ADJOURNED REGULAR MEETING NOVEMBER 16, 1976
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call. ~^*
Also present were City Attorney Murphy and City Manager '_
Valliere.
After a brief discussion of the agenda for the regular
meeting of November 16, 1876, it was moved by
Councilman Byork, seconded by Councilman Green, and carried,
that the meeting adjourn.

REGULAR MEETING NOVEMBER 16, 1975
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Byork, seconded by Councilman
Higgins, and carried, that the minutes of the adjourned
regular meeting of November 2, 1976, and the regular
meeting of November 2, 1976, be approved as written.
PROCLAMATION
The Mayor read a proclamation noting that the Los Angeles
County Lung Association is launching its 70th annual
Christmas Seal Campaign and designating the period of
October 15 - December 31, 1976, as Christmas Seal Season.
It was moved by Councilman Byork, seconded by Councilman
Green, and carried, that the proclamation be authorized.

MANAGEMENT STUDIES AND REPORTS
A report on the. proposed garage and yard sale ordinance Garage and Yard
was presented by the City Manager with the recommendation
that

such sales, that the ordinance be set for public hearing 12/7/(6
on December 7. It was moved by Councilman Byork,
seconded by Councilman Green, and carried, that a hearing
be set for December 7, 1976.
A report on two-hour parking restrictions on Alameda Res.No. '(6-94
Street between 108th Street and Century Boulevard, as Designating
requestefl by the Jorgensen Steel Company was presented Certain Streets
by the City Manager. The request was reviewed by the Wherein Parking
Traffic and Parking Commission which recommended that is Prohibited
parking be restricted along the easterly Alameda Street at Certain Times
between 108th Street and Century Boulevard between the
hours of 8 a.m. and 6 p.m., Sundays and holidays
excepted. It was recommended that Council concur by
adoption of RESOLUTION N0. 76-94 entitled: "A RESOLUTION
OF THE CITY COUNCIL OF THE, CITY OF LYNWOOD AMENDING
RESOLUTION b7-9 DESIGNATING-CERTAIN STREETS WHEREIN
PARKING IS PROHIBITED AT CERTAIN TIMES." It was moved
by Councilman Byork, seconded by Councilman Morris,
that Resolution No. 76-9~ be adopted.
Enforcement of the parking restriction was discussed
with the Chief of Police, and Councilman Higgins asked
~-- that it be noted that Kenneth Thompson, a resident of
108th Street, was unable to be present but favored the
parking limitation.

The City Manager presented a report on peak hour parking
prohibition along Imperial Highway initiated as proposed
by the Los Angeles County Road Department. It was
recommended that "no stopping" be allowed between the
hours of 3 p.m. and 6 p.m., except Saturdays and Sundays,
on the south side of Imperial Highway from Mona
Boulevard to the southerly prolongation of Watts Avenue,
that Section 7 of Resolution No. 67..9 be rescinded, and
that "no stopping at any time" be allowed cn the south
side of Imperial Highway from the southerly prolongation
of Watts Avenue to Alameda Street.

Peach Street Storm Drain improvement, and recommended
adoption of RESOLUTION N0. 76-96 entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF „~„~„
LYNWOOD AUTHORIZING PURCHASE OF PROPERTY NECESSARY
FOR THE PEACH STREET STORM DRAIN AND WATERLINE PROJECT."
It was moved by Councilman Byork, seconded by
Councilman Morris, that Resolution No. 76-96 be adopted.

?s.No. 76-97 The City Manager presented a report on the extension of
+ctendirig ERC agreement granted to Economic Resources Corporation for
,rreement a six-month extension of agreement for completion of
traffic signal improvements at Industry Way and Alameda
Street. The extension was granted on June 4, 1976,
contingent upon renewal of the original five-year per-
formance bond which was to expire June 9, 1976. A
contract for the signal improvement has been awarded
but because of delays brought about by the necessity of
completing an easement agreement between the City and
the Southern Pacific Company, an additional extension
of the agreement with Economic Resources Corporation
is needed. It was recomr~.er8ded that the Council approve
an easement indenture betweerA the City of Lynwood and
Southern Pacific `t'ransportation Company by adoption of
RESOLUTION NO. 76-97 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF `I'HE CITY OF LYNWOOD APPROVING AN
EASEMENT INDENTURE BETWEEN THE CITY OF LYNWOOD AND
SOUTHERN PACIFIC TRANSPORATION COMPANY" and extend the
original agreement with Economic Resources Corporation
for completion of traffic signal improvements to
June 9, 1977. It was moved by Councilman Green,
seconded by Councilmar, Morris, and carried, that
Resolution No. 76-y7 be adopted and the extension be
granted.
