councilman Byork, that the Council instruct ,,,~,., the City Clerk to give a letter of authorization to Mro Bunnell, not to exceed three (3) specific insurance carriers as lorbg as they do not conflict with the City's present carriers to seek quoteso ~. The City Attorney stated that this motion says that this agreement can be authori.~ed with respect to not more than three specific carriers and on an e~cclusive basis with those carriers and on no exclusive bads with ~~s~,ect to anyone else to solicit proposals on behalf of the City of Lynwoode ....
