LaPorte Also attending: Mr. R. A. Nilsen, Mr. W. F. Koch, Mr. A. B. Callaway, Mr. C. L. Hale, and Mr. Lilienthal. The regular order of business was altered to take care of the matters to be brought before the Commission by Mr. Callaway and Mr. Hale. Mayor Dodson introduced these gentlemen to the Commissioners and asked that they state their business. Mr. Callaway said he as a real estate salesman was interested in selling the Frelinghuysen tract of land that lies west of the intra -coastal waterway and is in the Town limits of Gulf Stream. Mr. Callaway stated he would like to know how long it would take the Town to be able to furnish water to this area if it should be developed for homesites. Mr. Hart replied that the Town has water pressure troubles now in supplying the area on the east side of the canal. Mr. Hart asked Mr. Callaway what his ideas would be in regard to taking the property out of the limits of the Town of Gulf Stream. Mayor Dodson said that he did not feel the Town would be interested in extending its water distribution system to the west side of the canal. It was the general opinion of the Commission that the Town would be receptive to a proposal to withdraw the property from the Town limits. At this point Mr. Callaway and Mr. Hale thanked the Commissioners for their time and they left the meeting. The minutes of the Commission meeting held June 11, 1960 and reconvened July 2, 1960 and reconvened November 10, 1960 were read approved and adopted. William E. Gwynn reported bank balances as of October 31, 1960 as follows: General Fund 72282.0$ Water Fund 13,792.54 Depreciation Fund 22$70.94 Withdrawal payments during the period June 1, 1960 thru October 31, 1960 were as follows: General Fund - cks #1225 - #1377 Totaled $17,773.82 Water Fund - cks 241 - 261 Totaled 4,896.47 All of the above payments were unanimously approved. Police and water reports were read and approved Continued Page 2 Ordinance #123 was read in full on second and final reading. Ordinance #123 is titled ORDINANCE #123 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA FIXING SET BACK REQUIREMENTS FOR BUILDINGS AND IMPROVEMENTS ON STATE ROAD AlA THROUGH THE TOWN OF GULF STREAM. Mr. Hoyle moved that Ordinance #123 be approved and adopted on second and final reading. Motion was seconded and carried un- animously. Town William Gwynn read resolution #499 which Dertains to the entering of the Towns safety deposit box #1950 at the First National Bank. The sigature cards were signed and Mr. Hoyle moved that resolution #499 be adopted. Motion was seconded and passed unanimously. The minutes of the Meeting of the Board of Equalization held August 17, 1960 was read and approved. Resolution 501 and 502 pertaining to the approval of all assessments as shown by the Valuation Roll recorded by the Deputy Town Clerk as at January 1, 1960 was read to the Commission. Mr. Hart moved that Resolution 501 and 502 be adopted. Motion was seconded and passed unanimously. Resolution 503 pertaining to the levy of a 5 mill tax on all assessed property as recorded and equalized on August 17, 1960 was read. Mr. Hart moved this resolution be adopted. Motion seconded and carried unanimously. Mayor Dodson read a petition that was presented to the Commission by Mrs. Oliver and Mrs. Armour. This petition signed by several property owners along North County Road reo_uested that County Road North from Sea Road to the North entrance to the Polo fields be made a one-way north with a speed limit of 15 MPH. Mr. Lilienthal suggested the Town authorize the Mayor to write a letter to the County Commissioners urging this petition to be acted upon. This was unanimously agreed upon by the Commissioners. Mayor Dodson read a letter he had received from Mayor Sundy of Delray Beach requesting the Town to participate in a meeting of several neighboring municipalities to discuss the need for a centrol co-operative incinerator plant. Mr. Hart moved that the Town reply to the letter stating the Town now has satis- factory refuse disposal arrangements and that the Town would not be interested. Motion seconded and passed unanimously. Mayor Dodson presented some facts and figures regarding a trash chipper the Town might be interested in buying to speed and improve our trash collection in the Town. There was general discussion on this matter it was decided to study this further. Continued page 3 A letter from the Gulf Stream Polo Club was read, this letter requested the Town buy space in the Polo Club program. Mr. Hart moved the Town purchase a quarter of a page space at $100.00. This was seconded and passed. A letter from Mr. George Harrison of John W. Peck, Realtor of Palm Beach was read. This letter requesting the same information as Mr. Callaway had asked earlier in the meeting. Mr. Lilienthal, Town Attorney was instructed to answer Mr. Harrison's letter. Mayor Dodson pointed out the need for increasing the bond on the Deputy Town Clerk. Mr. Iglehart moved that this be raised from $1,000 to 5,000.00. Motion seconded and passed unanimously (. J.T G.r4 - C.. Mayor Dodson presented a sorPeN?�e pay scale study that had been 4 by William Gwynn, there was a general discussion of this study and the present pay scale of the Town. Mr. Iglehart moved that the Town adopt the same pay scale plan now in effect in Delray Beach and that the Town pay an additional $5.00 per month to all policemen to compensate for not having a pension plan. It was agreed that this would raise the salaries as follows: Roy Cowart - from $450.00 to $460.00 plus $5.00 per month Melton Parting- " 355.00 to 364.00 " 5.00 " it James Brown - It 300.00 no increase P 5.00 n rr Effective date to be December 1, 1960 This motion was seconded and passed unanimously. The need for Ernest Glass's helper to have uniforms identifying him as an employee of Town was explained to the Commissioners. Mr. Hart moved that the Town pay j the cost of there uniforms. Motion was seconded and passed unanimously. Mr. Gwynn informed the Commissioners of a request from Mrs. John B. Large that she be refunded the 4% discount she failed to take on her 1959 taxes. The Commissioners authorized the Deputy Town Clerk to refund the amount of her discount earned in 1959 and instructed him to refund all discounts earned but not taken on the 1960 taxes. Mayor Dodson pointed out the need that all property owners and especially new home builders in the Town be notified that the Town does not have a building inspector and that the Town makes no inspection of new construction in the Town. Mr. Iglehart moved that Mr. Lilienthal prepare a notice form to be printed and distributed to all residents of the Town that apply for building permits. Motion seconded and passed unanimously. Mr. Iglehart suggested that the Deputy Town Clerk secure estimates on the cost of removing the center partition in the Town Hall and having the back room remodeled to conform with the east room..
