AD,TOURNED REGULAR MEETING NOVEMBER 22, 1976
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330 Bullis
Road, on above date at 6:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins and Rowe answered the
roll call. Councilman Morris was absent.
Also present was City Manager Valliere.
Councilman Morris arrived.
The City Manager introduced Mr. Dan Goble, Caltrans
official responsible for the I-105 Freeway project, and
stated the meeting was called to review joint policy on
the rerental of State-owned property in the freeway
corridor.
Mr. Goble discussed the history of the freeway agreement.
He stated the State and the City felt that rerental of
residential properties would not be desirable. A master-
tenancy program between Caltrans and apartment building
owners had been tried, but after review, abandoned because
of unanticipated problems. Then, as Caltrans began
acquisition of commercial and industrial properties, the
issue of rerental arose. It has been the State's practice
to send potential commercial and industrial tenants to the
City for review. As most of these requests have been
denied, Caltrans felt a review of policy would be desirable.
Mr. Gerald Sanders, Acting Secretary of the Planning
a!'"+ Commission, stated that requests for rerental of commercial
q', and industrial properties have been denied on the basis of
~, Resolution No. 76-51, Item (2), which imposes a "freeway-
. use only" restriction.
The Mayor stated that decisions on the rerental of commer-
cial and industrial properties are made by the Council on
the basis of staff recommendations.
Mr. Goble stated that the State envisions no problems with
the rerental of commercial and industrial properties in
the I-105 Freeway corridor, most leases having a 30 or
60-day notification clause. Mr. Goble indicated the City
would be receiving revenue of about 2~1~ of the rerental
rate on these properties.
The Council was advised that the Environmental Impact
Statement has been completed and will be submitted to
California Management, California Highway Commission and
the Federal government for review. The time frame is
expected to be 6 to 9 months.
The question of demolition of deteriorated buildings was
discussed. Mr. Goble advised that projects have to be
identified as hazardous and dangerous to health, safety
and welfare before demolition is approved. Councilman
Byork requested to be advised of the next inspection tour.
Councilman Byork informed the Council that he will be
meeting with Mrs. Gianturco in December in Inglewood.

It was moved by Councilman Byork, seconded by Councilman
Morris, that the request of CQ Trucking Company to rent
State-owned property, Parcel 54887, be approved subject
to meeting conditions of the City ordinances.

Noes: None.
Absent: Councilman Green.
It was moved by Councilman Byork, seconded by Councilman ~
Higgins, that the request of Wes Warvi for waiver of
permit fee for Jaycees to sell food at the Christmas -
Parade be approved.

Noes: None.
Absent: Councilman Green.
It was moved by Councilman Byork, seconded by Councilman
Higgins, and carried, that the meeting adjourn to
December 7, 1976 at 7 p.m.
