ADJOURNED REGULAR MEETING FEBRUARY 1, 1977
The City Council of the City of Lynwood met in an
adjourned regular session in the City Hall, 11330 Bullis
Road, on above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Byork, seconded by Councilman
Morris, and carried, that the meeting be adjourned.

REGULAR MEETING FEBRUARY 1, 1977
The City Council of the City of Lynwood met in a regular
session in the City Hall, 11330 Bullis Road, on above
date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe
answered the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
It was moved by Councilman Morris, seconded by
Councilman Green, and carried, that the minutes of the
adjourned regular meeting of January 18, 1977 and the
regular meeting of January 18, 1977 be approved as
written.
Councilman Green commented on the study of contracting
for law enforcement services and moved that no action
be taken until after January 1, 1978 and at that time,
it would be determined by vote of the people. The
motion was seconded by Councilman Byork.

Noes: Councilmen Higgins, Morris, Rowe.

PUBLIC HEARINGS
The Mayor announced that the time had arrived for a
public hearing to ascertain whether a nuisance is being
maintained on property commonly known as 11354 Duncan
Avenue. The City Manager presented a report reviewing
the actions taken by the Building Department in
attempting to have removed from the subject premises
the accumulation of dunk, trash and debris.
Mr. Gerald Sanders, Building Official, was administered
the oath for testimony before the City Council.
~Ir. Sanders identified the property and described the
conditions which he believed constitute a nuisance.. He
testified that the photographs on display accurately
describe and depict the conditions of the premises and
in his professional opinion, they constitute a nuisance
within the meaning of the Lynwood City Code. He
further testified that the conditions on the property
have not changed substantially since the photographs
were taken on December 12, 1976. The Mayor inquired if
anyone wished to speak. in favor of the abatement.
There was no response. The Mayor inquired if anyone
wished to speak in opposition to the proposed abatement.
There was no response. The hearing was declared closed.

k A The City Manager presented a report on the request of

c L. J. Clayton for re-rental of State-owned property
~~~ at 11508 Check Avenue which he wishes to use for his
answering service business. It was moved by
Councilman Higgins, seconded by Councilman Morris,
that the request be denied.
Mr. Lester Clayton, 10353 Otis Street, South Gate,
addressed the Council to explain the intended use
of the property and the rehabilitation of the
structures that would be necessary.

N0. 67-9 DESIGNATING CERTAIN INTERSECTIONS AS "STOP"
INTERSECTIONS." It was moved by Councilman Morris,
seconded by Councilman Green, that Resolution No. 77-15
be adopted.

COUNCIL AGENDA
Coun.Higgins re Councilman Higgins requested that the Council
Res. of Commend. authorize preparation of a Resolution of Commendation
A. Weber for Mr. Arlin Weber to be presented to him on
February 11, 1977.
Coun.Byork re Councilman Byork commented on City Hall doors being
access to City locked during a recent meeting of the Gommunity
Ha11 during Affairs Commission and asked that arrangements be
meetings made to insure that the City Hall is open during
public meetings.
L. Stickler re In response to a question from Councilman Byork,
fence ord. Mrs. Louise Stickler, 3573 Carlin Avenue, stated
that she had discussed her previous request for
permission to construct a fence across the front
of her property with the Planning Commission and
it appeared that they would not favor permitting
a fence higher than the permitted 42 inches. It

Councilman Byork presented a report on freeway
structures proposed to be demolished.
PUBLIC BUSINESS FROM THE. FLOOR
A. Wattree re Mrs . Arnese Wattree addressed the Council relative
Sheriff's serv. to the Sheriff's service study and urged that the
facts be studied and assessed and acted upon in
the best interests of the citizens of ~:he
community.

Mr. Dave Richman addressed the Council to request
clarification of the re-rental of State-owned freeway
corridor property.
Mrs. Helen Hill, 13918-D Alcala, La Mirada, addressed
the Council to inquire about the status of the
miscellaneous employees of the Police Department in
the event that the City contracts for Sheriff's
service. She was informed that the City Council has
no information available at the present time.
Mr. Cass Waranius, 12416 Long Beach Boulevard,
addressed the Council to comment on the continuing
deficit condition of City funds.
