Councilmen Higgins, Morris and Rowe answered the roll call. Councilmen Byork and Green were absent. Also present was Acting City Manager Shepherd. Junk car The Council discussed the problem of junk cars problem parked on Fernwood Avenue, east of Atlantic, on the right-of-way. Mr. Andrew Swan, Public Works Department, stated the City leases the right-of- way from Southern Pacific for off-street parking. Councilman Higgins recommended that possibly an overnight parking sign could be placed in that location. MEETING OCTOBER 19~ 1976 The City Council of the. City of Lynwood met in a regular session in the City Ha11, 11330 Bu11is Road, on above date at 7:30 p.m. Mayor Rowe in the chair. Councilmen Higgins, Morris and Rowe answered the roll call. Councilmen Byork and Green were absent. Also present were Acting City Manager Shepherd and City Attorney Clark. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that the minutes of the adjourned regular meeting of October 5, 1976 and the regular me-eting of October 5, 1976 be approved as written> PROCLAMATION The Mayor read a proclamation declaring the month of Proc. PTA October as "PTA MEMBERSHIP MONTH." A copy of the resolution Membership was presented to representatives of the PTA. Month MANAGEMENT STUDIES AND REPORTS The Acting City Manager reported on the proposed HCDA low modification of the low-interest program for the Housing interest prog. and Community Development Pro~eet and recommended that Council authorize the execution of a contract between the City and the County Housing and Community Development Agency. Mr. Gerald Sanders, Acting Secretary of the Planning Commission, discussed the basic changes in the program. An interest rate of i2~ has been established, of which the City will pay 4~ at the outset of the loan. Security Pacific National Bank Project Improvement Program, Century City Office, will process loans.. Mr. Sanders advised that the City will be advertising for a specialist to coordinate the program. It was moved by Mayor Rowe, seconded by Councilman HCDA contract Higgins, that Council approve the low-interest loan app'd program and authorize the Mayor to execute the contract between the City and the County Housing and Community Development Agency. Roll Call: Ayes: Councilmen Higgins, Morris, Rowe. Noes: None. Absent: Councilmen Byork, Green. The Mayor declared a recess. Following the recess, the Recess meeting was reconvened. The Acting City Manager. reported on the proposed Res.No. 76-88 ~-~ deletion of substations from the Redevelopment Plan Amendment ~, for Project Area "A" and presented Resolution No. 76-88 Pro~.Area "A" ~ entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE' CITY OF LYNWOOD CALLING A PUBLIC HEARING TO CONSIDER A PROPOSED AMENDMENT TO THE REDEVELOPMENT PLAN FOR PROJECT AREA A." It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that the resolution be adopted. a ~ ~~ .~ ice' ,%~ Orchard Park The Acting City Manager reported on the Orchard Park option not Water Club water rights purchase option and recommended exercised that Council not exercise the purchase option of the original water lease agreement executed in August, 1976, Mr. Andrew Swan, Public Works Department, stated that the cost. per acre--foot would be $370 based on the total water right of 50 acre-feet, with actual pumping allocation of 4® acre-feet, making the t»ue unit price for the water that can be pumped $462 per acre--foot. The last purchase price based on actual pumping rights was $360 per acre foot. It was moved by Councilman Morris, seconded by Councilman Higgins, and carried, that Council concur in the recommendation and not exercise the purchase option. ORDINANCES AND RF: LUTIONS Ord. No.10~9 Ordinance No. 1009 entitled: "AN ORDINANCE OF THE Amend.Sec. CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTION 19-101 & Add. 19-101 OF THE CODE OF THE CITY OF LYNWOOD AND ADDING Sec. 19-121 SECTION 19-121 TO THE CODE OF THE CITY OF LYNWOOA RELATING TO CERTAIN PARKING PROHIBITIONS." was presented for second reading. It was moved by Councilman Higgins, seconded by Councilman Morris, that the. ordinance be read by title only. Roll Call: Ayes: Councilmen Higgins, Morris, Rowe. Noes: None. Res.No. 76-89 Resolution No. 76-$9 entitled: "A RESOLUTION OF THE AYr~end.Sec. 2, CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA, Rule XI, AMENDING SECTION 2 OF RULE XI, ATTENDANCE AND LEAVES, Personnel OF THE PERSONNEL RULES AND REGULATIONS PERTAINING TO Rules & Reg. SICK LEAVE." was presented for second reading. It was moved by Councilman Morris, seconded by Councilman Higgins, that the resolution be read by title only. It was the consensus that no action be taken on the proposal for acquisition of property from the Lynwood Board of Education until a full Council was present. The Mayor advised Mr. Art Hays, representing CQ Trucking Company, to submit a formal request to the Council relative to freeway re-rental. FINANCIAL REPORT Resolution No. 76-90 entitled: "RESOLUTION OF-THE CITY COUNCIL OF THE CITY OF LYNWOOD ALL~yWING AND APPROVING THE DEMANDS PRESENTED AND ORDERING WARRANTS DRAWN THEREFOR." was presented. It was moved by Councilman Higgins, seconded by Councilman Morris, that the resolution be adopted. Roll Call: Ayes: Councilmen Higgins, Morris, Rowe. Noes: None. Absent: Councilmen Byork, Green. CITY CLERK'S AGENDA Res.No. 76-90 Demands It was moved by Councilman Morris, seconded by Councilman Seventh-Day Higgins, and carried, that the request from Lynwood Adventist Seventh-Day Adventist Church for permission to conduct Church req. house-to-house solicitation with sound equipment on app'd December 4, 5, 11 and 12, 1976 be approved. The claims for damages filed by Henry J. Liewer and Frank Nation were tabled. It was moved by Councilman Higgins, seconded by Councilman Morris, and carried, that the claim for damages filed by Diane Maril be denied and referred to the City's insurance carrier. It was moved by Councilman Morris, seconded by Mayor Rowe, and carried, that the application of Raymond A. Lyons,. d/b/a Jubilee Bar, for a dance license be approved. COUNCIL AGENDA In response to Councilma: the status of Long Beach Mr. Andrew Swan informed Construction Company has of the east side of Long presently excavating the project is on schedule. Higgins' question regarding Boulevard Widening Project, the Council that Strecker finished preliminary paving Beach Boulevard and are west side of the roadway. Prod ect Councilman Morris commended Mr. Swan and the Public Works' and Water Department Inspectors for assisting local residents during a re-cent rainstorm. The Council discussed the auto-wrecking business on Long Beach Boulevard. Mr. Gerald Sanders, Building Official, recommended. that a conference be held with the business owner and the City Attorney regarding the possibility of erecting a fence to enclose the area. A. Swan & Inspectors commended ~~~~ The Mayor announced that Mr. Edward Valliere, City Manager, will be joining the City on November 1st.
