ADJOURNED REGULAR MEETING FEBRUARY 16. 1
The City Council of the City of Lynwood met in an adjourned
regular session in Bateman Hall, 11331 Ernestine Avenue,
Lynwood, on above date at 7:30 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris, Rowe answered
the roll call.

The Mayor announced that the purpose of the meeting was the
presentation of questions concerning the Contract Law
Feasibility Study presented by the Los Angeles County
Contract Law Enforcement Bureau. He introduced the
following representatives of the Los Angeles County
Sheriff's Department: Captain Jerry L. West, Contract Law
Enforcement Bureau; Captain Bill Waller, Chief Richard
Freeman and Inspector Ollie Taylor, of the Patrol Division.
Captain West reviewed the report entitled: "Contract Law
Enforcement Feasibility Study, City of Lynwood, Facility
Report" prepared by the Contract Law Enforcement Bureau,
February g, 1977• (See report on file in the City Clerk's
Office.)
The City Manager presented an analysis of the Contract Law
Enforcement Feasibility Study. (See report on file in the
City Clerk's Office.)
Sheriff's Department representatives answered questions
from the Council concerning number of cars in the field,
response to complaint calls, disposition of improvements
to the police station should the contract be cancelled at
,^,,,_ some future time, ability of the County to provide service
at the cost quoted, response times and emergency services,
disposition of fines collected and number of Lynwood
.- officers to remain in Lynwood, use of portable scales.
The City Manager reviewed the City's present financial
condition and concluded that the City cannot maintain the
same level of service without either additional revenue
or reduction in cost of City operations.
The Mayor opened the meeting to questions from the audience,
and Sheriff's Department representatives, Chief Ralston,
City .Manager Valliere, and members of the Council
participated in responding to questions from the following
persons:
Mr. Cass Waranius, 12416 Long Beach Boulevard, inquired
about acceptance of all Lynwood officers by the Sheriff.
Mr. Wes Warvi asked if the Sheriff would furnish service
during the annual Lynwood Jaycee's Fourth of July activity.
Mr. Nick York questioned assistance provided to the
Lynwood Police Department by the Sheriff's Department in
the past.
Mr. Bob Moore, of Western Gear, inquired about the level
of service to be provided.
Mrs. Helen Pearce inquired about the types of calls to
which the Sheriff responds, priorities in responding, and
additional cost for physical examinations and commented on
the cities of Signal Hill and Bell Gardens cancelling
Sheriff's services.

Mrs. Kathy Proctor, 11862 Duncan, commented on dissatis-
faction in the City of Paramount with response time by
the Sheriff and asked with whom the Sheriff negotiates
for wages.
Mr. Ed Thomas, 10761 Elm, inquired about cost of
remodeling the station and deployment of cars as well
as participation by the Sheriffs in Little League and
soccer activities, and asked if there would be park
patrol during night ball games.
Kenneth Van Orden commented on statements made by the
Mayor and read an article which appeared in the LYNWOOD
JOURNAL.
Mr. Dave Richman asked about increases in cost of
Sheriff's Department commencing with 1960, about
cancellation, and number of personnel proposed to be
assigned to Lynwood.
Mr. Paul Stumpf, 3726 Cedar Avenue, inquired about the
Block Watch program in his neighborhood and asked if
the Sheriff would participate.
Mr. Bob Payne, 10940 Otis, asked if the same service
will be provided for the same cost.
Mr. Collins, 3881 Imperial Highway, inquired about
response time.
Mr. Oscar Robinson, 11356 Cornish, asked what problems
are anticipated by the Sheriff in taking over law
enforcement in the City.
Mrs. Peggy Myers, 5164 Century Boulevard, commented
that it cannot be guaranteed that the Board of Super-
visors will approve the contract, inquired about
contract price, asked how many of the cars are manned
by supervisors, asked about disposition of crossing
guards, feeding of prisoners, policy relative to illegal
aliens, increases in cost after contract is signed,
whether cars are manned by deputies or reserve officers,
the difference between a law enforcement car and a
traffic car.
The Mayor declared a recess at 10:30 p.m. Following
the recess, the meeting was reconvened.
Mr. Richard Coleman, 4276 Brewster, inquired about the
question being voted on by the citizens, if the current
financial problem of the City has been a continuing
thing, requested the Sheriff's appraisal of the crime
level in Lynwood, about the change in crime levels in
areas when the Sheriff has taken over, and the difference
in law enforcement and traffic units.
Mr. Wes Warvi asked if the Sheriff's officers would be
briefed on and enforce City ordinances.
Mr. Lowell W. Smith, 1142 Penn Street, asked if a man
were injured on duty would another take his place.
Mr. William Cunningham spoke to comment on the poor
cars and communications system the Firestone Sheriff's
station has and asked how soon help would be available
if there were a major crime.
Mr. Philip Birkmaier, speaking on behalf of Lillian Eddy,
5138 Century Boulevard, asked if the City is on the verge
of bankruptcy.
Mrs. Joy Feryanitz inquired about enlargement of the
police compound and whether service being provided to the
local scholls would be continued.
,,.,,, Mrs. Arnese Wattree, 4288 Niland, commented on the
responsibility of the Council to make decisions without
taking matters to a vote of the people.
Mr. Cal Williams, 4235 Brewster, stated that when he was
a member of the City Council many years ago, discussions
were had about contracting for Sheriff's services and
that he now favored such a contract.
Mr. Blair questioned the capital budget for the police
department and the current bonded indebtedness.
Mrs. Helen Pearce announced that a meeting of the
"Citizens Again the Sheriff" would be held on Wednesday,
February 23, in Bateman Hall.
Pastor Gray, of the Lynton Village Church, described his
visits to four different Sheriff's stations during the
past week.
Councilman Byork inquired about officers who are not
accepted by the Sheriff and Councilman Green asked why
the officers were requested to sign waivers concerning
their personnel files.
r- It was moved by Councilman Morris, seconded by Mayor Rowe,
- that the City Council request the Sheriff's Department to
continue the Phase II study.

Ayes: Councilmen Morris and Rowe.
Noes: Councilmen Byork, Green, Higgins.
Absent: None.
It was moved by Councilman Higgins, seconded by Councilman
Green, and carried, that the meeting adjourn to Tuesday,
February 22, 1877, at 7:30 p.m. in the City Hall Council
Chambers.
