ADJOURNED REGULAR MEETING JANUARY. 18, 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Morris, seconded by Councilman
Byork, and carried, that the meeting adjourn to executive
session for personnel matters.
Following the executive session, it was moved by
Councilman Morris, seconded by Councilman Byork, and
carried, that the meeting be adjourned.

REGULAR MEETING JANUARY 18, 1977
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City Manager
Val.liereo
It was moved by Councilman Byork, seconded by Councilman
Higgins, and carried, that the minutes of the adjourned
regular meeting of January 4, 1977 and the regular
meeting of January 4, 1977 be approved as written.
PRESENTATION
A plaque recognizing his many years of service to the
City was presented to retired Firefighter William
Pomeroy. A watch was presented to Mr. Pomeroy on behalf
of his family.
MANAGEMENT STUDIES AND REPORTS
A report on the proposed lease-purchase of a 16" Blade
Brush Chipper for parkway tree maintenance (Pro,ject No.
5-182-765) was presented by the City Manager with the
recommendation that Council approve the lease purchase
of a 16" Blade FMC-Wayne Brush Chipper, Model C-16-T,
based upon a three-year term. It was moved by
Councilman Byork, seconded by Councilman Higgins, that
the Council concur in the recommendation.

The City Manager presented a report on the request of
John Saathoff representing Rebel Storage Company far
re-rental of State-owned property in the freeway
corridor for storage of recreational vehicles. It was
moved by Councilman Green, seconded by Councilman
Morris, that the request be granted.

A report on abatement of nuisance at 4220 Shirley
Avenue was presented with the recommendation that a
hearing date be set for February 1, 1977, by adoption
of RESOLUTION N0. 77-5 entitled: "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF LYNWOOD DECLARING ITS
INTENTION TO CONDUCT A PUBLIC HEARING TO ASCERTAIN
WHETHER A NUISANCE IS BEING MAINTAINED ON THE
PROPERTY KNOWN AS 4220 SHIRLEY AVENUE." It was moved
by Councilman Morris, seconded by Councilman Green,
that Resolution No. 77-5 be adopted,

Res. No. 77-6 A report on abatement of nuisance at 11354 Duncan
Nuisance Abate. Avenue was presented with the recommendation that
11354 Duncan a hearing date be set for February 1, 1977 by
Avenue adoption of RESOLUTION N0. 77-6 entitled:
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD DECLARING ITS INTENTION TO CONDUCT A PUBLIC
HEARING TO ASCERTAIN WHETHER A NUISANCE IS BEING
MAINTAINED ON THE PROPERTY KNOWN AS 11354 DUNCAN
AVENUE." It was moved by Councilman Higgins,
seconded by Councilman Green, that Resolution No.
77-6 be adopted.

Res. No. 77-7 The City Manager reported that negotiations have been
Long Bch.Blvd. completed for acquisition of Parcels g and 10 needed
acquisition for Long Beach Boulevard, Phase III, Widening Prod ect
(portions of Oscar Tower allotment, Jack and Shirley
Cherniss) and recommended that acquisition be
authorized by adoption of Resolution No. 77-7
entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LYNWOOD AUTHORIZING PURCHASE OF PROPERTY
NECESSARY FOR THE WIDENING AND IMPROVEMENT OF LONG
BEACH BOULEVARD." It was moved by Councilman
Higgins, seconded by Councilman Morris, that
Resolution No. 77-7 be adopted.

Agrt. with A report on the proposal of J. R. Narwitz Company to
J.R. Nar~aitz provide claims service for state-mandated programs
Co. auth. for which local agencies are entitled to reimburse-
ment was presented by the City Manager. It was
recommended that the Council enter into an agreement
for claim service and authorize its execution by the
Mayor. It was moved by Councilman Green, seconded
by Councilman Higgins, that the Council concur in
the recommendation.

CALTRANS The City Manager presented a report on the
study accepted environmental study and negative declaration
submitted by the State Department of Transportation
relative to planting cleared portions of the Route
I-105 Freeway right-of-way with groundcover (alfal.pha).
It was moved by Councilman Byork, seconded by
Councilman Higgins ,and carried, that the study be
accepted without o°ection.

RESOLUTION N0. 77-8 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD, CALIFORNIA,
TO CONTINUE PARTICIPATION IN A CERTAIN PROJECT
DESZGNATING THE CENTRAL COUNTY BURGLARY INVESTIGATION
TEAM." was presented. It was moved by Councilman
Higgins, seconded by Councilman Green, that Resolution
No. 77-8 be adopted.

ORDINANCE N0. 1012 entitled: "AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING SECTION
1g-64 OF THE CODE OF THE CITY OF LYNWOOD RELATING TO
SPEED LIMITS ON CERTAIN DESIGNATED STREETS." was
presented for second reading. It was moved by
Councilman Byork, seconded by Councilman Morris, that
the ordinance be read by title only. As there were
no objections, the Mayor declared the motion carried.
It was moved by Councilman Green, seconded by
Councilman Higgins, that Ordinance No. 1012 be
adopted.

Councilman Green, and carried, that the Council PTA fund drive
approve the request from Roosevelt School PTA for app'd
permission to conduct candy sales from February 1 - 15,
1977
It was moved by Councilman Higgins, seconded by Peace Officers
Councilman Green, and carried, that the Council annual benefit
approve the request from the Peace Officers app'd
Association of Lynwood for authorization to conduct
its annual benefit show and dance on March 26, 1977.

Mrse Lee Waranius and Mrs. Bette Espeseth be
e.ppointed to attend the Interim Governing Body
Meetings of the Health Systems Agency. As-there
were no objections, the motion was carried
