ADJOURNED REGULAR MEETING NOVEMBER 2, 1976
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall,
11330 Bullis Road, on above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
The meeting was adjourned to executive session for
matters of litigation and personnel.
Following the executive session, it was moved by
Councilman Higgins, seconded by Councilman Morris, and
carried, that the meeting adjourn.

REGULAR MEETING NOVEMBER 2, 1976
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
The Mayor introdUCCed Mr. Edward J. Valliere, newly
appointed City Manager.
It was moved by Councilman Higgins, seconded by Councilman
Morris, and carried, that the minutes of the adjourned
regular meeting c,f October 19, 1976, the regular meeting
of October 19, 1976, and the special meetings of
October 25 and 2'7, 1976, be approved as written.
RECOGNITION
Fire Prev. Week Fire Chief Johnson reported the results of the Fire
School Poster Prevention 4Veelt School Poster Contest, and presented
Contest Miss Misha-Linda Little, first place winner from the
fourth grade class at Washington School. The winning
posters were on display in the Council Chamber. It was
moved by Councilman Morris, seconded by Councilman Byork,
and carried, that a letter be sent by the Mayor to the
contestants and to the participating schools.
PROCLAMATIC)NS
Disabled Amer. The Mayor° read a proclamation designating the week of
Veterans November 6 - 13, 1976, as Disabled American Veterans
Forget-me-not Forget-m~~a-not Week. It was moved by Councilman Byork,
Wk. 11/6 - 11/13 seconded, by Councilman Green, that the proclamation be
authori;~ed .
Toys for Tots The Ma•,~or read a proclamation designating the Week of
Wk. 11/7 - November 7 - 13, 1976, as the annual TOYS FOR TOTS week.
11/13 It wa~a moved by Councilman Morris, seconded by Councilman
Byork;, and carried, that the proclamation be authorized.

It was moved by Councilman Higgins, seconded by
Councilman Green, and carried, that the matter of the

library building, it was moved by Councilman Higgins,
seconded by Councilman Morris, that the City Manager

Mr. Michael Taft, Safety Coordinator, presented a progress
report on the safety program initiated by the Ci y.Council
"~' on July 20, 1976. The report indicated that'the program
has met with enthusiasm by the City employees and much
~. assistance has been received from the R. L. Kautz Company,
the City's workers' compensation in$urance,~.rlministrator,
from the City's liability carrier, and from the Lynwood
Fire Department.
DEPARTMENTAL REPORT
The proposed disposit.i.on of the told fire engine located in
the City Park. was d~~sc.ussed, and it was suggested that it
might ~be of interest to collectors of antique dire engines.
It was moved by Councilman Morris, seconded by Councilman
~~ Byork, and carried, that Information Bulletin No. 76-20 be
accepted and filed..

COUNCIL AGENDA
Chief Dayton Mayor Rowe read a letter from Police Chief Dayton in
retires effec. which he indicated he is presently away on sick
2/1/77 leave and will retire effective February 1, 1977.
It was moved by Councilman Higgins, seconded by
Councilman Morris, and carried, that the letter be
accepted with regret and that a resolution of
commendation be prepared for presentation to
Chief Dayton.
Capt. Ralston It was moved by Councilman Morris, seconded. by
appt'd Acting Councilman Higgins, that Captain Harry Ralston be
Chief of Police appointed Acting Chief of Police upon concurrence
of the City Manager.

The City Manager indicated his concurrence in the
Council's action.
Mayor Rowe introduced Captain Ralston.
Councilman Councilman Byork inquired about the use of the $1,000
Byork re Fedl. included in the Chamber of Commerce subsidy for
Public Wks. beautification purposes. He also asked that former
grants Public Works Director Alvarac~~~ be contacted regarding
filing for Federal public wo:~~.~cs grants. ^1 he Mayor
suggested that the financial consulting firm
presently doing work for the city be requested to
make a proposal concerning grant applications.
Fall Festival A report on the Chamber of Commerce Fall Festival
11/12 - 11/14 was presented by Recreation and Parks Director
Snavely. Mr. Gordon Dill, Chamber of Commerce
Manager, was present to discuss the proposed festival
which is proposed to be held on November 12, 13, 14e
It was moved by Councilman Green, seconded by
Councilman Morris, that the request for permission to
conduct the festival be granted and that one-half of
the license fee be waived.

Counci]man Councilman Green suggested that a city employee be

opinion a feasibility report should be made before
proceeding.
:Councilman Councilman Morris expressed his thanks to Mrs. Shepherd
Morris c x, nds and Mr. Michael Taft for their work in recent months
;Mrs.Shepherd as Acting City Manager and Administrative Assistant,
& Michael Taft respectively. Mrs. Shepherd expressed appreciation
for the splendid cooperation and help received from
the department heads and City Attorney.
Councilman Byork asked that grass growing through crevices Councilman
in the Century Boulevard pavement be eradicated. Byork
Councilman Higgins placed the name of Dr. James Edney in Dr.James Edney
nomination for appointment to the Community Affairs Mrs. E.Kinney
