ADJOURNED REGULAR MEETING AUGUST 26, 1976
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present was Acting City Manager Shepherd.
The City Council reviewed with the Chief of Police the
Police Department Capital budget projects for the 1976-77
fiscal year.
The City Council. concurred in and approved the following
items
1. Chair for Detective's office $75.00.
2. Lockers for Police Reserves $676.00.
3. Two four-drawer file cabinets $520.00.
~4. Couch and cabinet for ladies' lounge $350..00.
5. One IBM Selectric II typewriter, 13", $800.00.
(It was suggested that a less expensive maintenance
contract be investigated.)
6. Police radios: It was moved by Councilman Green,
~~ seconded by Councilman Morris, and carried, that
only the two tube radios be replaced, and one
motorcycle radio be deleted. Estimated cost $2,000.00.
7. Two S & W K-38 Revolvers, $265.00.
8. Cassette recorder and transcriber for Lieutenant's
office, $825.00.
9. Calculator with print-out for Records Bureau, $265.00.
.., 10. Smoke detectors (five for jail}, $212.00.
11. Front door alarm, $50.00.
12. Coveralls for prisoners, $159.00.
13. Gun locker, $350.00.
14. Security locks (jail window screens) with master key,
$160.00.
In discussing the capital projects, it was emphasized that
no purchases be made without specific approval as the
Capital Outlay Fund items approved exceeds anticipated
revenue for the fiscal year.
In discussing other operations items, the Council did not
agree to creation of an additional Sergeant position.
With reference to an additional motorcycle, it was moved
by Councilman Green, seconded by Councilman Byork, that
the existing motorcycles be removed from service.

Noes: Councilmen Higgins, Morris, Rowe.
Absent: None.
It was the consensus of the Council that an additional
motorcycle not be purchased.
It was moved by Councilman Morris, seconded by Councilman
Higgins, and carried, that the Council approve the request
for special assignment of "Records Supervisor" at $50
special assignment pay per month.

Pay differentials between Leiutenant and Captain and
Captain and Chief were discussed. Councilman Higgins'
motion to increase the pay of Captain to $2118.50 per month
died for lack of a second.
It was agreed to allow the police vehicle equipment to
remain in the Municipal Garage Capital Budget, and to
request a report from the Garage Supervisor as to the
condition of the existing police vehicles.
It was moved by Councilman Morris, seconded by Councilman
Higgins, and carried, that the meeting adjourn to executive
session for personnel matters. Following the executive
session, it was moved by Councilman Higgins, seconded by
Councilman Morris, and carried, that the meeting adjourn
to Friday, August 27, 1976, at 7:30 p.m.
