Councilman Byork, Green and Rowe answered the roll call. Councilman Higgins arrived. The meeting was adjourned to executive session for matters of litigation. Councilman Morris arrived. Councilmen Byork, Green, Higgins, Morris and Rowe answered the roll call. Also present were Acting City Manager Shepherd and City Attorney Murphy. It was moved by Councilman Higgins, seconded by Councilman Green, and carried, that the minutes of Adjourned Regular Meeting of September 7, 1976; Regular Meeting of September 7, 1976; Adjourned Regular Meeting of September 8, 1976; Adjourned Regular Meeting of September 11, 1976; Adjourned Regular Meeting of September 13, 1976 be approved as written. MANAGEMENT STUDIES AND REPORTS Res. 76-82 The Acting City Manager reported on the Long Beach Boulevard Auth.Pux'. Right-of-way Acquisition, Phase III, Parcel No. 5 and Prop. for recommended adoption of RESOLUTION N0. 76-82 entitled: Widening of "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD Long Beach AUTHORIZING PURCHASE OF PROPERTY NECESSARY FOR THE Blvd. WIDENING AND IMPROVEMENT OF LONG BEACH BOULEVARD." It was moved by Councilman Morris, seconded by Councilman Green, that the resolution be adopted.. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. Withdrawal The Acting City Manager reported that Chief Darton has from TASC recommended discontinuance of Lynwood participation in Prog. auth. the Treatment Alternative to Street Crime Program, as it has not achieved its goal of diverting first-time narcotic users to a treatment program. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that the Council follow the recommendations of Chief Darton and withdraw from the TASC Program. Ord. first The Acting City Manager recommended that the Council read amend. authorize an amendment of Public Employees Retirement PERS Cont. Contract and presented an ordinance entitled: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY COUNCIL AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES RETIREMENT SYSTEM." It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that the ordinance be read by title only. It was moved Councilman Green, seconded by Councilman Morris, that the ordinance be introduced. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. ~~~ . The Acting City Manager reported on the League of California Cities Conference to be held in San Diego on October 17 - 20, 1976 and requested that a Voting Delegate and Voting Delegate Alternate be designated. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that Councilman By©rk and Councilman Green be designated as Voting Delegate --- and Voting Delegate Alternate, respectively. The Acting City Manager recommended that the Council authorize the purchase of a rotary mower, at a cost of $835.28, for use by the Street Department in carrying out the weed abatement program. It was-moved by Councilman Morris, seconded by Councilman Higgins, that the purchase be authorized. Roll Call: Ayes: Councilmen Byork, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. It was the consensus of the Council to table the resolution pertaining to sick leave. A resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, AMENDING SECTION 23 OF THE PERSONNEL RULES AND REGULATIONS PERTAINING TO HOURLY EMPLOYEES." was presented. It was moved by Councilman Morris, seconded by Councilman Green, and carried, that the resolution be introduced as amended. RESOLUTION ND. 76-83 entitled: "RESOLUTION OF THE ""' CITY COUNCIL OF THE CITY ~F LYNWOOD, CALIFORNIA, ADDING SECTION 24 (NIGHT PREMIUM PAY) TO RULE IB (DEFINITION ~F TERMS) OF THE PERSONNEL RULES AND REGULATIONS." was presented for second reading. It was moved by Councilman Higgins, seconded by Councilman Green, that the resolution be adopted. Roll Call: Ayes: Councilmen Byvrk, Green, Higgins, Morris, Rowe. Noes: None. Absent: None. RESOLUTION N0. 76-84 entitled: "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING RULE VI (APPLICATIONS AND APPLICANTS) SEC. 3 (DISQUALIFICATIONS) OF THE PERSONNEL RULES AND REGULATIONS." was presented for sec®nd reading. It was moved by Councilman Byork, seconded by Councilman Green, and carried, that the resolution be read by title only. The Council discussed the Health Systems Agency for Les ~cY• Angeles County. Councilman Morris requested that a representative from Lynwood attend the September 29, 1976 meeting. The Mayor acknowledged receipt of a book from the City of Vancouver. It was moved by Councilman Byork, seconded by Councilman Higgins, and carried, that Information Bulletin No. 76-77 be received and filed. It was moved by Councilman Higgins, seconded by Councilman Green, and carried, that Citizens' Request Log be received and filed. Councilman Byork inquired as to the reasons for delay in handling Items 724 and 725. Reid and State Farm Insurance Company. reclamation- The Mayor read a Proclamation proclaiming the Week of 'ire Prev.Wk. October 3, 1976 to October 9, 1976 as Fire Prevention Week. It was moved by Councilman Morris, seconded by Councilman Green, and carried, that the week of October 3 to October 9, 1976 be designated as Fire Prevention Week. i~ COUNCIL AGENDA Councilman Byork inquired as to the status of the Desser Councilman Byork Tire property. Councilman Byork recommended that the re Desser Tire curfew laws be strictly enforced. Prop. Councilman Higgins advised the Council that the C~.lifornia Councilman Higgins ,..,, Resources Board meeting on October 5, 1976 is in Fresno. re CARB Meeting The purpose of the meeting is to determine the rules and i ~ regulations f®r the Los Angeles Basin. The Acting City Manager was requested to discuss the matter with the City Manager of South Gate. It was the consensus of the Council to put over until Appointment to the October 5 meeting the Personnel Board appojrtment. Personnel Bd. put over PUBLIC BUSINESS FRAM THE FLOOR Margaret Hampson, 3335 Sanborn Avenue, discussed the M. Hampson re curfew laws : curfew laws Edna Kenny, 33x4 Mulford Avenue, requested Council E. Kenny re consideration of applying for a federal grant f~;r the bus purchase purchase of a bus for Dial-A-Ride program. It was noted that the cost of a 10-12 passenger bus with hydraulic lift is $16,900. Councilman Green requested the Acting City Manager to look into the matter. Richard C. Waranius, 12416 Long Beach Boulevard, R.C. Waranius re addressed the Council regarding the following matters : Police Dept. excessive speed of police cars; the Innkeeper's ~8,w; failure t© recover stolen items and inadequate patrol service. Mr. Waranius requested Council consideration of an agressive community program. Margaret Hampson addressed the Council to recommend M. Hampson re a block-watch program, and more cooperation with the block-watch Police Department.
