ADJOURNED REGULAR MEETING APRIL 5, 1977
The City Council of the City of Lynwood met in an adjourned
regular session in the City Hall, 11330 Bullis Road, on
above date at 7 p.m.
Mayor Rowe in the chair.
Councilmen Byork, Green, Higgins, Morris and Rowe answered
the roll call.
Also present were City Attorney Murphy and City Manager
Valliere.
At the request of the City Attorney, the meeting was
adjourned to executive session for matters of litigation.
Following the executive session, it was moved by
Councilman Morris, seconded by Councilman Byork, and
carried, that the meeting be adjourned.

PUBLIC HEARINGS
Public hearing- The Mayor announced that the time had arrived for a
Conflict of public hearing on adoption of a proposed conflict of
Interest Code interest code applicable to certain employees and
officerso The City Attorney explained the purpose
of the conflict ®f interest code and stated that it
incorporates the various provisions of the Political
Reform Act of 1974 and would be applicable to
employees and officers named thereino
The Mayor inquired if anyone present wished to speak
in opposition to the proposed code. There was no
response° The Mayor inquired if anyone wished to
speak in favor of the proposed code° As there was

design concept for the widening project. The City
Manager presented a report on the project and

Mr. Woodrow Hanley, 10801 State Street, reviewed his
reasons for submitting a request for public hearing
on the project and summarized his remarks by stating
that he and other residents he represents have no
objection to the project if the widening is done by
reducing the median rather than taking the property
from their frontage.
The Mayor inquired if any others wished to speak.
There was no response.
The design alternatives were reviewed by Mr. Andrew
Swan. In the discussion, it was agreed that the
design would remain the same as proposed between
Fernwood Avenue and Norton Avenue; that the problem
lies only with the portion of the project north of
Norton Avenue where the residents wish to have the
area needed for widening taken from the median.

MANAGEMENT STUDIES AND REPORTS
Mayor Rowe asked the Council to consider contracting
for Sheriff's services, specifically to take over the
police faeility as a full-service Sheriff's Station,
effective May 1, 1977, thereby relieving the City of
liability insurance and police costs and the saving
of a considerable sum of money. He asked the Council
to consider a motion to request the County to prepare
a formal contract for presentation to the Council for
approval on April 19, 1977. It was moved by
Councilman Morris, seconded by Councilman Higgins, that
the Council instruct the City Manager to meet with the
County Board of Supervisors and County Sheriff's
Department and for the contract to be presented to the
City Council on April 19, 1,977.

Councilman Green questioned Captain Waller of the

fProcl.arr~a.tion- The Mayor read a proclamation declaring the week
Private of April 17 to 23, 1977 as "Private Pro ert Week"
Property Week" as requested by the Compton-Lynwood Board of
Realtors. It was moved by Councilman Higgins,
seconded by Councilman Morris, and carried, that
the proclamation be authorized.
City of Downey A proposal from the City of Downey regarding
prop• ~ freeway corridor cities joining together in legal
corridor cities action to eliminate some of the problems along the
tabled freeway corridor was discussed. It was moved by
Councilman Higgins, seconded by Councilman Green,
that the City participate in all corridor cities

seconded by Councilman Morris, and carried, that
the matter be tabled until such time as the City
Attorney can discuss the proposal further with the
City A~torney of Downey.
SCRTD request The City Manager presented a report on the request
for bus stops of the Southern California Rapid Transit District
app'd for bus stops at the following locations: the
southeast corner of Bullis Road and Century, the
southwest corner of Hulme Avenue and Century; the
southwest corner of Muriel Drive and Century and
the southeast corner of Harris Avenue and Century.
It was moved by Councilman Green, seconded by
Councilman Higgins, and carried, that the bus stops
be approved.
Tree removal
at 11356 Ernes- A report was presented by the City Manager on the
request of Mr. Donald A. Dove, 11356 Ernestine
tine app'd Avenue, for removal of a parkway tree. It was
recommended that the Council consider the request
for removal of the tree contingent upon whether
repairs to the sidewalk, curb and gutter cannot
be made otherwise. It was moved by Councilman
Byork, seconded by Councilman Higgins, and carried,
that the Council concur in the recommendation.
Res.No. 77-27 A request for a nuisance abatement hearing for
Intention to property at 11818 Peach Street was presented with
abate nuts. at the recommendation that RESOLUTION N0. 77-27

THE CITY OF LYNWOOD DECLARING ITS INTENTION TO
CONDUCT A PUBLIC HEARING TO ASCERTAIN WHETHER

PROPERTY." be adopted. It was moved by
Councilman Byork, seconded by Councilman Green, that
Resolution No. 77-27 be adopted.

f'~` The Council was informed that a request has been
received from the County of Los Angeles that an
' Older American from the Community be selected to be
honored on the. twelfth Annual Countywide Older Americans
Recognition Day on May 14, 1977. It was moved by
Councilman Byork, seconded by Councilman Morris, and
carried, that the request be referred to the Senior
Citizens' Club for a choice.
A report on the request of the Community Affairs
Commission for allocation of funds to carry out its
beautification program and for appointment of a Council
representative to serve on the Beautification Committee
was presented. It was moved by Councilman Higgins,
seconded by Councilman Green, that funds be allocated
to the Community Affairs Commission not to exceed $175.

A report on the quotations received on the proposed
lease-purchase of a street sweeper was presented by
the City Manager with the recommendation that the
,.... Council approve the lease-purchase by adoption of
RESOLUTION N0. 77-28 entitled: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE
LEASE-PURCHASE OF A MOBILE TE-3 STREET SWEEPER."
It was moved by Councilman Morris, seconded by
Councilman Higgins, that Resolution No. 77-28 be
adopted.

RESOLUTION N0. 77-29 entitled: "RESOLUTION OF THE

DRAWN THEREFOR." was presented. It was moved by
Councilman Byork, seconded by Councilman Morris, that
Resolution No. 77-29 be adopted with the addition of
Warrant No. 15968 in the amount of $6,793.75 payable
to the Lynwood Chamber of Commerce.

CITY CLERK'S AGENDA
Crim.Justice A request from the Criminal Justice Coordinating
Coor.Council Council, Compton Judicial District, f°or permission
req. denied to solicit donations from Apr7.l to December, 1977,
was presented. The Council was informed that the
program is federally-funded but funds are not
provided for scholarships for juveniles in need of
assistance and that the Coordinating Council wishes
to talk to businesses and industries regarding jobs
for young people. After discussing the current need
for youth employment within the local community, it
was moved by Councilman Byork, seconded by
Councilman Morris, that the request be denied.

COUNCIL AGENDA
Councilman Green questioned the City Attorney about the
status of action against the bankrupt insurance company
and asked that the Council be kept informed.
It was moved by Councilman Higgins, seconded by
.- Councilman Morris, that the matter of filling the
' vacancies on the Community Affairs Commission be held
over until the next meeting.
The Mayor declared a five-minute recess. Following the
recess, the meeting was called to order at 9:05 p.m.

Rev. Charles Clark speaking as a director of the Chamber Rev. C. Clark
of Commerce thanked the Council for taking part in the re mini-park

Mr. Ed Thomas, 10761 Elm Avenue, addressed the Council
to object to the Council's action to request the
Sheriff's contract for consideration on April 19, 1977
without his first having seen the Sheriff's final
report.
Mrs. Peggy Meyers, 5164 Century Boulevard, addressed
the Council to state that she has an .initiative
petition relating to police services which she intends
to file on April 6, 1977.
Mr. R. C. Waranius, 12416 Long Beach Boulevard,
addressed the Council to read material relating to
sharing of campaign cost during the 1976 general
municipal election.
Mrs. Lee Waranius, Vice-Chairman of the Community
.~ Affairs Commission, addressed the Council on the
following items: appointment of a Council representa-
tive to the Community Affairs Commission, the condition
of the City-owned lot at 3543 Palm Avenue, improved
maintenance of the Long Beach Boulevard median strips
and repainting of City-owned trash cans.

Councilman Green was appointed as Council liaison
to the Community Affairs Commission.
As the City's insurance binder will expire on
April 15, 1977, it was announced that the meeting
would be adjourned to April 12, 1977 in order to
deal with the City's insurance crisis.
It was moved by Councilman Higgins, seconded by
Councilman Morris, and carried, that the meeting
adjourn to Tuesday, April 12, 1977 at 7:30 p.m.
