Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Acting City Manager Shepherd and City Attorney Murphy. The meeting was adjourned to executive session for discussion of personnel matters. Following the executive session, it was moved by Councilman Green, seconded by Councilman Morris, and carried, that the meeting adjourn. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Acting City Manager Shepherd and City Attorney Murphyo The Mayor announced that he contemplated that the meeting would adjourn to Friday, August 20, 1976 at 7:30 pamo for budget purposes and again to Monday, August 23, 1976, at 7:30 pom, for personnel purposes. It was moved by Councilman Byork, seconded by Councilman Morris, and carried, that the minutes of the adjourned regular meeting of ~Ju1y 30, 1976; the adjourned regular meeting of August 3, 1976; and the regular meeting of August 3, 1976 be approved. PRESENTATIONS The Mayor read Letters of Greeting to the cities of Tijuana, Baja, California, and Vancouver, Ganada, to be delivered by members of the Southern California Motorcycling Association taking part in "Three Flags ,,,~,, Class~;c." The letters were accepted by Sergeant-at- Arms, Steve Muno~~ PUBLIC HEARING Public Hearing - The Mayor announced that the time had arrived for a McDonald's Resto public hearing on the proposed-::change of gone of Lot 195, Tract 8242, from R.-1 to P-l, McDonald's Restaurant. The Acting City Manager presented a report on the recommendations of the Planning Commission purs'~ant to public hearings The Mayor inquired if there were any present who wished to speak in favor o~° or in opposition to the proposed change of ~on~~ There was no response. MANAGEMENT STUDIES AND REPORTS The Acting City Manager reported on the revision of Public Employees Retirement Contract Relative to Miscellaneous Employees and recommended contract amendment be initiated by adoption of a resolution entitled: "RESOLUTION OF INTENTION TO APPROVE. AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMIN- ISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF LYNWOOD." It was moved by Councilman Higgins, seconded by Councilman Morris, that the resolution be adopted. Roll Call: Ayes: Councilmen. Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. A report on the Jones Lumber Annexation Proposal was presented by the Acting City Manager with the recommendation that the Council consider annexation but reject the proposal of serving the area with Lynwood water. The Council concurred. Councilman Byork requested that the County be apprised of the Council's decisions ~~"'" A report on the ;request of Orchard Park Water Club, Inc. for a water-right license was presented by the '` Acting City Manager with the recommendation that the Mayor be authorized to execute the necessary agreements. Lt was moved by Councilman Green, seconded by Councilman Higgins, and carried, that the Mayor be authorized to execute a Water Right License and Agreement with Orchard Park Water Club, Inc. The Acting City Mane.ger presented a report on leasing of additional pumping allocation water rights with the recommendation that staff be authorized to pug?chase prior to August 31, 1976 additional acre-feet of water at a price not to exceed $30.00 per acre-foot. It was moved by Councilman Morris, seconded by Councilman Green, that staff be authorized to enter into negotiations to purchase, prior to August 31, 1976, additional acre-feet of water at a price not to exceed $30.00 per acre-foot. Councilman Higgins discussed the uniform allowance of $250 for each police officer, and noted that it was not h.is intention that this allowance be given in the first pay period. in August and stated that i.t would be in the best interests of the City if the allowance were prorated. Councilman Morris x^P quested the Acting City Manager and Staff contact the Lynwood Un:i.fied School. District to determine th.ei..r ~°harge for doing billing on IBM equipment. He also inquired about the status of construc- tion staking, Long Beach Boulevard Phase III. N~eyers re Mrs. Peggy Meyers, 5164 Century Boulevard, addressed 3tre~et sweeping the Council to complain of parking restrictions on street sweeping days. Councilman Morris recommended that Mrs, Meyers meet with Acting City Manager Shepherd and Michael Taft to try to resolve the problem. Mrs. Meyers also inquired about the status of negotiations with the Police Department and was advised by Mayor Rowe that the matter was in litigation and could not be discussed.
