HomeMy Public PortalAboutM 1976-07-30 - CC~2~ ADJOURNED REGULAR MEETING JULY 30, 1976 The City Council of the City of Lynwood met in an adjourned regular session in the City Hall, 11330 Bullis Road, on above date at 7:00 p.m. Mayor Rowe in the chairo Councilmen Byork, Green, Higgins, Morris, and Rowe answered the roll call. Salary RESOLUTION OF SALARY IMPASSE BETWEEN CITY Impasse OF LYNWOOD MANAGEMENT NEGOTIATION TEAM AND PEACE OFFICERS ASSOCIATION OF LYNWOOD Mayor Rowe stated that this adjourned meeting was called so that the City Council could devote its full time to resolving the salary impasse between the City of Lynwood Management Negotiation Team and the Peace Officers Association of Lynwood. Mayor Rowe stated that he would like to set the following ground rues for the conduct of this meeting. The Council will listen to representatives of both negotiation teamse After both presentations have been made by the spokesmen, five minutes will be permitted for each side for rebuttal, but he will not allow any audience participation nor any interrogation of one side by another. Sergeant Lowell Hoffman, spokesman for the Peace Officers Association of Lynwood, gave comparative salary and service figures between police personnel of Lynwood and surrounding cities. He stated that the Peace Officers Association requests that if there is no agreement this evening, that the City Council authorize a mediator, a factfinder, or advisory arbitrator to assist in reaching an agreement by both sideso Mr. Stephen Ho Silver, attorney with Silver, Streller ~ Wells, 11661 San Vicente Boulevard, Suite 1,000, Los Angeles, stated he is representing the Lynwood Peace Officers Associationo He stated that the Lynwood police personnel are being paid less than surrounding communities and cited comparative figures. He asked that audience participation be permittedo Mayor Rowe stated that there will be no audience participation while the two negotiating teams give their presentations. After the hearing is closed, it will be up to the Council to determine whether audience participation should be received. Josephine Shepherd, Acting City Manager, spoke on behalf of the Lynwood Management Team,,~nd reviewed the negotiation procedures which were~~ollowed. She presented .the financial data upon whic'h`the management team's recommendation was based and reiterated the final offer made to the Lynwood Peace Officers Association, as follows: $60 per month ($720 per year) for policemen, $70 per month ($$40 per year) for sergeants, $80 per month ($960 per year) for lieutenants, plus uniform allowance of $125 per `year and four (4) hours off®duty on/call. subpoena time. $ ~`.,.a ~~~ , F~j J Mr. Silver offered rebuttal to Acting City Manager Josephine Shepherd's presentationo He stated that the Peace Officers Association of Lynwood would accept at this time the same salary and fringe benefits package that South Gate is giving their police personnel. He requested that this evening's meeting be open to audience participation. Acting City Manager Shepherd offered rebuttal to Mr. Silver9s presentation by stating there is nothing further to add to her presentation other than the facts which she has presented. After discussion, it was moved by Councilman Byork, seconded by Councilman Morris, and carried, that audience participation be restricted to citizens of Lynwood only and limited to 3 minutes for each speaker. Amendment to the motion was made by Councilman Higgins, seconded by Councilman Morris, and carried, that the business community of Lynwood be permitted to speak for a total of 15 minutes or have a spokesman representing the business community speak. Mayor Rowe asked the speakers to speak directly to the issue of salary negotiations and on no other subject. Speaking in favor of the requests made by the Lynwood Peace Officers Association: Peggy Meyers, 5164 Century Boulevard, Lynwood Inez Louis, 3773 Palm Avenue, Lynwood Leo Young, 3100 Imperial Highway, Lynwood Ed Thomas, 10761 Elm Avenue, Lybwood Diane Maril, 3543 Sanborn Avenue, Lynwood Grace Barnett, 3719 Cedar Avenue, .Lynwood Mrs. Yearga~.n, 11627 Virginia Avenue, Lynwood Jesse Bembry, 3143 Poplar, Lynwood (Police Officer/ Negotiator) John Franklin, Sergeant, Lynwood Reserve Officers, South Gate Jackie Harper, 10721 San Miguel Avenue, Lynwood After hearing all those who wished to speak to the issue, Mayor Rowe called for a 5-minute recess. Upon reconvenement of the City Council, Mayor Rowe asked if there were any others wishing to speak. Oscar Robinson, 11356 Cornish Avenue, Lynwood, asked for a clarification of a point raised by Mr, Silvero There being no one else wishing to speak to the issue, it was moved by Councilman Morris, seconded by Councilman Green, that the City Council adhere to the Lynwood Management Team's offer, as presented by Acting City Manager Shepherd, i.e. $60 per month for policemen, $70 per month for sergeants, and $80 per month for lieutenants, as well as a uniform allowance of $125 per year and four hours off-duty on/call subpoena time. _ ~~ It was moved by Councilman Higgins and seconded by Councilman Morris, to amend the foregoing motion by raising the uniform allowance to $250 per year.
